The Global Land Rush: Catalyst for Resource-Driven Conflict?

On May 11, the UN approved new international rules to govern how land is acquired abroad. These Voluntary Guidelines (VGs), the outcome of several years of protracted negotiations, are a response to growing global concern that nations and private investors are seizing large swaths of overseas agricultural land owned or used by small farmers and local communities for food, medicinal, or livelihood purposes. FAO head Jose Graziano da Silva describes the VGs as “a starting point that will help improve the often dire situation of the hungry and poor.”
It’s hard to quibble with the intent of the guidelines. They call for, among other things, protecting the land rights of local communities; promoting gender equality in land title acquisition; and offering legal assistance during land disputes.
Unfortunately, however, any utility deriving from the VGs will be strictly normative. As their name states explicitly, they are purely optional. A toothless set of non-obligatory rules will prove no match for a strategy that is striking both for its scale and for the tremendous power of its executioners.
Oxfam estimates that nearly 230 million hectares of land (an area equivalent to the size of Western Europe) have been sold or leased since 2001 (with most of these transactions occurring since 2008). According to GRAIN, a global land rights NGO, more than two million hectares were subjected to transactions during the first four months of 2012 alone. One of the largest proposed deals – an attempt by South Korea’s Daewoo corporation to acquire 1.3 million hectares of farmland in Madagascar – failed back in 2009. Still, even larger investments are being planned today, including a Brazilian effort to acquire a whopping six million hectares of land in Mozambique to produce corn and soy (Mozambique offered a concession last year).

Chaotic Climate Change and Adaptation in Fragile States
›In “Chaotic Climate Change and Security,” published in the June issue of International Political Sociology, Maximilian Mayer traces the transformation of climate change from a long-term problem to something that has taken on a new urgency in recent years. Understanding the non-linear nature of climate change – the “abrupt changes” that can come as environmental thresholds are crossed – has led to the securitization of the environment, writes Mayer. Unfortunately, the “doomsday rhetoric of scientists and campaigners about ‘tipping points’ has apparently failed to spur governments toward negotiating a meaningful agreement.” Climate change skepticism still exists, he points out, and even those who are convinced of the potential negative impacts of environmental change on state security have failed to reverse detrimental actions, choosing instead to focus on ameliorating the effects of change on their individual states. As a replacement for these failed frameworks, Mayer suggests that actor-network theory should be used as it better accounts for the interconnected nature of climate change.
Katherine Houghton discusses the relationship between climate change and resilience in her article “Climate Change in Fragile States: Adaptation as Reinforcement of the Fabric of the State,” published in a collection of articles written by members of the United Nations University Summer Academy. Houghton writes that in fragile states, environmental issues can be “compounded by armed conflict and institutional failure,” which further destabilizes the country. She mentions cases in which the state lacks the authority to properly assist its citizens following natural disasters, like the flooding of the Indus Valley in Pakistan’s Federally Administered Tribal Areas. In these cases, failure of the government to meet citizens’ needs “fuels instability and fragility rather than fosters resilience.” Any action to reduce the effects of climate change on residents of vulnerable areas must thus begin with the state, she writes. “Without effective action to strengthen the state and thereby enable adaptation, climate-induced adverse effects and extreme events may lead to the further destabilization of already fragile states.” -

Afghanistan’s Demography: A Bit Less Exceptional

This is a story from Afghanistan which is not about fighting, bombs, or the Taliban. It even contains a modicum of good news. It is about demography.
Afghanistan has long been seen as a demographic outlier. In 2005-10, according to the United Nations Population Division, its fertility rate was 6.6 – the second-highest in the world after Niger (the fertility rate is the number of children a woman can expect to have during her lifetime). The contrast with the rest of South Asia is extreme: fertility ranged from four (in Pakistan) to below three (in Bangladesh, India, and Sri Lanka). Afghanistan’s sky-high fertility seems consistent with a view of the country as trapped in an exceptional and dysfunctional mode of development, marked by war, religious extremism, tribal honor codes, and the subjugation of women.
But this fertility rate was always a bit of a guess. The last census was taken in 1979, the year of the Soviet invasion. A whole generation has grown up since then, amid pervasive violence and uncertainty. It has been extremely hard to know how fertility has been changing.
Hence the significance of the Afghanistan Mortality Survey. Based on interviews with 48,000 women and girls aged 12 to 49, it is the nearest thing the country has had to a national census for 30 years (there were smaller surveys in 2003 and 2007-08, but their coverage was not national).

