Measuring Ecosystem Vitality and Public Health With the Environmental Performance Index
›The Environmental Performance Index (EPI) is a comparative analytic tool for policymakers created jointly by Yale and Columbia Universities in collaboration with the World Economic Forum and Joint Research Centre of the European Commission. The EPI was created in 2006 and is updated biannually. Data is drawn from 25 performance indicators that fall under 10 well-established policy categories, including the environmental burden of disease, the effects of water on human health, and agriculture. The indicators serve as a “gauge at a national government scale of how close countries are to established environmental [and health] policy goals,” write the authors.
The EPI draws data from a diverse array of sources, such as the World Health Organization, Food and Agriculture Organization, University of New Hampshire, and World Resources Institute. Users can view visualizations of the compiled data via an interactive map and the data is also available in the form of rankings charts, individual country profiles, and country group comparisons. The interactive map also allows users to isolate performance indicators or policy categories in order to compare an individual country’s performance with global trends. Furthermore, indicators may be scaled to visually reflect a country’s performance in relation to drivers of environmental performance, like gross domestic product, level of corruption, and government effectiveness.
This tool is particularly useful because users can effectively leverage points for policy change by identifying linkages between environmental policy and other issue areas, such as public health or sanitation. The EPI enables policymakers to visually conceptualize problematic regions, optimize investments in environmental protection, and identify best practices.
The index’s greatest weakness is its inability to track changes in performance over time. A pilot project was launched last year that tracks whether a country has progressed or deteriorated in an area of environmental performance, but the authors note that the project has “raised more questions than answers,” particularly concerning data availability and interpretation. Additionally, there are gaps in the data. Although these gaps signify a data quality weakness, they also support the continued calls for increased data collection by governments and other organizations to better inform environmental decision-making. -
Population and Environment Connections: The Role of Family Planning in U.S. Foreign Policy

Current global population growth rates are not environmentally sustainable and the increasing demands of a growing global population are increasingly straining supplies of food, energy, and water. The expected consequences of climate change will stress resources further. Population growth dynamics compound challenges presented by increased resource consumption from a rising global middle class, making the world’s population, and the quality and quantity of natural resources, top priorities for governments and the public alike.
Governments and multilateral organizations must recognize the relationship between resource demand, resource supply, and resource degradation across disparate economic and environmental sectors. Formulating appropriate and effective responses to growth-induced resource complications requires both a nuanced understanding of the problem and the use of innovative approaches to decrease finite resource consumption.
Family planning and integrated population, health, and environment (PHE) approaches offer opportunities to address such concerns. These efforts recognize the importance of population-environment linkages at the macro-level. They also operate at the household, community, and state levels, empowering individuals and decreasing community vulnerability by building resilience in a wider sustainable development context. PHE approaches embrace the complex interactions of population, consumption, and resource use patterns. To paraphrase Brian O’Neill, a leading scholar on population-climate connections, PHE approaches offer a way forward that is neither a silver bullet nor a red herring. Addressing population-environment links is an essential step to tackling global sustainability crises.

How Does Organic Farming in the U.S. Affect Global Food Security?
›The feature story for last month’s Wilson Center newsletter, Centerpoint, was on the popular full-day conference “Rebuilding the U.S. Economy – One Heirloom Tomato at a Time,” hosted by the Program on America and the Global Economy in March. The conference focused on organic, local farming and the idea of creating “sustainable” food production that was healthier but also better for the economy than relying on imports from afar.
ECSP was asked to provide some international context for the discussion with a brief “Point of View.” I tried to paint a little bit of the big picture 21st century supply and demand story and give a sense of how today, globalization has helped linked everyone in this food security discussion:Dramatic events over the last year have shone a spotlight on the problem of global food security: massive fires in Russia, which reduced wheat supplies; famine and drought in Niger and Chad; and food price riots in the Middle East and elsewhere. These stresses come amid price spikes that echo the food crises of 2008 and reveal the linked nature of food security today and some of the fundamental challenges facing poor countries’ efforts to feed their growing populations.
