Is the Melting Arctic a Security Challenge or Crisis? The View From Russia and Washington

DabelkoIn his opening remarks at the Security Council of the Russian Federation’s meeting on climate change last week, Russian President Dmitry Medvedev framed climate change as a force for increased competition and “disputes between countries.” Unsurprisingly, he focused on the Arctic region and what he called the “inadmissible” and “unfair” threats to Russia’s access to the region’s resources:
We must not forget either that climate change can give rise not only to physical change, change in the nature around us, but can also see the emergence of disputes between countries over energy exploration and extraction, the use of marine transport routes, bioresources, and shortages of water and food resources. The countries bordering the Arctic region are already actively engaged in expanding their research, economic, and even military presence in the Arctic. Unfortunately, in this situation, we are seeing attempts to limit Russia’s access to exploring and developing Arctic energy deposits, which is inadmissible from a legal point of view and unfair in terms of our country’s geographical location and very history.
His reference to “shortages of water and food resources” fits squarely within the increasingly common view of climate change’s potential as a “conflict accelerant” (see, e.g., the U.S. Department of Defense’s 2010 Quadrennial Defense Review) or “threat multiplier” (as in CNA’s National Security and the Threat of Climate Change and statements from representatives of the UK and EU foreign offices).
But his Arctic comments sounded different than what I’ve been hearing in Washington. The Arctic rightfully gets a lot of attention for alarming rates of physical change, newly accessible resources, and potential new shipping routes. Yet remarks at a recent spate of Arctic climate and security discussions suggest officials in Washington view the geopolitical and trade issues more as “challenges” than “crises.”
For example, last month at the Stimson Center, and just yesterday at the Johns Hopkins University Applied Physics Lab, the U.S. Navy’s director of Task Force Climate Change and oceanographer, Rear Admiral David Titley, used “challenge” rather than “crisis” to depict the security situation in the far North. At numerous panels, officials and experts expressed confidence that the Arctic Council and related institutions are forums robust enough to manage current and future disputes.
Ironically, one of those key institutions is UNCLOS, the Law of the Sea treaty, which has been ratified by 157 countries, but not the United States. U.S. military and civilian officials alike see ratification as a key step for the United States to represent its interests in these critical multilateral settings. Nevertheless, we can anticipate some knee-jerk demagoguery about the treaty ceding U.S. sovereignty to the United Nations, so the Senate is unlikely to take up the issue until after the fall 2010 elections.

Healing the Rift: Mitigating Conflict Over Natural Resources in the Albertine Rift

Moreover, they don’t realize their conservation efforts—by restricting access to resources or creating new burdens, costs, and risks for communities—are at times directly responsible for spawning new conflicts where none existed before.MORE
In a recent presentation—Healing the Rift: Mitigating Conflict Over Natural Resources in the Albertine Rift, sponsored by WCS and the Africa Biodiversity Collaborative Group—Plumptre used his work with WCS in the Albertine Rift as a launch pad to discuss how conservation practitioners can work to mitigate conflict.
Achieving “Conflict-Sensitive Conservation”
“Conflict-sensitive conservation,” as outlined in an International Institute for Sustainable Development‘s practitioners’ manual developed in conjunction with WCS, is a multi-step process:- Identify—What are the area’s current or potential conflicts?
- Prioritize—Which conflicts are the most serious?
- Target—Which high-risk conflict does my organization possess the capacity to address?
- Analyze—What are the causes and effects of conflict? Who are the stakeholders, what are the relationships between them, and which should we seek to engage?
- Design & implement solutions—With what strategy should the conflict be approached? At which point in the conflict cycle should we seek to intervene?
- Monitor—Continue to watch the area for new developments.
Plumptre’s fieldwork on the DRC’s Virunga National Park is one of the case studies in Renewable Natural Resources: Practical Lessons for Conflict-Sensitive Development, recently published by the World Bank. Conflict in the park began in 1996, when an influx of internally displaced persons from the war in the DRC poured into the area, placing severe strains on the park’s fish, wildlife, timber, and agricultural resources.
In 2006, Plumptre and his WCS colleagues entered Virunga and identified four challenges they could best address:- Overfishing on Lake Edward
- Military poaching
- Park encroachment
- Conflict with displaced Ugandan pastoralists
- To combat overfishing, WCS helped villages establish sustainable targets and implement internal policing mechanisms
- To curtail encroachment and poaching by the military and those living in the greater Virunga National Park area, WCS trained Congolese Park Authority (ICCN) staff in enforcement and monitoring techniques, established channels of communication with military commanders, and engaged in general and targeted environmental educational campaigns.
- To relieve resource pressures from the presence of Ugandan pastoralists, WCS worked with the Congolese and Ugandan governments to ensure pastoralists could safely and freely return to Uganda to settle elsewhere.
Beyond Virunga National Park
Since completing their project in 2007, Plumptre and his team have established similar projects in Kahuzi-Biega National Park, the Itombwe Massif, and Misotshi-Kabogo. Now, however, they are working to prevent conflicts before they take root. WCS has guided communities in the Misotshi-Kabogo area to work together to petition the Congolese government to turn their territory into the DRC’s 8th national park.
Climate change is predicted to spur local, often intra-state or regional, migrations in response to droughts and flooding. Could these migrations lead to similar resource conflicts in the future? The rate of migration, governance and carrying capacities of the absorbing communities, and economic status of the migrants will all come in to play. In cases where conflict might result, Plumptre’s work successfully demonstrates that “conflict-sensitive conservation” should have a place in the peacebuilders’ toolkit. -