“Afghanistan, Against the Odds: A Demographic Surprise” Launches ECSP Report 14
›A few months ago, Elizabeth Leahy Madsen broke down Afghanistan’s first-ever nationally representative survey of demographic and health issues in a two-part series here on the blog. Now, we’ve published her analysis in a rich new policy brief format. It is the first issue of Environmental Change and Security Program Report 14, the latest volume of ECSP’s flagship publication.
In “Afghanistan, Against the Odds,” Madsen examines the surprising results of this fall’s demographic survey and how the country’s statistics compare to neighboring Pakistan.
“Just as Afghanistan and Pakistan’s political circumstances have become more entwined,” writes Madsen, “their demographic paths are more closely parallel than we might have expected. For Afghanistan, given its myriad socioeconomic, political, cultural, and geographic challenges, this is good news. But for Pakistan, where efforts to meet family planning needs have fallen short of capacity, it is not.”
The publication of this brief marks the re-launch of ECSP Report as an online-only volume, with individual issues scheduled to be released throughout the year. Forthcoming ECSP Report 14 briefs will address the demographic roots of the Arab Spring; the links between population dynamics and environmental resources like water, biodiversity, and food; and the potential impact of climate change mitigation efforts on conflict.

Pakistan’s Climate Change Challenge
›May 11, 2012 // By Wilson Center StaffLast month, an avalanche on the Siachen glacier in Kashmir killed 124 Pakistani soldiers and 11 civilians. The tragedy has intensified debate about the logic of stationing Pakistani and Indian troops on such inhospitable terrain. And it has also brought attention to Pakistan’s environmental insecurity.
Siachen is rife with glacial melt; one study concludes the icy peak has retreated nearly two kilometers in less than 20 years. It has also been described as “the world’s highest waste dump.” Much of this waste-generated from soldiers’ food, fuel, and equipment-eventually finds its way to the Indus River Basin, Pakistan’s chief water source.
Siachen, in fact, serves as a microcosm of Pakistan’s environmental troubles. The nation experiences record-breaking temperatures, torrential rains (nearly 60 percent of Pakistan’s annual rainfall comes from monsoons), drought, and glacial melt (Pakistan’s United Nations representative, Hussain Haroon, contends that glacial recession on Pakistani mountains has increased by 23 percent over the past decade). Experts estimate that about a quarter of Pakistan’s land area and half of its population are vulnerable to climate change-related disasters, and several weeks ago Sindh’s environment minister said that millions of people across the province face “acute environmental threats.”

Nabeela Ali on How PAIMAN Is Improving Maternal Health in Pakistan
›“Maternal mortality is a very complex thing – it’s not just patient-doctor relationships, it has so much to do with behaviors, with communities, with the household, with family members,” said Nabeela Ali, chief of party for the Pakistan Initiative for Mothers and Newborns (PAIMAN), which received USAID maternal and child health funding from 2004 to 2010.
Pakistan is the world’s sixth most populous country, yet has long held one of the world’s highest maternal mortality rates. Ali spoke at the Wilson Center last fall about strategies to better engage faith-based organizations on maternal and child health issues. In this interview with ECSP, she stressed that despite Pakistan’s very religious society, these interventions are possible with the right messaging.
PAIMAN aims to reach vulnerable and isolated groups, including poor, rural, or conservative women. “The areas where no one can reach [are] where we targeted,” Ali said.
In these areas, ulama – influential religious leaders and scholars – are highly trusted. “It was not a one-size-fits-all strategy,” Ali emphasized. “Religious leaders are not technical people, but they are experts in their own field. You have to approach them with trust and respect.”
“The first step is establishing rapport with them; then they listen to you,” said Ali. This is best done through another alim, not a technical person. Those ulama that were approachable proved to be valuable allies in the promotion of maternal health. PAIMAN has reached over 35 million people in Pakistan over its now eight-year run.
Projects like PAIMAN are necessary in areas of the world where religious leaders are the most respected community authorities. In Pakistan, Ali believes that now that this strategy has been demonstrated to be viable, the government should help bring it to scale. An NGO-funded project ends, but a government-funded program has much more continuity, which in turn helps build trust with local leaders, she said.

