Pakistan’s Demographic Challenge Is Not Just Economic
›In a meeting with business leaders in Lahore in late October, Secretary of State Hillary Rodham Clinton pointedly warned of the potential economic impacts of Pakistan’s rapidly growing population: “There has to be…in any plan for your own economic future, a hard look at where you’re going to get the resources to meet these needs. You do have somewhere between 170 and 180 million people. Your population is projected to be about 300 million as the current birth rates, which are among the highest in the world, continue,” she said.
Pakistan is ranked 141 (out of 182 countries) in the Human Development Index. High rates of unemployment are compounded by low levels of education and human capital. Clinton noted that Pakistani women are more vulnerable to poverty; only 40 percent are literate, compared to 68 percent of men.
The Secretary’s emphasis on the need to provide adequate education, jobs, and resources to motivate economic growth and improve well-being is welcome. But demography also has important political consequences. U.S. policymakers and the Pakistani government should consider the impact of population dynamics on the country’s intensifying instability.
As Pakistan’s population grows rapidly, it is maintaining a very young age structure: in 2005, two-thirds of its population was younger than age 30. Research by Population Action International has shown that countries with very young age structures are three times as likely to experience outbreaks of civil conflict than those with a more balanced age distribution.
The members of a “youth bulge” are not inherently dangerous, but when governments are unable to foster employment opportunities or the prospects of stability, a young age structure can serve to exacerbate the risks of conflict, as recently noted by John O. Brennan, assistant to the president for Homeland Security and Counterterrorism, in a speech on “A New Approach to Safeguarding Americans.”
As Secretary Clinton and her colleagues consider the complex barriers to achieving peace and stability for Pakistan’s people, their humanitarian and development strategies should include demographic issues. When couples are able to choose the number and timing of their children, very young age structures like Pakistan’s, can change.
Family planning and reproductive health services are fundamental human rights, but remain out of reach for many in Pakistan, where one-quarter of all married women (and 31 percent of the poorest) have an unmet need for family planning.
Greater access to family planning would lower fertility rates and increase the share of working-age adults in the population. In this transition, countries can harness the “demographic dividend”—a change that could turn Pakistan’s age structure into an economic opportunity.
However, funding from the United States—the world’s largest single donor for international family planning—has declined by one-third over the past 15 years. The foreign assistance funding priorities of the Obama administration should reflect this recognition of the linkages between population, development, and stability.
By addressing the high unmet need for family planning and reproductive health services of women in countries like Pakistan, the United States could help to create a more balanced age structure in future generations—and promote stability at the same time.

Running on Empty: Pakistan’s Water Crisis
›“Water shortages,” warns South Asia scholar Anatol Lieven, “present the greatest future threat to the viability of Pakistan as a state and a society.
This warning may be overstated, but Pakistan’s water situation is deeply troubling, as described in a new report from the Woodrow Wilson Center’s Asia Program, Running on Empty: Pakistan’s Water Crisis.
Water availability has plummeted from about 5,000 m3 per capita in the early 1950s to less than 1,500 m3 per capita today. As Simi Kamal reports in the first chapter of Running on Empty, Pakistan is expected to become “water-scarce” (below 1,000 m3 per capita) by 2035—though some experts project this could happen in 2020, if not earlier.
In an unstable nation like Pakistan, water shortages can easily become security threats. In April 2009, alarm bells sounded when the Taliban pushed southeast of Swat into the Buner district of the Northwest Frontier Province. Not only is Buner close to Islamabad, it lies just 60 kilometers from the prized Tarbela Dam, which provides Pakistan with billions of cubic meters of precious water for irrigation each year.
Soaked, Salty, Dirty, and Dry
According to Kamal, Pakistan faces significant and widespread water challenges:- Inefficient irrigation.
- Abysmal urban sanitation.
- Catastrophic environmental degradation.
- Lack of water laws to define water rights.
- Lack of a sound policy on large dams.
Women and Water in Rural Pakistan
Rural women and small farmers are particularly affected by Pakistan’s water crisis. Women bear the primary responsibility for obtaining water, but have been traditionally been shut out of government water-planning and decision-making processes. However, government and media initiatives, described by Sarah Halvorson in Running on Empty’s chapter on water and gender, are increasingly highlighting the importance of women’s participation.
Meanwhile, Adrien Couton reports that Islamabad’s water projects mainly benefit large and wealthy farmers—even though Pakistan has approximately four million farms smaller than two hectares.
Pakistan’s Thirsty Cities
With most of Pakistan’s water dedicated to agriculture, less than 10 percent is left for drinking water and sanitation. A quarter of Pakistanis lack access to safe drinking water—and many of them reside in the country’s teeming cities.
Worse, the drinking water that does exist is quickly disappearing. Lahore, which relies on groundwater, faces water table declines of up to 65 feet, as described by Anita Chaudhry and Rabia M. Chaudhry in their chapter on the city.
The scarcity of clean water in the cities—exacerbated by a lack of wastewater treatment—is a leading cause of deadly epidemics. At least 30,000 Karachiites (of whom 20,000 are children) perish each year from unsafe water.
Pakistan Must Act Now To Solve the Water Crisis
Pakistan arguably has the technological and financial resources to provide clean water. So what’s the hold-up? In her chapter on public health, Samia Altaf argues that the problem is the absence of a strong political lobby to advocate for water—and that no one holds Islamabad accountable for fixing the problem.
The report offers more recommendations for addressing Pakistan’s water:- Invest in existing infrastructure and in modest, indigenous technology.
- Strike appropriate balances between centralized and decentralized management.
- Devote more attention to water allocation and distribution on local/individual levels.
- Understand the links between agricultural and urban water pressures.
- Embrace the role of the private sector.
- Conserve by favoring water-saving technology; less water-intensive crops; and water-conserving urban building design.
- Address structural obstacles like systemic inequality and gender discrimination.
- Take immediate action. Tremendous population growth and rapidly melting glaciers in the Himalayas ensure that the crisis will deepen before it eases.

