Mind the Gap: Forging a Consensus on Security and Climate Change in EU and US Foreign Policy
March 5, 2009 // By Will Rogers“There are political and economic vulnerabilities that are in fact more important—or seem more important—to the participants of conflict than the physical vulnerability to climate change,” said Clionadh Raleigh at the February 19, 2009, event, “Climate Security Roundtable: U.S. and EU Research and Policy.” Raleigh, a lecturer at Trinity College Dublin, was joined by Nick Mabey, founding director and chief executive of E3G, and Sharon Burke, a senior fellow at the Center for a New American Security, to discuss climate change’s impact on conflict and how the United States and European Union (EU) have begun to adapt their foreign and security policies to the threat of climate change.
Ecological Change, Migration, and Conflict: A Complex Story
“The lack of access to power for certain communities, certain ethnic groups in sub-Saharan Africa, and basic access to resources among the most vulnerable populations has led to people misinterpreting the relationship that ecological change plays in their decision to either participate in conflict or to migrate,” Raleigh said. Although Raleigh’s research, which examined civil conflicts from 1990 to 2004, found that population density and growth were related to higher risks of conflict, “environmental pressures were not more likely to cause conflict in poor states—and not more likely during periods of instability,” she concluded. “Social, political, and economic factors are the most important determinants of civil war within developing countries,” she emphasized. “Poverty and unequal development come up time and time again.”
According to Raleigh, fears of mass international migration in response to climate change are overplayed. “Individuals and communities have quite a lot of coping mechanisms to deal with ecological difficulty,” including migration from rural to urban areas in the same country, she explained. Most migration, including labor and distress migration, “is temporary, internal, and circular,” she emphasized. “There is very little to no evidence that there will be an increase in international migration” in response to ecological change, although “there is evidence that there will be an increase in internal migration.”
Climate Change and Security: Perspectives from the EU“Climate change is serious,” emphasized Mabey. “It’s a threat multiplier, it will make unstable places less stable—it’s going to change strategic interests, alliances, borders, threats, economic relationships, comparative advantages, the nature of international relations, and the legitimacy of the UN.” In the future, “security policy will need to get more preventive and risk-based because climate change just injects a huge bolt of uncertainty into the future,” said Mabey. He urged the expansion of forward-looking information systems that provide policymakers with the data they need to make decisions at the geopolitical, strategic, and operations levels. He also said security experts should strive to communicate the potential consequences of climate change to decisionmakers.
The EU has taken steps to integrate climate change into its security strategy; Great Britain, Germany, and Denmark have taken the lead. The Arctic has been a particular focus, with security experts examining trade routes, maritime zones, and new access to resources. Climate change “is not all about instability” in fragile, impoverished states, Mabey explained. “The Arctic is by far the most important climate security issue in the minds of traditional foreign-policy types in Europe.”
Environmental Security Gets a New Tool: The Climate War GameLast year, Burke helped conduct a climate change war game based on a scenario of extreme weather events like droughts, wildfires, and cyclones. “Every country sort of hewed to what you would expect,” said Burke of the high-profile participants from China, India, Europe, and the United States. “The EU team spent the first two hours debating whether they could really be a country; the Indian team instantly came up with a negotiating strategy that sounded cooperative and brilliant but was completely impossible to execute; the Chinese team was, ‘No, we’re not going to do anything unless you pay us’; and the American team was keen to lead, only nobody was following.” One of the key lessons from the game, Burke explained, was that “everything comes down to what China is prepared to do.”
In developing the game, Burke and her colleagues discovered “that there’s a vast poverty of the kinds of information that you need to make decisions.” As Burke explained, policymakers need specific data “to obligate large amounts of money and personnel,” and the game revealed that “policymakers don’t have the information they need to make decisions.”

Deeper Pockets or Smarter Spending? Reforming U.S. Foreign Assistance
November 16, 2008 // By Karen BencalaThere are two things we know for sure in Washington these days: First, the incoming Obama administration is likely to bring change on a wide variety of topics; and second, U.S. foreign assistance is in dire need of a change. You are probably already aware of the plethora of policy papers on how the U.S. Agency for International Development (USAID) and the Department of State should be reorganized to increase their effectiveness. There are also multiple initiatives striving to boost the prominence of neglected issues like water. What is lacking is an integrated strategy addressing both our domestic and international goals that would in turn suggest organizational reforms for the federal government.