After the Disaster: Rebuilding Communities
›Recent history has shown that no country, developed or developing, is immune to the effects of a natural disaster. The catastrophic tsunami that struck Indonesia in 2004, the earthquake and subsequent tsunami that struck Japan in 2011, the 2010 earthquake in Haiti, and Hurricane Katrina in the United States in 2005, are all reminders of the deep and long-lasting impacts that disasters can have from the local neighborhood all the way up to the national level. Each of these disasters also garnered international attention and response, showing that globalization is a game-changer in the worldwide response to community or regional-level crises.
And yet, as evidenced by the continued challenges faced by each of the places above, the disaster response community still struggles with how to contribute most effectively to local level recovery. Recognizing this, the Wilson Center’s Comparative Urban Studies Project and Environmental Change and Security Program, and the Fetzer Institute recently brought together an international group of practitioners, policymakers, community leaders, and scholars to identify best practices and policy in disaster response that are based on community engagement. A subsequent publication, After the Disaster: Rebuilding Communities, highlights the complex nature of disaster response and explores ways to overcome the inherent tension between those responding to disasters and the local community.
Voice, Space, Safety, and Time
A key theme that emerged during the workshop was the importance of identifying the strengths of the post-disaster community and building responses based on those. So how can one identify the strengths of a community? In a previous Wilson Center/Fetzer Institute workshop on community resilience, participants emphasized the importance of civil society voice; the creation of space, both physical and political; and the assurance of safety and time.
Not surprisingly, all of these aspects of resilience emerged in the post-disaster response discussion as avenues to access the strengths of a community. Finding and listening to the voices of the community, identifying the physical spaces or “centers of gravity” around which the community operates (often spiritual and cultural activities, or gatherings that bring women together), and providing safe and sustained support for healing, are necessary steps to engage with and meet the needs of communities.
Having a voice means that people “feel that they have some way to participate meaningfully in decisions that are being made about their lives…[that] they have access, points of influence, and conversation,” explained John Paul Lederach, professor of international peacebuilding at the University of Notre Dame.
Key to listening to the voices of the local community is acknowledging them as first responders. “An involvement and control of the relief and rehabilitation process empowers communities,” wrote Arif Hasan, founder and chairperson of the Urban Resource Centre in Karachi, Pakistan. “It improves their relationship with each other, makes it more equitable with state organizations, and highlights aspects of injustice and deprivation that have been invisible.”
Technology is playing a growing role in giving local communities voice and helping relief workers to identify those centers of gravity. “Whether in conflict or even post-conflict reconstruction, technology gives us a possibility of having a collective history but also collective memory,” noted Philip Thigo, a program associate at Social Development Network in Nairobi. “I spoke in a conference where communities were able to map what was important for them and bring it to the public domain: This is who we are and what we are saying, therefore you, the government, have to interact with us within this space. In that sense technology begins to enable communities to say we exist.”
Connecting to Community Points of Power
At the same time, new technology isn’t paramount to connecting with a community, and just having the technology is not sufficient. Leonard Doyle, country spokesperson for the International Organization for Migration (IOM), shared the story of a simple but effective effort to encourage a national conversation in Haiti by enabling “a flow of information between affected communities, humanitarian actors, and local service providers.”
IOM set up more than 140 information booths, complete with suggestion boxes, among the 1,300 camps where more than 1.5 million homeless people were housed after the 2010 earthquake. There was some doubt that the suggestion boxes would attract letters in a country with just a 50 percent literacy rate, but it didn’t take long for the letterboxes to fill up. In just three days, 900 letters were dropped into a booth in one of the poorest communities, Cité Soleil.
“Amid the flotsam of emails and text messages that dominate modern life,” wrote Doyle, “these poignant letters had an authenticity that is hard to ignore….Urgent cases received a quick response; others became part of a ‘crowd-voicing’ effort to listen to those who had been displaced by the earthquake.”
In the end, “the problem is when we NGOs [or other outside bodies] try to create new systems,” observed Thigo. “We do not look at what exists in the community as knowledge. We do not see how to plug our formal thinking into a structure that we may not understand but that we could perhaps simply try to enhance, to provide better services. We think power doesn’t exist in those communities. But there’s a structure of power. It could be leadership that is not necessarily within the formal context that we understand. The fundamental point is: How can we, even during disasters, connect to these points of power?”

Peacemakers or Exclusion Zones? Saleem Ali on Transboundary Peace Parks
›“Traditionally, natural resources have been thought of as a source of conflict…but what we’ve been trying to do is look at the other side of the story, which is that natural resources, in terms of their quality, can create that impulse for conservation and cooperation,” said Saleem Ali, professor of environmental studies and director of the Institute for Environmental Diplomacy and Security at the University of Vermont, while speaking at the Wilson Center.
This narrative around peace parks or transboundary conservation areas that are used for peacebuilding is a relatively recent field of research, said Ali. “It’s one thing to have a protected area on a border and have cooperation between friendly parties – like the U.S. and Canada,” he said, “and it’s a totally different thing to explore this in areas where there’s a history of protracted violent conflict.”
Yet, Ali said, we have “a good institutional framework for understanding what kind of parks could potentially be developed.” Cooperation between Ecuador and Peru in the Cordillera del Condor protected area, for example, is an incidence where transboundary conservation was actually written into the peace process between two warring states. Recent tragedies on the Siachen glaciers highlight another case where calls have been made to use peace parks as a way to demilitarize a contentious border over which India and Pakistan have long argued.
Questions remain though about the capacity of conservation processes to sustain peace, and “whether micro-conflicts that might arise through any conservation being practiced can be managed effectively.” Peace parks established in South Africa after apartheid, for example, produced “micro-conflicts between the haves and the have-nots – the classic conflict between conservation as an exclusionary arena versus a more inclusionary vision.”
“A lot of those organizations have learned from those past mistakes and we’re moving in the right direction,” Ali said, “but that’s still an area that requires far more research, and also more applied work, to find the right mix of conservation and economic development.”