Patriotism: Red, White, and Blue…and Green?
“National security often means cyber security, it means energy security, it means homeland security, and more and more…it means environmental security,” says retired U.S. Army Captain James Morin in the Pew Project on National Security, Energy and Climate’s recently released video short, “Climate Patriots.”MORE
“Climate Patriots” calls attention to the nexus between energy, climate change, and national security. The video identifies climate change as a two-fold threat likely to increase the frequency and intensity of humanitarian disasters and political instability. The latter, military analysts believe, will fuel further conflict, fundamentalism, and terrorism.
“Climate Patriots” also touches on military efforts to combat climate change (e.g., reducing energy consumption and shifting to renewable fuel supplies) as well as Center for Naval Analyses (CNA) research on national security, energy, and climate.
“If we don’t take action now,” retired U.S. Navy Vice Admiral Dennis McGinn says, “the options for dealing with the effects of climate change and the effects of energy security become much, much more expensive. In fact, some of the options completely go away over the next 10-20 years if we don’t start taking some prudent actions now.” -

Challenges to Covering Population
“We journalists tend to deal with the immediate crisis,” Tim Wheeler, an environmental reporter with the Baltimore Sun, told an October gathering of the Society of Environmental Journalists in Madison, Wisconsin. Because the effects of population growth largely won’t be felt until the future, the subject is challenging for journalists who, as a whole, “tend not to look down the road too far.”MORE
There are, however, other challenges, ranging from funding to ideology. Falling profits have pushed newspapers into expanding “hyperlocal” coverage at the expense of other stories and editorial boards are reluctant to risk increasingly important readership over a topic that, when brought to its logical conclusion, can enflame sensitivities over immigration and abortion.
On the positive side, Wheeler noted an increase in the number of articles covering intersects of population and the environment. As an example, he pointed to a Baltimore Sun series on the Chesapeake Bay citing growing population as a reason that 25-year efforts to restore the Bay have had a limited impact. Nevertheless, he lamented that the majority of articles covering population were op-ed opinion pieces rather than hard news coverage.
Without knowledge of the population-environment connection, Wheeler says, efforts to reduce our environmental impacts will run into the same problem as those to restore the Chesapeake Bay. “We’re going to wake up . . . after 25 years and say, ‘After all that we’ve done and spent, why haven’t we made greater progress?’” He underscored that, to ensure reductions aren’t outpaced by overall growth in population, issue awareness is essential.Walker’s World: From Warming to Warring: A Review of Cleo Paskal’s New Book

Excerpts:The Copenhagen summit showed that climate change is as much about geopolitics and power as it is about the weather. China‘s blunt refusal to accept any binding limits on its carbon emissions, despite the agonized pleas of small island governments facing extinction, demonstrated that this new aspect of the game of nations is going to be played as hardball.
And yet, as Cleo Paskal argues in her pioneering new book “Global Warring,” China is also powering ahead on every aspect of climate change. While protecting its right to pollute (because it depends heavily on coal as its main homegrown energy source), China is using state subsidies to seize the lead in solar power manufacturing….But perhaps Paskal’s most striking story is the way that China is also seeking to become a major player in the arctic. China has acquired an icebreaker, a seat with observer status on the Arctic Council and its own arctic research base at Svalbard. (China also has two research bases in the Antarctic.) …
Paskal’s book is full of such vignettes, illustrating the way that climate change and the intensifying competition for resources is starting to change the nature of power politics. Paskal, a Canadian who is a fellow of London’s prestigious Chatham House think tank and a consultant for the U.S. Department of Energy, has been a pioneering scholar of the new terrain where climate change confronts national security, where geopolitics, geoeconomics and global warming all collide. It is not just rivalry for oil and gas supplies and water, but also for fishing rights and undersea mining and mineral rights that may well be up for grabs when some of the lowest-lying Pacific island countries disappear under the rising waves. …
“We need to start thinking about the legal and economic implications of these developments now, before we have to start tackling them in the middle of a crisis or a humanitarian emergency,” Paskal told a seminar at Washington’s Woodrow Wilson Center Friday. …
Paskal sees China and Russia taking these issues more seriously that the United States and Europe, and her book is not just a wakeup call for Western leaders but is also an arresting and original work on climate change, probably the most important book on the environment to be published this year.
“As pressure is put on food, water supplies and national boundaries, famine and war may become more frequent,” Paskal concludes. “This instability may make populations more tolerant of autocratic governments, especially nationalistic capitalist ones where the political, economic and military sectors combine to protect existing resources and aggressively try to secure new ones. China and Russia already have a head start on this model.”Making the Connections: An Integration Wish List for Research, Policy, and Practice