As you read this, the Obama transition team is planning how to tackle major international challenges, including the financial crisis, energy supply, climate change, food security, global health threats, institution-building and governance, and global poverty. International development, as part of an integrated strategic plan, is an important part of the solution to all of these issues. Unfortunately, the current system is dysfunctional. Existing development capacities are spread throughout the executive branch—across 12 government departments, 25 government agencies, and almost 60 government offices—and, in some cases, are outsourced to the private sector. No one person or office is charged with priority-setting, planning, budgeting, implementation, or evaluation.
Wilson Center Senior Scholar John Sewell and I spent this past spring meeting with a group of experts with a wide range of expertise to develop a memo that sets out how such a strategy should be developed and implemented. In A Memo to the Next President: Promoting American Interests Through Smarter, More Strategic Global Policies, we recommend the appointment of a high-level individual on the president’s staff to develop, implement, and monitor—in consultation with key members of Congress—a government-wide strategy to promote U.S. interests abroad. At some point, larger organizational questions will need to be addressed, but the first step toward effectively tackling these challenges is creating an overall strategy to meet the country’s goals and priorities.
Clearly, the sort of integrated planning we are recommending has great relevance for many of the topics discussed here on the New Security Beat. Whether we are talking about climate change as a national security threat or the relationship between conservation efforts and population, there is a need for a broader understanding of how these issues—and their potential solutions—affect one another. With dramatic changes in the White House and Congress and with a broad consensus that U.S. foreign policy efforts are insufficient, the time is ripe for an overhaul in our strategies.

According to Dabelko, cooperative water management can also help resolve conflicts caused by unrelated problems, such as those between India and Pakistan or Israel and Palestine. “You’ve got to go through it to get out of the conflict and support a sustainable peace,” he says.

Not All Water Cooperation Is Pretty
As Karin Bencala and Geoff Dabelko point out in the current issue of Columbia University’s Journal of International Affairs, transboundary rivers and aquifers all over the world can, and do, provide opportunities to bring riparian parties together. We can identify a degree of cooperation in the management of most of the transboundary water resources in Asia, the Middle East, and North Africa. But now is the time to stop the pendulum from swinging too far towards mistaken notions of “water peace.” Tensions linger on the Tigris and simmer on the Jordan. The Nile is allocated in a remarkably inequitable and unsustainable manner, as are many of the rivers falling in all directions off the Tibetan plateau. We must continue to question regimes that preserve inequity, treaties that are ineffective “paper tigers” (Bernauer 2003, p. 547), and organisations designed chiefly as sinks for lending and donor agencies. We will be doing the world no great service if our gaze shifts to under-qualified examples of cooperation and away from the root causes of water conflict.MORE
We should be wary of applying the “cooperation” label to transboundary interactions where asymmetric cooperation merely poisons relations and prolongs unfair arrangements. Cooperation has many faces, and not all of them are pretty. The 1994 Israel-Jordan Peace Treaty is regularly cited as a model of cooperation, for example, yet as Itay Fischhendler (2008) (subscription required) has shown, the ambiguity built into the agreement favours the more powerful (Israeli) side. In private conversations, Jordanian officials concede frustration that the agreement they signed fell far short of guaranteeing Jordan an equitable share of the waters. Last month, the Economist highlighted several other cases of such asymmetric water cooperation.
Recent efforts by Friends of the Earth Middle East (FOEME) demonstrate cooperation of a completely different nature. FOEME’s Good Water Neighbors project brings together mayors from Jordanian, Palestinian, and Israeli towns on the Jordan River in an effort to improve its quality. The project, like the organisation itself, represents all sides in equal measure. This equitable cooperation should be the standard analysts and policymakers shoot for.
We must be careful not to divorce small-scale cooperation from the broader water conflict within which it takes place, however. At the state level, the distribution of transboundary freshwater between Israel and the Palestinian territories remains an inequitable 90-10 split. The Israeli-Palestinian Joint Water Committee (JWC) established following the 1995 Oslo II interim agreement gives the Israeli side an effective veto over even basic rainwater catchment projects (for instance, in the southern West Bank). Multiple USAID, European, and UN development projects remain stalled because they have not cleared the JWC’s triple hurdle requiring that all water-related projects obtain Israeli technical (fine), political (?) and military (!) approval. Jan Selby (2003) (subscription required) insists this is not cooperation, but “domination dressed up as cooperation.”
