Taking On Domestic Violence in Post-Conflict Liberia
›Liberia is a case study in post-conflict violence against women, said panelists at the Wilson Center on July 24. “Confined merely to performing household chores and childrearing duties, from early childhood, women and girls have been socialized into subservience and powerlessness and acceptance of domestic abuse as a norm,” Annette Kiawu, deputy minister for research and technical services at the Liberian Ministry of Gender and Development, told the audience. Kiawu was joined by Pamela Shifman of the Novo Foundation and Esther Karnley and Elisabeth Roesch of the International Rescue Committee (IRC). They discussed the prevalence of domestic violence in Liberia after the 14-year civil war, which ended in 2003.
Violence Stemming from Changing Norms
Kiawu pointed to women’s changing roles in Liberia as a source of household tension. She noted that women are increasingly “demanding a greater role in household decision making,” which some men see as “encroachment on their sphere of influence.”
“According to the LDHS [Liberia Demographic and Health Survey], the persistence of domestic violence is directly linked to the increased status of women on the one hand and men’s [perception] of loss of power and authority on the other,” she said. Some men’s urge to assert dominance is exacerbated by higher levels of alcohol abuse and a tendency towards violence learned during the civil war.
There has been legislation against gender-based violence – including the Rape Amendment Act, also known as the “revised rape law,” the Revised Gender-Based Violence Action Plan, and the African Union Protocol – as well as action plans and community-based groups meant to decrease the rate of domestic violence, like the Gender-Based Violence Network, an initiative designed to increase community ownership of domestic violence issues and improve response at the grassroots level. But despite these advances, Kiawu stressed that there still is a long way to go, saying that increased funding and coordination between domestic and international agencies and the Liberian government is necessary to have a real impact on the lives of the “countless women” whose lives are threatened by domestic violence.
Making Reality Match Rhetoric
Pamela Shifman agreed that domestic violence prevention programs need more funding. “So often in conflict-affected settings we hear that we need to address other issues first…that domestic violence is a back-burner issue,” she said. Domestic violence is often perceived to be “not that serious” when compared to other issues in conflict-prone and post-conflict countries.
But Shifman argued that divorcing domestic violence from other types of violence is problematic. “Violence in the home normalizes violence in the street, normalizes violence in the community, and normalizes violence by the state,” she said.
NoVo is one of the few private organizations which prioritizes domestic violence and gender equity, Shifman said, but she asserted that all humanitarian organizations should devote time and money to these issues, saying that “if we ignore domestic violence, all of the other investments we make to improve the quality of life for communities will suffer.”
Empowering women can have significant results for the whole community. Shifman remarked that “investing in women is smart economics,” citing studies which suggest directing funds towards women “pays off at huge levels” for women’s families and communities. But when women experience violence, “their potential is thwarted,” she said. “They suffer, their families suffer, their community suffers, the entire nation suffers.”
Programs targeting domestic violence need greater awareness, more long-term commitment, and more funding, she said. “We don’t expect that violence is going to end overnight – no deep-seated social problem will be solved that quickly,” she said. “In order to make a dent in improving the lives of girls and women and ending violence against girls and women, we need more direct funding” from private and public sources.
“To put it bluntly, I think the reality needs to match the rhetoric,” Shifman concluded.
Perspectives from the Field: Social Isolation
Esther Karnley described the results of interviews conducted with Liberian women, both survivors of domestic violence and fellow community members. She found that a key reason women stay in abusive relationships is financial dependence. “Most of them said, ‘it’s because we depend on the men for everything… we don’t have any money, we are not empowered financially, we depend on the men for everything. Because of that, we remain in that relationship and we get killed.’”
She added that social isolation means that many women lack the resources to leave a relationship. “We are isolated socially, we don’t have access to services, we are all by ourselves,” they told her. Without support from friends, relatives, or organizations, it can be difficult to find the means to relocate.
Part of the problem in Liberia is the prevalence of informal education, especially Sande bush schools – schools run by a traditional women’s society designed to prepare girls for marriage, teaching them traditional housekeeping methods and culminating in female circumcision. Girls leave home to attend these traditional schools for several months, which severely curtails their access to formal education. Kiawu reported that “over 60 percent of girls attending Sande school drop out of regular school.” This means that “successive generations of young children, especially young girls, are expected to forgo formal education in favor of attending the Sande school.”
In addition to formal education, Karnley said financial empowerment and legislation holding perpetrators of domestic violence accountable for their actions would enable more women to leave abusive relationships.