What do you think: What’s the best way to inject the urgency that people looking at demographics and consumption rates around the world are feeling about global food security into a discussion about organic agriculture in the United States? Is there a tension between quality and quantity of food in the organic vs. agrobusiness debate that needs to be addressed in a global context? And what’s the role of policy in determining that balance?
In most countries, food insecurity is a symptom of poverty, poor governance, and/or poor infrastructure. For example, developed countries can often rebound from natural disasters relatively quickly. However, in drought-prone countries like Niger and Chad or flood victims like Pakistan and North Korea, such structural weaknesses leave them unable to bounce back as quickly from extreme events. This makes development efforts more difficult and can cause vulnerable countries to quickly become a burden on their neighbors or more prone to internal instability.
In the long term, reducing vulnerability in developing countries will be one of the most critical factors to ensuring global food security. But to meet the projected demand from increased consumption and continuing population growth, global yields must also increase.
The Green Revolution of the 1960-70s saved millions of lives by introducing heartier strains of rice and improving other staple crops in South and Southeast Asia, and most agree that a “Second Green Revolution” (whether or not it looks like the first) will likely be necessary. If so, the current tensions in the West over organic or sustainable practices versus agribusiness models will need to be reconciled in a way that can provide the most immediate help for the world’s hungry.
An important requirement, however, is that in a more resource-constrained world, these yields must be increased without destroying our future capacity. How we go about this, whether through traditional industry, organic techniques, or a mixture of both, will be one of the defining challenges of the 21st century. -
Population Growth and its Relation to Poverty, the Environment, and Human Rights
›“Population, Poverty, Environment, and Climate Dynamics in the Developing World,” in the Interdisciplinary Environmental Review, by Jason Bremner, David Lopez-Carr, Laurel Suter, and Jason Davis, attempts to illuminate and clarify the complex relationships between environmental degradation, population dynamics, and poverty. Population growth is a key driver for the degradation of ecosystem services which has a direct impact on livelihoods and human well-being, write the authors, especially for the poor. They argue that “population growth itself, however, remains an insufficient explanation of the relationship between population, ecosystems, and poverty.” While the field has a come a long way since its “original Malthusian roots,” they write, the relationships between these dynamics differ greatly depending on the area in question, and much work remains to be done on the less well-studied ecosystems.
In “An End to Population Growth: Why Family Planning Is Key to a Sustainable Future” from the Solutions Journal, Robert Engelman reminds us that population projections are not set in stone and that the widespread belief that population has to reach nine billion before leveling off is wrong. Nor is coercive “population control” necessary, he writes: “Population growth rates and average family size worldwide have fallen by roughly half over the past four decades, as modern contraception has become more accessible and popular.” Unfortunately, there remains a large number of people around the world without access to family planning, the majority of whom live in developing countries. Engelman points out that while the number of people of reproductive age has steadily increased in these countries over the last decade, donor support has declined. He argues that research, courage, and creativity are needed to reverse this situation, but in a world where most of all pregnancies were intended, population growth would slow long before reaching nine billion. -
Rukia Seif, PHE Champion
Making Life Easier in Rural Tanzania

Rukia Seif is a population, health, environment (PHE) peer educator who promotes simple economic, environmental, and health behaviors that make sense. In many ways, the Mkalamo village where Rukia lives is a typical rural Tanzanian agricultural village. In another important way it is very different. Mkalamo abuts the biodiversity rich Saadani National Park – the only wildlife park in Tanzania that borders the sea. Ironically, this park does not make life easier for people living in Mkalamo but more difficult. In the park, there is a ban on the cutting of wood, making it difficult to find enough to fuel villagers’ cooking stoves. Also, increasing numbers of the park’s wild animals often destroy the villagers’ precious crops.
As a PHE peer educator, Rukia talks with her fellow community members about simple things they can do to improve their lives. Her messages are clear:
Rukia sets a good example of how doing these simple things can improve a family’s life and protect the environment. At age 36, she is a mother of three girls, ages 14, 12, and one and a half. Rukia and her husband, Seif Ramadhani, are taking measures to plan their family. Rukia used pills before they decided to have their last daughter. Now they are using condoms as a back-up while Rukia is breastfeeding the baby. Through her work, Rukia meets and talks to many people every day. She discusses family planning and if someone is interested, she refers them to community-based distributors and the dispensary for family planning services.- By planning their families, women can ensure their own and their children’s health and can decide the optimal number of children that they can provide for.
