Probing Population Growth Near Protected Areas
›Justin Brashares and George Wittemyer’s recent article in Science, “Accelerated Human Population Growth at Protected Area Edges,” presents data showing that average population growth at the edges of protected areas in Africa and Latin America is nearly double average rural population growth in the same countries. The authors argue that this phenomenon is due to migration, as people from surrounding areas are drawn to the health-care and livelihoods programs made available to people expelled from the parks.
It’s not news that high population growth rates have implications for conservation, both in terms of land-cover change and biodiversity loss. Yet at last month’s World Conservation Congress, I heard scarcely a mention of population growth or other demographic factors. So I appreciate that the authors are urging us to look at this aspect of conservation. In addition, by studying a large number of countries and protected areas, their work helps move our thinking beyond the inherent limitations of case studies focused on a single protected area.
I feel obligated to take issue with a few of the authors’ assumptions, methods, and conclusions, however. For instance, the authors compare growth rates for individual protected areas with national rural rates, and find the former are significantly higher in the vast majority of cases. I wonder why they don’t make the comparisons with the rural population growth rates for the region in which the protected area is located, since that seems as if it would make for an even more compelling argument.
My second issue is a note of caution regarding gridded population data. The creation of a gridded population layer depends both on the size of the population data units and the way in which the population is distributed. Given the inherent inaccuracies in this process at detailed levels of analysis, how can we be sure that the populations for the 10 km “buffer areas” surrounding the protected areas are accurate? Is there any way to validate these data, and how would errors impact the authors’ analysis? This issue is particularly important because rural areas tend to have large administrative units and sparse populations.
My third issue is with the authors’ examination of infant mortality rates as a proxy for poverty. The authors analyzed poverty in an attempt to determine whether poverty-driven population growth was informing their result; they concluded it was not. Measures of infant mortality are notoriously poor at the local level, and the authors need to go further in assessing what portion of growth is due to migration and what portion due to natural increase. While such an analysis would take time, it is necessary, given higher fertility in remote rural areas.
Despite my reservations about how the authors came to their conclusion, I tend to agree that migration is driving higher population growth in areas of high biodiversity and around protected areas. The reasons for migration, however, are diverse, and my fourth issue is that I don’t think the authors provide adequate evidence to demonstrate that conservation investments are driving migration to these areas. My three main reasons for taking issue with this finding:- The number of protected areas in the world has grown rapidly over the last 40 years, and they are generally located in sparsely populated areas. During this same period, the populations of most African and Latin American countries have doubled at least once. Thus, people have migrated to new frontiers—often near protected areas—seeking available agricultural land.
- Extractive industries—including timber, mining, oil and gas, and industrial agriculture—often provide lucrative jobs near protected areas. These jobs offer migrants far greater economic benefits than the meager amounts spent on conservation. Tourism is likely the only industry than can compete with these industries in attracting migrants, and only in areas with high numbers of visitors.
- The correlations the authors found between population growth and Global Environment Facility spending and population growth and protected area staff could, as the authors note, simply mean that conservationists are wisely spending their limited dollars on the protected areas facing the greatest threats.

Biofuels: Catalyzing Development or Excluding the Poor?
›August 25, 2008 // By Wilson Center StaffThe International Institute for Environment and Development (IIED) and the UN Food and Agriculture Organization (FAO) recently issued Fuelling exclusion? The biofuels boom and poor people’s access to land, a report that examines how the biofuels boom is likely to affect access to land. “Policy and market incentives to turn land over to biofuels production will tend to raise land values. While in some cases this could give new opportunities to poor farmers, it could also provide grounds for displacement of poorer people from land,” explain the authors. They conclude that “biofuels are not necessarily bad news for small-scale farmers and land users” but that this depends on the “security of land tenure.”
The Brazilian experience with biofuels and land tenure deserves further attention. Traditionally, land tenure has been fairly insecure in Brazil, as it is difficult for the federal government to exert its authority over the nation’s periphery.