Reaching Both Women and Men
Each of the panelists recognized that working against domestic violence requires comprehensive societal reforms. Karnley stressed that the impetus to begin working with men came from Liberian women. “Initially when we started working on GBV issues, we talked to women, and then the women came and said, ‘OK, you talk to us every day, and when we go home, we go and meet fire. Can you also talk to our men?’” In response, the IRC developed a 16-week program designed to change men’s behavior and views about violence and relationships. Karnley also mentioned a desire to reach out to the religious community to change the constant focus on the man as the head of a relationship to one based on love.
The Liberian government is also working with churches and mosques to change norms that encourage the subjugation of women, including work with a network of religious leaders known as Christian/Muslim United against SGBV (sexual and gender based violence). Kiawu said this organization emphasizes partnership within a marriage and teaching equality to children in the home. The panelists also mentioned additional efforts to increase the responsiveness and sensitivity of the police and judicial system to domestic violence issues, as well as the need for resources like safe houses to provide relief to survivors.
“The family, far from being off limits, has to be a priority for us in the humanitarian community as we help to rebuild nations where peace not only exists between nations, and among nations, and among communities, but among families,” Shifman contended. Kiawu agreed, adding that without interventions, violence and isolation prevent women “from taking advantage of opportunities that peace presents.”

Open Data Initiatives at USAID Reflect Move Towards Collaboration, Enabling Efforts
›Over the past year and a half, USAID has been busy reinventing itself. The announcement of its USAID FORWARD initiative and the release (jointly, with the State Department) of the first Quadrennial Diplomacy and Development Review in late 2010 signaled significant changes for the organization, including several reforms designed to modernize operations and improve transparency. Part of that effort is making data collection and dissemination more open.
Thus far, the results have been encouraging.
September of last year saw the launch of an awareness campaign focused on the Horn of Africa, co-sponsored by the Ad Council and called, somewhat confusingly, USAID FWD (famine, war, drought). As part of the program, USAID published a collection of regional maps, aggregating the organization’s substantial data pool and showing everything from food and water security to the movement of refugees and IDPs (internally displaced persons).
Using data from its own FEWS.NET site, USAID created the maps with open-source tools, allowing other organizations and concerned individuals to leverage the data for additional aid and outreach activities. Many, including the ONE Campaign and InterAction, were quick to incorporate the maps and underlying data into their own activities.
In order to promote greater data access and transparency, USAID also collaborated with the Department of State to create the Foreign Assistance Dashboard, a website that provides sortable aid budget allocation data to the general public. Launched in late 2010 with frequent updates since, the site allows users to see easily how aid is apportioned by region, sector, initiative, or other categories.
For instance, visitors can see that USAID more than quadrupled its humanitarian assistance to Pakistan in 2010 as a result of that country’s devastating flooding. Aid then fell back to near 2009 levels the following year.
Recently, USAID has also taken its open data efforts to the Web. Faced with 117,000 records of development loans provided by its own Development Credit Authority and lacking proper geographic coding, the organization undertook a pioneering experiment in crowdsourcing this June. Civilian volunteers from the online technical communities GISCorps and the Standby Task Force pitched in to help code the data, as did unaffiliated citizens attracted by social media campaigns.
The end results were outstanding: the volunteers finished the job in just 16 hours, although USAID had initially expected the operation to take 60.
Representatives from USAID recently published an illuminating case study about the crowdsourcing experiment and launched it at the Wilson Center. “By leveraging partnerships, volunteers, other federal agencies, and the private sector, the entire project was completed at no cost,” the report noted, adding that USAID hoped to have “blaze[d] a trail to help make crowdsourcing a more accessible approach for others.” One of the case study authors, Shadrock Roberts, noted that “we need to be working as hard to release relevant data we already have as we are to create it.”
USAID’s recent experiments with transparency and greater civilian participation appear to be part of a larger organizational shift toward greater openness and collaboration. Administrator Rajiv Shah seemed to confirm this in a March interview with Foreign Policy, when he spoke at length about the benefits of partnering with the private sector as well as other NGOs.
The recently reported demise, or at least great diminishing, of President Obama’s Global Health Initiative (GHI), which closed its doors amid a heated turf battle between USAID, the State Department, and PEPFAR, lends credence to this theory as well. The official GHI blog stated last week that it would “shift focus from leadership within the U.S. Government to global leadership by the U.S. Government.” This appears to indicate greater future emphasis on collaboration, with an eye toward enabling non-USAID actors to play a greater role in the development process.