Glaciers, Cheetahs, and Nukes, Oh My! EP in the FT
›August 7, 2009 // By Geoffrey D. DabelkoFinancial Times South Asia Bureau Chief James Lamont has written a flood of environment-as-political-dialogue stories this week! (Well, only two, but that constitutes a deluge in the world of environmental peacebuilding.)
On Monday he wrote about India and China’s agreement to work together to monitor Himalayan glacial melt. The potential decline in water availability from seasonal snow and glacier melt is finally seeping into the consciousness of policymakers outside the climate world, including the diplomatic and security communities. Lamont frames the step as a rare instance of cooperation in a strategically sensitive area at the center of a 1962 territorial war between the countries.
While it would be easy to make too much of such an agreement, it is a tangible recognition of the importance of the ecological unit rather than the national one. It highlights how environmental interdependence across national boundaries can force cooperation in the face of politically difficult relations.
On Wednesday Lamont used cheetah diplomacy between India and Iran as an entry point for his story on international attempts to address Iran’s nuclear proliferation threat. India is asking Iran to help reintroduce cheetahs on the subcontinent, where they are now extinct. In what Lamont said would be an “unusual” example of “high-profile cooperation” for the two countries, diplomats are arranging for talks ahead of a regional wildlife conference. This baby step in relations could be even more significant since the United States publicly acknowledged that India may be able to play an interlocutor role with Iran on the hot button nuclear program question.
While both of these developments are relatively small in the scheme of the larger strategic relationships, they are fundamentally aimed at (re)building relationships between countries by establishing patterns of cooperation where interdependence is obvious and necessary. Such efforts are just one tool in the often-neglected toolbox of environmental peacebuilding.

Summer in the City: Water Supplies Fall and Tempers Flare in South Asia
›July 22, 2009 // By Elizabeth HippleThree people died in the city of Bhopal, in north-central India, in a battle between neighbors for scarce water, The Guardian reported this past week.Fights regularly broke out when the water tankers that serve 100,000 of the city’s residents make their deliveries.
The monsoon this year produced less rain than usual, exacerbating a drought. In addition, the number of people in Bhopal’s slums is growing. “The population has increased, but the water supply is the same,” a local committee chairman told The Guardian.
The northern parts of India were hardest hit, but much of India experienced similar conditions, including the city of Mumbai. Officials there cut water supplies for the city by 30 percent when the levels of the five lakes that serve as Mumbai’s primary sources of water dropped dangerously low.
But while heavy rains in the last few days mostly restored supplies, they also shut down the waterlogged city, reviving fears of 2005’s deadly floods. According to a new book and exhibit by University of Pennsylvania architects, the sprawling city has paved over the mangrove wetlands that protect it from flooding.
Pollution, climate change, population growth, urbanization, and industrialization in the world’s developing countries continue to increase demand for its finite water supplies. Today, 700 million people live in countries experiencing water scarcity or stress; by 2035, that figure is expected to have reached 3 billion people, or almost half of the world’s population. Asia, with 60% of the world’s population but only 36% of the world’s freshwater, will be particularly hard hit.
The problems vary across South Asia. The rivers around Dhaka, Bangladesh, are so polluted from industrial dumping that specialists are saying the situation is beyond repair. Lack of access to clean water and knowledge about hygienic sanitation practices leads to thousands of preventable deaths from diarrhea every year in Nepal. In Karachi, Pakistan, stealing public water out of pipes and tankers is a $500 million industry, “a mark of the state’s decreasing capacity to provide for its own,” reports Bill Wheeler in a special report in GOOD magazine.
The Indus Waters Treaty of 1960 between India and Pakistan has long been hailed as an example of the cooperation that can result from the necessity of sharing such an essential resource across borders. But with climate change causing the Himalayan glaciers that feed the Indus River to melt at a faster pace, some experts warn that balancing the water needs of both countries across their contested border could be a trigger point for conflict—particularly for two nations that cannot provide many of their citizens with access to safe drinking water under normal circumstances.
South Asian governments will be called upon more and more to balance the water of needs between different users at the local level and work with other governments to share and conserve water at the international level. But as Ashok Jaitly of New Delhi’s Energy and Resources Institute told Wheeler, both India and Pakistan share a “mentality that obscures the need to manage demand with conservation, water tariffs, and an end to destructive but politically popular practices in both countries.”
Despite the recognition of water as a growing security issue by the international community, it is difficult to improve what is a symptom of deeper-set problems. But they must try, if only for their own security. As Pakistan President Asif Ali Zardari warned in a Washington Post op-ed, “The water crisis in Pakistan is directly linked to relations with India. Resolution could prevent an environmental catastrophe in South Asia, but failure to do so could fuel the fires of discontent that lead to extremism and terrorism.”