While asymmetric, dominative, strategic, self-interested, and token cooperation all fall short of violent conflict, we should bear in mind that the tensions relating to the uglier faces of cooperation do not disappear with time. At the very least, treaties must be structured more equitably, in accordance with the basic water-sharing principles of international water law. They should also include re-visiting clauses, to modify the agreement when changes in politics or climate present the people dependent on the waters with a different set of circumstances. The ongoing water negotiations between Israel and Palestine and the imminent negotiations between Israel and Syria make understanding water cooperation much more than an academic indulgence. We must all push where we can to get it right.

Trip Report: Garmisch, Germany

The snowy peaks of the German Alps are visible well before arriving at this Bavarian skiing haven, located 88 kilometers south of Munich. But this is no typical vacation paradise: Garmisch is home to the joint U.S.-German George C. Marshall European Center for Security Studies, a leading security and defense educational institution, and its College of International and Security Studies (CISS). For the past 15 years, the Center has brought together security officials from militaries, intelligence services, and ministries for dialogue and education. These collaborative programs help security experts develop and maintain crucial personal connections with their counterparts in other countries.MORE
At the Fall 2007 “Program in Advanced Security Studies” course at CISS, representatives from 34 countries met in the classroom during the day, and, perhaps just as importantly, in the local watering holes at night. The 12-week course, filled with traditional topics such as nuclear proliferation, terrorism, and asymmetrical warfare, ended with a curveball this December: The capstone lectures, meant to provoke students to look beyond traditional security concerns, focused on climate change. On December 3, 2007, three of us—Wolfgang Seiler of the Fraunhofer Institute for Atmospheric Environmental Research in Garmisch, Alexander Carius of Adelphi Research in Berlin, and I—did our best to mix things up.
Seiler led off with an energetic and sweeping presentation on the latest climate science, and proceeded to outline the likely social, economic, and agricultural effects of higher temperatures, intensified storms, changing precipitation patterns, and rising sea levels. He urged Europeans to start addressing this fundamental challenge by recognizing the inadequacy of their own climate change mitigation activities, rather than simply pointing fingers at the United States.
Carius unpacked the findings of a major climate and security study by the German Advisory Council on Global Change. He used the case of Central Asia to walk the more than 160 students through climate change’s expected impacts on regional water supply and their larger social, economic, political, and security implications. For the next few decades, melting glaciers will provide Central Asia with adequate water. But as they continue to recede, this water supply—so critical for agriculture and energy in the region—will diminish greatly. Any government—let alone the relatively new countries of Central Asia, which consistently fall in the World Bank’s lowest quartile of governance rankings—would struggle to prepare for and adapt to this impending water scarcity.
In my remarks, I urged security officials around the world to abandon the stereotype that climate change and other environmental issues are the preserve of tree-hugging environmental activists. In fact, climate change poses real threats that security officials have a responsibility to examine. To address concerns that climate science is too uncertain, I cited the parallel drawn by retired U.S. Army General Gordon Sullivan between making battlefield decisions with incomplete information and tackling climate change without precise predictions.
At the same time, I warned against overselling the links between climate change and violent conflict or terrorism. Climate change is likely to exacerbate conditions that can contribute to intra-state conflict—for instance, competition over declining resources such as arable land and fresh water, or declining state capacity or legitimacy—but it is neither a necessary nor a sufficient cause of conflict. Labeling the Darfur genocide a “climate conflict” is both wrong and counterproductive: It lets the regime in Khartoum off the hook and ignores proximate political and economic motivations for fighting. In the case of Darfur, examining climate change’s role in desertification, the long and deep drought, declining soil moisture levels, and declining agricultural productivity provides a fuller understanding of how conflict between Sudanese pastoralists and agriculturalists has reached this extreme.
I also suggested analyzing whether policy responses to climate change—such as the increased use of biofuels—could create new social conflict. The surge in palm oil cultivation in Indonesia, for example, is arguably accelerating deforestation rates and increasing the chances of conflicts between the owners of palm oil plantations and people who depend on forest resources for their livelihoods.