It remains to be seen how USAID’s role and strategy will change over the next few years. However, results from the organization’s initial attempts at open data and open government policies have been positive in many respects, and there is reason to hope they will continue to push the boundaries in these areas.

Chronic Crisis in the Sahel Calls for a New Approach

It is the lean season in the Sahel, a spine of arid and dry lands that runs from Senegal to Chad in western Africa, and once again we are seeing the devastating images of children gaunt with hunger. This is a region that faces high childhood malnutrition and underdevelopment even under the best of circumstances so one poor harvest can push millions of the most vulnerable into severe risk. In the aftermath of poor rains, and with food prices stubbornly stuck on high since the food crisis of 2008, some 18.7 million people across eight affected countries in the Sahel are at risk of food insecurity this year alone. At least eight million people are already in need of emergency assistance.
At USAID, we are determined to get ahead of these kinds of chronic crises. We know that millions of Africans living in the dry lands of the Horn and Sahel regions need new solutions. Last year, the worst drought in 60 years ravaged the Horn of Africa, driving 13.3 million people into crisis. And this summer, families in the Sahel are feeling the peril of depleting food supplies, high food prices, and rising malnutrition.
We can’t prevent what appears to be increasing cycles of drought, but we can and are working to create better solutions and build greater resilience among the most vulnerable.
Every crisis is complex, and the Sahel is no exception. A regional drought has been overlaid with instability stemming from the coup in Mali and conflict in the northern part of that country where armed militant groups have forced the suspension of critical relief operations. More than 184,000 refugees have fled to communities in neighboring countries that are already deeply stressed from drought. Though still functioning, local and regional markets have been disrupted, driving food prices even higher. And as of mid-June, swarms of locusts from southern Algeria and Libya had arrived in northern Mali and Niger; now expected to move southward, these infestations could result in crop destruction exacerbating an already worsening situation.

What Are the Most Important Factors in the Failed States Index?
›Last week, the Fund for Peace issued its eighth annual Failed States Index (FSI). The index gives 177 countries a score between 1.0 and 10.0 for 12 indicators, ranging from the legitimacy of the state and the security apparatus to demographic pressure and uneven development (high being bad, low being good – see full descriptions of the indicators here). But which of these indicators has the biggest impact? We did a quick analysis of the Failed States Indexes published from 2006 to 2012 to show which of the indicators correlate most with a high score. (We skipped 2005 since the roster of analyzed countries was significantly smaller.)

For Yemen’s Future, Global Humanitarian Response Is Vital

This weekend in Sana’a, I had dinner with a group of young men and women activists who are on the forefront of Yemen’s historic struggle for a better future. They turned out for change with great courage last year, and at dinner, with great eloquence they outlined for me the many challenges facing Yemen during this critical transition period: conflict in the north and south, weak government institutions, cultural barriers to greater women’s participation, an upended economy, and one of the world’s highest birthrates. And, as one man noted, it is difficult to engage the 70 percent of Yemeni people who live in rural areas in dialogue about the future when they are struggling just to find the basics of life: food, health, water.
His comment makes plain the rising, complex humanitarian crisis facing Yemen. At a time of historic political transition, nearly half of Yemen’s population is without enough to eat, and nearly one million children under the age of five are malnourished, putting them at greater risk of illness and disease. One in 10 Yemeni children do not live to the age of five. One in 10. This is a staggering and often untold part of the Yemen story: a story of chronic nationwide poverty that has deepened into crisis under the strain of continuing conflict and instability.
Unfortunately, in communities used to living on the edge, serious malnutrition is often not even recognized in children until they are so acutely ill that they need hospitalization.

Environment, Natural Resource Guidelines for Peacekeepers Moves UN Closer to ‘Greening the Blue Helmets’
›May 30, 2012 // By Stuart KentUN peacekeepers not only operate in conflicts where land and natural resources are a component of the fighting but their own bases and operations can also impact the local environment. As well as documenting practical steps to minimize the footprint of field missions, a new report from the United Nations Environment Program (UNEP) reviews the relationship between natural resources and conflict and what it means for peacekeeping.
While there’s been talk about “greening” UN peacekeeping for years, the details about the economic, environmental, and mission benefits contained in Greening the Blue Helmets: Environment, Natural Resources and UN Peacekeeping Operations suggest that this talk is getting closer to reality.
As of December 2011, the UN’s Department of Peacekeeping Operations was responsible for 121,591 personnel, 17,000 vehicles, and 257 aircraft across 16 different operations worldwide. These forces account for more than half of the entire UN system’s carbon emissions and can significantly strain the resources of fragile host communities, according to the report.