His ground-level development stories from around the world expose a range of neglected issues that usually struggle for mainstream media coverage: maternal health, microcredit, human trafficking, family planning, sanitation, micronutrients, and poverty, among others.MORE
Kristof brought many of these threads together Half the Sky, a book he coauthored with his wife Sheryl WuDunn. I asked about the challenges of addressing these connected problems when I interviewed the couple and two frontline White Ribbon Alliance maternal health practitioners this fall at the Wilson Center.
Now Kristof is asking readers to suggest topics for him to cover in 2010. My suggestions to him are actually a wish list for the wider development community. In short, how can scholars, policymakers, practitioners, and communities better research and analyze these connected topics and then fashion integrated responses? I posted my comment on Kristof’s blog, On the Ground (and I ask your indulgence for the less than polished writing):I’d love for you [Kristof] to explore the challenge of integration from both problem and response perspectives. People in poverty lead integrated lives (just like we wealthier folks do), face connected challenges, and need integrated or multiple responses. Single-sector programs may deliver quicker, more obvious, and/or more countable impacts (or parallel advantages for single-discipline research endeavors). Yet time and time again we see such approaches only partially meeting needs or not meeting them sustainably. There is also a persist danger of undercutting others’ efforts and/or creating high opportunity costs.
These questions topped my wish list to Kristof last night while procrastinating on other writing. What would be on your wish list for Kristof, the development community, or even just New Security Beat? We at the Environmental Change and Security Program (ECSP) would love to hear from NSB readers so we can keep covering the questions that interest you.
So which integrated research, policy analysis, or field-based programs explicitly recognize that trends that appear to be on the periphery are hardly peripheral? At the same time, if programs try to be all things to all people, they can become bloated, unrealistic, and/or unsustainable.
For example, are the Millennium Villages examples of the former or the latter? How about the much smaller programs under the population-health-environment grouping? What went wrong with Campfire programs to cause so many to abandon the approach? Have the loosened restrictions on what constitutes an appropriate PEPFAR intervention addressed this integration problem, or will politics (exclusion of family planning in PEPFAR, for example) mean we cannot capture the full benefits of integration?
And the big Kahuna: how is the rhetoric and analytical argument around the 3Ds (defense, development, and diplomacy) made real and practicable in the field (as in the United States we anticipated early this year the results of the Quadrennial Defense Review (QDR), Quadrennial Diplomacy and Development Review (QDDR), and Presidential Study Directive on Global Development Policy (PSD))?
And finally, does our (read donors’) penchant for measuring impact and quantifying results force us to narrow interventions to the point of missing key connections in cause and effect of the problems we are trying to address? Is there a better mix of defining and measuring success that captures the challenges and benefits of integration?VIDEO—Alexander Carius, Adelphi Research: Finding Empirical Evidence for Environmental Peacebuilding
December 18, 2009 // By Dan Asin“One of the shortcomings of the entire debate on natural resources, climate security, and conflict is the question of empirical evidence,” Adelphi Research co-director Alexander Carius told ECSP’s Geoff Dabelko in a video interview.MORE
The German government, UNEP, and others are investigating transboundary natural resource cooperation initiatives, also known as “environmental peacebuilding” programs. But before fully committing to the idea, they want more information. “Empirical evidence cannot be created just by outlining the usual cases that we know where it has worked,” said Carius, who indexed successful environmental peacebuilding programs in ECSP Report 12.
In some cases, empirical evidence is already available—it’s just unapparent. Conflict analytical frameworks and environmental peacebuilding protocols exist, but they “reside in different programs,” said Carius, rendering the information inaccessible. Packaging this already available information into coherent messages and delivering it to relevant agencies is “the next step,” he said.
In addition, efforts to collect new data are already underway. UN post-conflict analysis teams are combining their academic expertise with on-the-ground experiences to find not only empirical evidence, but also “usable, practical tools” that can be used by agencies at home, said Carius.
Carius sees a bright future for environmental peacemaking: “The largest potential is with the bilateral donor agencies, because they do much more practical projects on the ground,” he said. New and reformulated evidence, Carius hopes, will give environmental peacebuilding the traction it needs to take hold in bilateral aid agencies like USAID.