Small-group discussions ranged widely: European border control officials took great interest in potential increases in South-to-North migration flows from Africa and South Asia. Naval officers focused on the implications of an ice-free Northwest Passage in the Arctic, as well as sea-level rise that may swamp harbors and low-lying island bases.
As with all classes—whether constituted of military officers or not—some students couldn’t get enough of the discussion, while others were less inspired. I left with the impression that, like most military audiences, they did not welcome climate change as a new mission for security institutions. They perhaps recognized the need to study the potential impacts of climate change that may influence their traditional security concerns, even as they remained skeptical that climate change is as critical as some policymakers and researchers claim. -
Failed States and Foreign Assistance
August 28, 2007 // By Sean PeoplesA disorganized, inefficient foreign aid structure can wreak havoc on what the current administration refers to as “transformational diplomacy”—the attempt to build and nurture democratically elected governments. In our post-September 11thworld, failed states (also labeled “precarious states” or “weak states”) have garnered increasing attention as targets for transformational diplomacy. For the U.S., ensuring sustainable and well-governed states depends partially on doling out foreign aid as collateral for reliable partnerships. But nations with limited internal capacity and extreme poverty levels teeter on the edge of uncertainty, and inefficient allocation of aid can further destabilize states that are already vulnerable to becoming havens for nefarious activity.MORE
In cooperation with The Fund for Peace, Foreign Policy magazine recently published its Failed State Index 2007, which ranks countries according to their likelihood of political, social and economic failure. Four out of the five poorest-performing countries—Sudan, Somalia, Zimbabwe, and Chad—are located in Africa. This year’s authors included a valuable section highlighting state stability and its connections to environmental sustainability.
Another excellent Failed State Index-related resource is an analysis by Population Action International (PAI), which drew on the Index to demonstrate that the lowest ranked failing states often had young age structures: “51% of countries with a very young age structure are ranked as critical or in danger by the Failed States Index.”
Many critics view integrating and harmonizing the delivery of aid as crucial to bolstering the stability of these vulnerable states. An excellent brief by the Center for Global Development’s Stewart Patrick critiques the U.S. government’s fragmented approach to engaging failed or failing states. Patrick recommends an “integrated approach that goes well beyond impressive military assets to include major investments in critical civilian capabilities.” Without these critical civilian capabilities, democratic institutions and local capacity cannot take root.
Stephen Browne of the International Trade Centre (ITC) in Geneva also addresses aid coordination in “Aid to Fragile States: Do Donors Help or Hinder?,” which examines Burma, Rwanda, and Zambia as case studies. Ratifying the Paris Declaration—a 2005 international agreement promoting the harmonization and alignment of global aid strategies—was an important step, but developed and developing nations still have much to do, according to Browne:There are agreements by a growing number of bilateral agencies to untie their assistance and mingle it more flexibly with that of others. But to be effective, aid needs to move a radical step beyond the adaptation of individual practices by donors to each other. In each instance, there should be complete alignment with the frameworks and management capacities of recipients. However, the principle of country alignment needs to be reaffirmed, especially in the context of recovery and rehabilitation.
U.S. foreign aid is frequently criticized for not being sensitive enough to recipient countries’ specific needs and on-the-ground conditions. Fortunately, the tools and resources to better understand these conditions are available. Judging from our current foreign aid structure, however, we have underutilized these tools and failed to integrate our knowledge and objectives with the realities of these countries. States fail due to numerous cumulative factors, but responsibly allocating foreign aid may help tip the scales toward improving the odds of success for states on the brink of failure.

A Word of Caution on Climate Change and “Refugees”
July 18, 2007 // By Geoffrey D. DabelkoScholars, policy analysts, and even military officers are breaking down climate change’s impacts into what they hope are more manageable topics for examination. The migration that climate change could cause is one such topic. For instance, the Center for American Progress recently posted a piece entitled “Climate Refugees: Global Warming will Spur Migration.” The International Peace Academy analyzed “Climate Change and Conflict: The Migration Link” in a May 2007 Coping With Crisis working paper. Climate change-induced migration also figured prominently in the security perspective offered by the CNA Corporation’s Military Advisory Board in its “National Security and the Threat of Climate Change.”