The authors cite evidence that large-scale Brazilian soybean and sugarcane outfits have concentrated their land holdings at the expense of small-scale farmers. These findings are consistent with Brazil’s long-term trend of acreage concentration, which has diminished the participation of small-scale farmers in the country’s agro-industry. Since smaller family farms tend to employ more workers than more-efficient large-scale producers, acreage concentration may increase inequality in Brazil and further strain the provision of public goods and services in urban areas, where displaced farmers tend to migrate. Given the recent surge in biofuel production, this trend is likely to continue.
Although the report itself is fairly neutral, some of the specific claims the authors make regarding biofuels, land concentration, and violence in Brazil are undermined by weak supporting evidence. The report’s section on violence and land concentration in Brazil cites Van Gelder and Dros’ (2006) description of a 2004 labor inspection raid that “freed an unknown number of slaves” who worked in soy fields. Yet Van Gelder and Dros lack a citation for this event and provide no information regarding whether or not these soy fields were being used to produce biodiesel. We also don’t know whether this soy farm was on newly acquired land (i.e., we don’t know if it relates to the expansion of biofuel production). Slave labor exists in Brazil and is a serious problem, but it is not identical to the violent land conflicts generated by the expansion of biofuel production—the subject of this report.
Moreover, the authors of Fuelling exclusion? cite another source regarding land concentration and violence—Noronha et al. (2006)—that seems a bit questionable. A rural exodus from certain parts of Brazil is well-documented, but Noronha et al. try to argue that biofuel expansion has driven this migration, relying on macrodata showing increasing urbanization and decreasing rural populations. There is certainly some overlap between increases in biofuel production and this internal migration, but these data are not sufficient to substantiate a causal relationship. Even more troubling is that Noronha et al. maintain that over a 12-year period, there were 16 assassinations linked to the biofuels industry, citing an op-ed written by a union leader as their source. Yet the op-ed only cites the occurrence of 13 deaths—and not by assassination, but from illnesses possibly related to working in the fields. It’s not that there haven’t been deaths associated with the biofuels industry, it’s just that the sources cited by the authors of Fuelling exclusion? don’t prove as much.
There are real concerns about the social consequences of increased ethanol production in Brazil, particularly for the workers who harvest sugarcane by hand. Nevertheless, ethanol production has given Brazil a unique degree of energy independence and economic vitality. To the extent that this vitality is responsible for Brazil’s ability to (thus far) weather the latest international economic storm, it is possible to argue that it is at least indirectly responsible for the nation’s economic stability and the recent rise of the middle class. Yet until the government uses this stability to provide better land security for its rural population, the benefits of biofuels are likely to continue to accrue mainly to Brazil’s middle and upper classes.

For Curitiba’s Legendary City Planners, a Rhapsody in Green
›July 2, 2008 // By Bronwen DeSena“Lessons in Governance From Urban Brazil,” a recent event co-sponsored by the Wilson Center’s Brazil Institute and Comparative Urban Studies Project, highlighted how Curitiba, the capital city of the southern state of Parana, has used urban planning to strengthen environmental security.
Following a rapid wave of industrialization in the 1960s, small Brazilian cities were overwhelmed by urban growth. In anticipation of growth’s negative outcomes, the city of Curitiba established the Urban Planning Institute of Curitiba (IPPUC), led by urban visionary Jamie Lerner. Concerned about degradation due to urban sprawl, Lerner created an affordable, extensive, efficient bus system—and completely altered existing road infrastructure to allow for it. Its success is unprecedented. While Curitiba has one of the highest rates of personal car ownership in Brazil, more than 70 percent of the population uses the bus to commute to work, translating into less traffic congestion and lower levels of air pollution.