Building on the 2009 Environmental Policy for UN Field Missions, the UNEP report provides a dozen best practice examples from ongoing missions.
Field cases serve as evidence of how increasing water and energy efficiency, safely discarding solid and hazardous wastes, protecting cultural and historical sites, and ensuring a limited footprint after the closing down of camps, can save environmental and financial resources. These measures, the report claims, also reduce the risk of tension with host communities, such as occurred in Haiti when an outbreak of Cholera was traced to unsanitary water management practices at a UN camp.
Technologies recommended include better waste management systems, improved water systems, energy efficient buildings, and green energy capacities. However, some improvements can be made by simply encouraging behavioral changes; the UN mission in Timor-Leste reduced energy consumption by 15 percent over 12 months using a “CarLog” system to encourage fuel efficiency. With a 2009 global fuel bill of $638 million, even a 15 percent margin relates to a significant figure (much like the logic behind similar efficiency efforts within the U.S. military).
However, uncertain mission lengths are a major barrier to the adoption of more efficient technologies. Despite UN operations lasting an average of seven years and evidence indicating that capital investments could be recovered within one to five years in some cases, year-to-year mandates complicate long-term planning.
Natural Resource Nexus
Conceptually, the nexus of natural resources, conflict, and peacebuilding must be a central concern of peacekeeping operations, asserts the report.
In Africa alone, 13 operations have been conducted in response to conflicts associated with natural resources, at a cost of around $32 billion. Exploitation of natural resources such as diamonds, timber, and oil has financed and fueled conflicts in Sierra Leone, the Democratic Republic of the Congo, and Liberia. Communal tensions over access to scarce land and water resources are also considered an exacerbating influence on conflict dynamics in much of Sudan and now South Sudan, according to the report.
Addressing this nexus can also provide opportunities to reduce and redress conflict. In Darfur, firewood collection is a dangerous task for women and girls. By making “firewood patrols” a regular feature of the UN forces’ protection, the prevalence of sexual violence has been limited.
The UN Assistance Mission in Afghanistan is cited in the report for its efforts to hire ex-combatant and vulnerable populations to aid in the reforestation of extensively degraded pistachio woodlands from 2003 to 2009.
“Natural resources can provide opportunities for emergency employment and…sustainable livelihoods for former combatants,” write the authors.
Countries recovering from episodes of violence tend to have a low capacity to effectively and equitably manage a natural resource base that itself may have been degraded by conflict. Recent attention, however, is being paid to the peacebuilding potential of managing shared resources.
According to the report, “while only 54 percent of peace agreements reached between 1989 and 2004 contained provisions on natural resources, all of the major agreements concluded between 2005 and 2010 included such provisions.” This includes the renovation of land tenure systems, management of valuable extractive industries, and reallocation of resource rents.
Preventing Predatory Extraction
As peace begins to take hold, “access to land may be a key determining factor affecting the successful reintegration of a former combatant into a community.”
According to interview data from Northern Uganda, 93 percent of male LRA ex-combatants were unable to access land after demobilization. Often due to the death of an elder relative, sale of land by a family member, or land grabs by other members of the community.
While shared resources can build trust between communities, spoiler groups that use aggressive means to secure resource rents in the aftermath of conflict can endanger a fragile peace. The report identifies a role here for peacekeeping forces – and in particular for their civilian contingent – to identify these potential risks and opportunities for action.
In particular, the report recommends a higher level of clarity about the relationship between peacekeeping forces and so called “expert panels” – groups of civilian specialists called upon by the Security Council to provide advice on an official basis about natural resources in the aftermath of conflict.
The UN mission in the Democratic Republic of Congo, for instance, was given a direct mandate in 2008 to work with the DRC expert panel and to “use its monitoring and inspection capacities to curtail the provision of support to illegal armed groups derived from illicit trade in natural resources.”
UNEP Program Officer Matti Lehtonen, in an email interview, called the panels a “tremendous asset that is not yet used up to its full potential.” However, he noted, “expert panels and peacekeeping missions are different tools with different objectives so there is also a need to maintain a degree of independence.”