- By using fuel efficient stoves, women can spend less time collecting fire wood, freeing up time for other chores or livelihood activities and reducing the amount of needed fuel, thus helping sustain the forests for future generations.
- By joining community-led savings and credit associations, women and men gain access to capital, allowing them to scale-up current livelihoods or diversify to new sources of income.
“I talk to my peers about planning their families so we have enough natural resources to meet the needs of the villagers who depend on these resources,” she said. “Also, when you plan your family, you will get more time to perform other activities.”
An active member of the savings and credit association, where she also acts as the accountant, Rukia is living proof of this last statement. Through savings and loans, Rukia has diversified her income by buying a sewing machine and a fuel-efficient oven. Today, she generates income from cow and poultry husbandry, tailoring, bread-making, selling soft drinks, and constructing fuel-efficient stoves. With this increased income, Rukia and her husband have been able to put an iron sheet roof on their house and send their first-born daughter to secondary school – a great achievement in a country where only five percent of women stay in school beyond the primary level.
Rukia demonstrated her two fuel-efficient stoves: one is a metal oven that she uses for baking breads and cakes, the other is a simple mud stove that she uses for cooking. The mud stove, which costs less than $2 to build, is getting increasingly popular in the community. It saves fuel wood, prevents fires, produces less smoke (a serious health hazard), and cooks the food faster!
“I can even wear my best clothes and put on some lip shine when I use this stove, because it does not foul up the air,” Rukia explains with a laugh. Seeing the benefits of the fuel efficient stoves, she has inspired ten community-based distributors and five village leaders to join the team of individuals showcasing the fuel efficient technologies.
Rukia is a perfect example of practicing what one preaches. She is improving her own life, helping others learn to do the same, and protecting the very natural resources upon which almost everyone in Mkalamo depends.

Integrating Development: A Livelihood Approach to Population, Health, and Environment Programs
›Rural communities in developing countries understand that high population growth rates, poor health, and environmental degradation are connected, said Population Action International’s Roger-Mark De Souza at a recent Wilson Center event. An integrated approach to development – one that combines population, health, and environment (PHE) programs – is a “cost-effective intervention that we can do very easily, that responds to community needs, that will have a huge impact that’s felt within a short period of time,” said De Souza. “This is how we live our lives, this makes sense to us – it’s completely logical,” community participants in PHE projects told him.

Congressional Hearing: Clean Water Access Is a Global Crisis, Human Right, and National Security Issue
›March 17, 2011 // By Hannah MarquseeUnsafe drinking water causes nearly 1.8 million deaths each year from diarrhea, “a number that dwarfs the casualties associated with violent conflict,” said U.S. Representative James McGovern at a congressional human rights commission hearing earlier this month on water as a basic right. Nearly all of these deaths are children under the age of five, he said. “This is a war against families, children, and women on an ongoing basis,” said Representative Earl Blumenauer, also speaking at the hearing, titled “Realizing the Right to Safe Water and Sanitation.”
There are currently 884 million people in the world without access to safe drinking water, according to UNICEF, and 2.6 billion without improved sanitation. As population growth and climate change place added stress on fresh-water systems, by 2025, two thirds of the world’s population will live in water-stressed conditions, according to the Food and Agriculture Organization. “This is a severe global crisis,” said McGovern.
“A Human Right”
With 2011 World Water Day only weeks away, the hearing harkened back to Secretary Clinton’s widely quoted statement from World Water Day 2010, marking a commitment by the Obama administration to address global water issues:It’s not every day you find an issue where effective diplomacy and development will allow you to save millions of lives, feed the hungry, empower women, advance our national security interests, protect the environment, and demonstrate to billions of people that the United States cares. Water is that issue.