Due to its flat terrain, Curitiba suffers from poor drainage and dangerous flooding. Lerner and his team established numerous urban parks to absorb floodwater and stem the damage it inflicts upon poorer city residents, who often live in more vulnerable parts of the city. Since 1965, Curitiba has broken ground on 26 separate parks.
Curitiba was also the first city in Brazil to establish mandatory recycling. Profits generated through resale of recovered material are funneled into social programs; the city often employs its homeless to help with the separation of recyclables. In one of the strongest examples of how helping people and their environment can be mutually beneficial, Curitiba encourages its favela residents to collect garbage from their neighborhoods and exchange it at designated centers for food and bus passes.
Responding to whether or not Curitiba’s plan was replicable, speaker Ivani Vassoler insisted that imitating the details of the plan was not the point—urban planners must emulate the overall approach. For determined leaders committed to what Vassoler termed a “dynamic blueprint,” the sky is the limit.

Brazilian Environment Minister Marina Silva’s Resignation
›On May 13, 2008, renowned environmental defender Marina Silva, Brazil’s environment minister, resigned from her post after losing yet another political battle for control of environmental policies within the federal government. The “last straw” was President Luiz Inácio da Silva’s decision to place Minister of Strategic Affairs Roberto Mangabeira Unger, a Harvard law professor with limited experience with Amazon affairs, in charge of the highly publicized Sustainable Amazon Plan (PAS), withdrawing it from the auspices of the Ministry of Environment. Silva’s decision has had major negative repercussions and has exposed the shortcomings of Brazil’s Amazon policy.
The daughter of poor rubber tappers who became a successful politician and a champion of the Amazon, Silva was one of the most recognized and admired members of President Lula’s government. While a member of the Revolutionary Communist Party in the 1980s, she led the Association of Rubber Tree Tappers with Chico Mendes, a pioneer of the Brazilian environmental movement who was murdered in 1988. That same year, Silva was elected to the state legislature of Acre. In 1994, she was elected to the Senate on the Worker’s Party (PT) platform, and was re-elected in 2002. During her eight years in Congress (1995-2002), Silva became a well-respected expert on sustainable development and national environmental protection issues.
Yet during her tenure as Minister of Environment, Silva lost many important battles and was rapidly becoming a merely symbolic figure. Particularly contentious was the alleged obstructionism of Brazilian Institute for Environment and Renewable Resources (IBAMA) technicians, who refused to issue environmental permits for large development projects—especially hydro-electric projects—in the Amazon region. In response, President Lula reduced Silva’s power by splitting IBAMA into two agencies and separating environmental protection from the issuance of environmental licenses. IBAMA personnel reacted with a strike.
Silva’s resignation has already had significant domestic and international ramifications. All second- and third-echelon employees in the Ministry of Environment and IBAMA resigned in solidarity with her. Jose Maria Cardoso da Silva, vice president of Conservation International-South America, called Silva’s departure a “disaster”; Anthony Hall, a development and environment specialist at the London School of Economics, noted that “her resignation will be interpreted as a weakening in the government’s concern with the environment and forest conservation.”
The day after Silva’s resignation, President Lula confirmed that she would be replaced by Carlos Minc, a well-known environmental activist and university professor who was one of the founders of Brazil’s Green Party. Minc previously served as Rio de Janeiro’s state secretary for the environment. His appointment has apparently been well-received: Agência Brasil reports that Silva is “satisfied” with her replacement.
It remains to be seen how Minc will use his new position. His love of the limelight—he follows his own dress code, which does not include a necktie, and has described himself as a “performer”—has cost him politically in his first days on his new job, as President Lula rejected public demands he made to strengthen the Ministry of Environment’s authority. Minc’s first actions as Minister of Environment suggest that he will be a vocal figure. He warned “polluters” that they should fear his ministry’s oversight. He also instigated a public fight with the governor of the state of Mato Grosso, Blairo Maggi, an influential soybean farmer, declaring—a bit sarcastically—that most of the recent increase deforestation in the Amazon has taken place in Mato Grosso. On the issue at hand, however—the issuance of environmental licenses for major development projects in the Amazon—the new minister promised to move faster and more efficiently than his predecessor.