The report identifies a set of key recommendations for the UN moving forward:- Ensure that pre-deployment and in-mission training includes instruction on environment and natural resource management
- Aid and encourage disarmament, demobilization, and reintegration programs to look closely at emergency employment and sustainable livelihoods related to natural resources and the environment
- Support and encourage civil affairs personnel to seek ways to capitalize on peacebuilding opportunities around natural resources and the environment
- Systematically inform the Security Council of linkages between natural resources and conflict in states where the Council may be considering action
- Where natural resources have fueled or financed conflict, provide peacekeepers with a more systemic mandate to act on these issues
- Effectively implement best practices identified in the 2009 environmental policy

After the Disaster: Rebuilding Communities
›Recent history has shown that no country, developed or developing, is immune to the effects of a natural disaster. The catastrophic tsunami that struck Indonesia in 2004, the earthquake and subsequent tsunami that struck Japan in 2011, the 2010 earthquake in Haiti, and Hurricane Katrina in the United States in 2005, are all reminders of the deep and long-lasting impacts that disasters can have from the local neighborhood all the way up to the national level. Each of these disasters also garnered international attention and response, showing that globalization is a game-changer in the worldwide response to community or regional-level crises.
And yet, as evidenced by the continued challenges faced by each of the places above, the disaster response community still struggles with how to contribute most effectively to local level recovery. Recognizing this, the Wilson Center’s Comparative Urban Studies Project and Environmental Change and Security Program, and the Fetzer Institute recently brought together an international group of practitioners, policymakers, community leaders, and scholars to identify best practices and policy in disaster response that are based on community engagement. A subsequent publication, After the Disaster: Rebuilding Communities, highlights the complex nature of disaster response and explores ways to overcome the inherent tension between those responding to disasters and the local community.
Voice, Space, Safety, and Time
A key theme that emerged during the workshop was the importance of identifying the strengths of the post-disaster community and building responses based on those. So how can one identify the strengths of a community? In a previous Wilson Center/Fetzer Institute workshop on community resilience, participants emphasized the importance of civil society voice; the creation of space, both physical and political; and the assurance of safety and time.
Not surprisingly, all of these aspects of resilience emerged in the post-disaster response discussion as avenues to access the strengths of a community. Finding and listening to the voices of the community, identifying the physical spaces or “centers of gravity” around which the community operates (often spiritual and cultural activities, or gatherings that bring women together), and providing safe and sustained support for healing, are necessary steps to engage with and meet the needs of communities.
Having a voice means that people “feel that they have some way to participate meaningfully in decisions that are being made about their lives…[that] they have access, points of influence, and conversation,” explained John Paul Lederach, professor of international peacebuilding at the University of Notre Dame.
Key to listening to the voices of the local community is acknowledging them as first responders. “An involvement and control of the relief and rehabilitation process empowers communities,” wrote Arif Hasan, founder and chairperson of the Urban Resource Centre in Karachi, Pakistan. “It improves their relationship with each other, makes it more equitable with state organizations, and highlights aspects of injustice and deprivation that have been invisible.”
Technology is playing a growing role in giving local communities voice and helping relief workers to identify those centers of gravity. “Whether in conflict or even post-conflict reconstruction, technology gives us a possibility of having a collective history but also collective memory,” noted Philip Thigo, a program associate at Social Development Network in Nairobi. “I spoke in a conference where communities were able to map what was important for them and bring it to the public domain: This is who we are and what we are saying, therefore you, the government, have to interact with us within this space. In that sense technology begins to enable communities to say we exist.”
Connecting to Community Points of Power
At the same time, new technology isn’t paramount to connecting with a community, and just having the technology is not sufficient. Leonard Doyle, country spokesperson for the International Organization for Migration (IOM), shared the story of a simple but effective effort to encourage a national conversation in Haiti by enabling “a flow of information between affected communities, humanitarian actors, and local service providers.”
IOM set up more than 140 information booths, complete with suggestion boxes, among the 1,300 camps where more than 1.5 million homeless people were housed after the 2010 earthquake. There was some doubt that the suggestion boxes would attract letters in a country with just a 50 percent literacy rate, but it didn’t take long for the letterboxes to fill up. In just three days, 900 letters were dropped into a booth in one of the poorest communities, Cité Soleil.
“Amid the flotsam of emails and text messages that dominate modern life,” wrote Doyle, “these poignant letters had an authenticity that is hard to ignore….Urgent cases received a quick response; others became part of a ‘crowd-voicing’ effort to listen to those who had been displaced by the earthquake.”
In the end, “the problem is when we NGOs [or other outside bodies] try to create new systems,” observed Thigo. “We do not look at what exists in the community as knowledge. We do not see how to plug our formal thinking into a structure that we may not understand but that we could perhaps simply try to enhance, to provide better services. We think power doesn’t exist in those communities. But there’s a structure of power. It could be leadership that is not necessarily within the formal context that we understand. The fundamental point is: How can we, even during disasters, connect to these points of power?”