Four months after that statement, the UN passed a resolution to make access to water and sanitation a human right, not just a development priority. Said Catarina de Albuquerque, a UN independent expert who testified at this month’s congressional hearing, the resolution stipulates that water must be “available, accessible, affordable, acceptable and safe.” A “right to water” is an important “sign of political will,” that will place increased obligations on governments to improve access to water and sanitation, she said. But in the meantime, for the millions without access to safe water, “there is no change.”
According to the UN, the world is on track to meet the Millennium Development Goal target of halving the number of people without access to an improved water source by 2015. But de Albuquerque noted that the reality is not quite so optimistic. On a UN fact-finding mission, she encountered at least one family who by UN definitions had access to an “improved drinking water source,” yet their tap water was literally black. “Water quality is not being monitored” and for many of the people who do have access, it is simply “undrinkable,” she said.
In developed countries as well, there are significant barriers to access, especially for marginalized communities. On a recent mission to the United States, de Albuquerque found that America’s “voiceless” – people of color, Native Americans, and the homeless – face significant discrimination in access to water. “Society closes its eyes to them,” she said. Thirteen percent of Native Americans lack access to safe water, in comparison to 0.6 percent of non-native Americans, she said in a statement to the press releasing her findings. And in Boston, “for every one percent increase in the city ward’s percentage of people of color, the number of threatened cut-offs increases by four percent.” To make the necessary improvements to fill these gaps in America’s aging water infrastructure would cost $4 to $6 billion annually, she said.
A National Security Issue
Water “is a security issue as well as a human development issue,” said Blumenauer. Since, according to UNEP, 40 percent of the world relies on river basins that share two or more political boundaries, water management has enormous potential for both conflict and cooperation. Echoing Clinton’s World Water Day statement, McGovern championed the cross-cutting nature of water:The right to water is inextricably linked with other basic rights…including the right to food, the right to health, and the right to education.
The burden of collecting water in underdeveloped countries often creates a gender gap and exposes women and girls to violence and rape, he said. And it “has been the basis for many territorial and violent disputes between various peoples and even nations.”
Last month, a staff report by the Senate Foreign Relations Committee expressed a similar sentiment with the publication of their report, Avoiding Water Wars: Water Scarcity and Central Asia’s Growing Importance for Stability in Afghanistan and Pakistan. The report commends the Obama administration for recognizing the importance of water: “For the first time, senior government officials are recognizing the critical role that sound water management must play in achieving our foreign policy goals and in protecting our national security.” However, by exclusively focusing on Pakistan and Afghanistan’s water issues and “neglecting the interconnectivity of water issues between Central and South Asia, the U.S. approach could exacerbate regional tensions,” the report says.
To be more strategic about water assistance, the report recommends the United States: (1) provide technical support in data collection to better manage water; (2) help increase water efficiency and reduce demand for water; (3) recognize the transboundary nature of water issues and “provide holistic solutions;” and (4) “safeguard institutions against shocks to water supply and demand.”
Moving Forward
The Obama administration’s commitment to water issues, the UN’s recognition of water as a human right, and the 2005 Water for the Poor Act have all been important steps towards fulfilling the pledge of making access to safe water a human right. “We’ve come a long way,” Blumenauer (who authored the Water for the Poor Act) said at the hearing, but there is still significant work ahead.
“We’re going to have to be more strategic moving forward” in order to meet global water shortages, said Aaron Salzberg, special coordinator for water resources for the U.S. Department of State who testified at the hearing. Salzberg recommended that the U.S. government take steps to integrate water management with the food and health sectors; build political will; mobilize financial support; promote science and technology; and form partnerships with other governments and aid organizations. The United States must also “be smarter” about allocating funds based on the dual criteria of “need” and “opportunity.” Balancing efforts with partners to find out which countries have the greatest need and the least resources will allow limited U.S. funds to make the deepest impact, he said.
John Oldfield, managing director of the WASH Advocacy Initiative, urged Congress to increase funding for foreign assistance, continue appropriations for the Water for the Poor Act, and improve the effectiveness of existing water, sanitation, and hygiene (WASH) assistance. “Each dollar invested in water and sanitation leads to an 8:1 return from reduced healthcare costs and time savings,” he said. “The world does not need to bury millions more of its children in the coming years when we know how to prevent waterborne disease today.”