Despite Minc’s aggressive rhetoric, questions about his effectiveness remain. They will be answered by the substance, rather than the style, of his tenure as minister. Back in the Senate, serving the remainder of her term as a representative for Acre until the end of 2010, Silva will continue to be an important voice in the ongoing debate in Brazil over how to reconcile the country’s dual objectives of promoting economic development and protecting the Amazon.

Palm Oil Fuels Tensions in Colombia
›May 20, 2008 // By Liat RacinGrowing demand for palm oil is contributing to civil strife in Colombia, argue the authors of “Fuelling Fear: The human cost of biofuels in Colombia,” a report published by U.K. NGO War on Want (video here). Global demand for the crop has doubled in the last decade, largely due to the increasing use of biofuels, and Colombian President Alvaro Uribe has made increasing biofuel production one of his administration’s priorities. The United Kingdom is one of the largest consumers of Colombian palm oil, which is also a common ingredient in baked goods and cosmetics. “[I]t is now time to question the role played by the UK government and other investors in propagating further violence and bloodshed against the Afro-Colombian communities,” insists Sue Branford, chair of War on Want, in the preface of the report.
“There is an emerging pattern of displacement and human rights violations against Afro-Colombian communities connected to palm oil cultivation,” states the report. The U.K. is accused of turning a blind eye to the land grabs, forced evictions, and other disturbing impacts palm oil cultivation has had on these communities. War on Want estimates that as much as 70 percent of the population of a mountain range in Nariño, located in the southwest corner of the country, has been forcefully evicted from their lands by paramilitaries since October 2007.

Indigenous Ingenuity Frequently Overlooked in Climate Change Discussions
›April 11, 2008 // By Sonia SchmanskiIndigenous groups from 11 countries met in Manaus, Brazil, last week to develop a plan by which developing countries would be compensated for preserving designated forested areas. The plan, officially known as REDD (Reducing Emissions from Deforestation and Forest Degradation), could be an important step in distributing both the costs and benefits of tropical forest preservation. It could be a significant boon to indigenous peoples, especially in the Amazon, where native groups have permanent rights to 21 percent of the territory—some 49 million acres. An international carbon-trading plan has been on the table since last year’s climate conference in Bali, and this recent meeting demonstrates indigenous peoples’ commitment to keeping their collective knowledge, voice, and needs on the table.
The vast experience of indigenous people in adapting to changing climates “will not be sufficient—they also need better access to other information and tools,” says Gonzalo Oviedo, a contributing author for the IUCN report Indigenous and Traditional Peoples and Climate. Indigenous groups are often most vulnerable to climate change’s impacts, but their expertise in adapting to climate change has long been overlooked by policymakers. These oversights could prove disastrous, the report warns, as the adverse effects of climate change may overwhelm their capacity to adapt, especially given the marginalization of many indigenous communities. The report describes an “urgent need to help indigenous peoples living in tropical forests to prepare for different climate change scenarios.”
Indigenous groups have already seen the effects of climate change. The frequency of forest fires has increased in Borneo, the Congo basin, and vast tracts of the Southern Amazon basin, while indigenous communities in the Arctic have been affected by changes in the “migration patterns, health, and range of animals” on which they depend for their livelihoods. The IUCN report cautions that while plans like REDD are steps in the right direction, they may benefit corporations and large landowners as much as or more than indigenous peoples.
To address the heavy burdens that climate change will place on indigenous communities, the report makes a number of recommendations, including:
• Actively involving indigenous communities in formulating policies to protect their rights and entitlements;
• Supporting further research of the impacts of climate change on vulnerable cultures;
• Promoting collaboration between indigenous peoples and scientists; and
• Raising awareness of traditional adaptation and mitigation strategies.
