Updates to African Conflict Database Give Researchers Access to Comprehensive, Near Real-Time Information
›Despite the end of Cold War-era civil wars, political violence rates in Africa remain remarkably high. However, this broad statement hides an important qualification: the types of violence that have persisted in recent years have changed significantly, shifting from rebel and government activity towards violence against civilians, riots, protests, and battles by armed groups other than rebels.
The only way researchers can track this activity is through political violence data disaggregated by type, location, and time. The Armed Conflict Location and Event Dataset (ACLED) project aims to provide that service. We recently released updated information on political violence across Africa from January 1997 to December 2011 (see above for a hotspot map and timeline of violence over this period).
New to the ACLED project are real time data and trend reports on monthly conflict patterns throughout the continent. It is now perhaps the comprehensive and representative depiction of political violence as it occurs throughout Africa.
The data captures an array of actions including battles, looting, rioting, protesting, violence against civilians, and non-violent activity (such as arrests, recruitment drives, troop movements) by a variety of actors such as governments, rebels, militias, rioters and protestors.
Each event is geo-referenced by location and time-stamped by day. In our recently released version, we also included fatalities by event; distinguished conflict groups by their type (government, rebel, political militia, communal militia, rioters, protesters, civilians etc.); and specified the type of interaction between actors (e.g. government-rebel battle; rebel-civilian attack). These changes make ACLED data flexible for multiple uses.
Several new findings on conflict patterns are found using ACLED data:- Violence against civilians accounts for approximately half of all conflict events.
- Generally, where they occur, civil wars intensely affect 19 percent of a state’s territory, yet rebel actions have drastically decreased since 2005.
- Militia activity has significantly increased since 2005 and is especially high during election periods in new democracies.
- Communal violence patterns are more widespread but affect fewer people than civil war violence.
- Civil war patterns are not strongly affected by climate changes, but communal conflict decreases during periods of local scarcity and increases on the cusp of rainy seasons.
- Political violence increases in the period from peace talk announcements to negotiations. This violence is directed towards overtaking territory and civilians are frequently the main victims.
Fine-grained data on the range of political violence in the developing world is important as it provides the opportunity to ask and potentially answer certain questions about a range of issues related to governance, economic development, and conflict dynamics themselves.
For example, ACLED data shows that violence is increasingly occurring in villages, towns, and cities across Africa. In other words, political violence may be “urbanizing.” This has important implications for how we understand the practice of politics, the geography of marginalization, and the role of trigger patterns in explaining conflict. But there are many competing theories that could explain this trend.
Using data that disaggregates by violence type allows us to probe deeper: If the environmental security framework is correct, political violence in towns may be a response to high in-migration from rural areas to cities. Violence therefore is due to competition between urban people and migrant populations.
An alternative explanation is that the poor conditions of African urban life, high rates of informal employment, and under-representation of urban communities in government might explain an increase in violence. In this case, violence is a populist response, in that civilians riot and protest in favor of government reform.
Finally, the advantages of densely populated urban areas – easier access to resources, recruits, infrastructure, and power – may attract more organized groups to contest these spaces. If this explanation were correct, we would expect higher rates of rebel activity against government forces in cities, with a clear drive to overtaking the capital.
We have not been able to address these questions before with credible and comprehensive data, but now we can. Indeed, such data is crucial for interrogating the climate-security debate.
For example, Clionadh recently co-authored an article in the Journal of Peace Research’s special issue on climate and conflict, which used ACLED data for East Africa. In that piece, she and her co-author argued that different conflict groups use their environment in accordance with their overall goals. While much of the conflict activity studied had an environmental signal, the climate signal was much weaker.
We hope that these studies and other work with disaggregated data spur more theories and explanations of conflict patterns in developing states, and that the breadth and form of the data allows for new directions within conflict research.

›Complexity, in terms of economic, cultural, institutional, and ecological characteristics, weighs heavily on contemporary attempts to unravel the climate change/variability and conflict nexus. The view that local-level complexity can be “controlled away” by technical fixes or adding variables in quantitative analysis does not sit well with many geographers (though some do try to adopt a middle ground position).

Youth, Aging, and Governance: A Political Demography Workshop at the Monterey Institute of International Studies
›April 5, 2012 // By Schuyler Null“Demography is sexy – it’s about nothing but sex and death (and migration),” said Rhodes College Professor Jennifer Sciubba at the Monterey Institute of International Studies during a workshop on March 30.
Jack Goldstone of James Madison University, Richard Cincotta of the Stimson Center, and ECSP’s Geoff Dabelko joined Sciubba in a workshop for students and faculty on key developments in political demography. Sciubba and Cincotta were contributors to Goldstone’s recently released edited volume, Demography: How Population Changes Are Reshaping International Security and National Politics.
“Demography is changing the entire economic and strategic divisions of the world,” Goldstone told the room. “We’ve had a 15 year increase in life expectancy just in the last half century,” and today, “90 percent of children under 10 are growing up in developing countries.”
Many countries, said Goldstone, are caught in a difficult race between growth and governance, with governments struggling to provide services and opportunity to their growing populations. This challenge is especially acute in cities, which for the first time in human history are home to the majority of all people.
At the same time, aging is a phenomenon that will affect many developed countries. In the United Sates, the baby boomers are becoming “the grayest generation,” Goldstone said, and similar imbalances between the number of working age people and their dependent elders will soon affect Western Europe, Japan, Korea, Russia, and others.
Re-Examining the Aging Narrative
Some have predicted this “graying of the great powers” will have disastrous consequences for many of the G8, as state pension costs blunt economic growth and innovation, military adventurousness, and global influence, but Jennifer Sciubba presented a case for why fears may be overblown.
When discussing the aging phenomenon in developing countries, many analysts focus too closely on the fiscal environment, argued Sciubba. This creates tunnel vision that ignores the potential coping mechanisms that states have at their disposal. Alliances, for example, are under-accounted for, she said, and closer European Union and even NATO integration could help ameliorate the individual issues faced by aging countries like Germany, France, and Italy.
She also pointed to evidence that the developing world’s declining fertility may be have been “artificially depressed” by large proportions of women that delayed pregnancy starting in the 1990s. But now the average age of childbearing has stopped rising. The UN total fertility rate projections for industrialized states for the period 2005 to 2010 was revised upward from 1.35 children per woman in 2006 to 1.64 in 2008 and 1.71 in 2010.
This brings into focus a key leverage point for many developed countries that is not often discussed in traditional conversations about aging: making the workplace friendlier for women. Offering money to couples to have children does not work, said Sciubba – women do not make a simple monetary cost-benefit analysis when they decide to have children. Much more likely is a calculation about the cost to their professional career. Therefore, instituting more liberal leave policies and making it harder for employers to fire both men and women for taking maternity or paternity leave is more likely to have a real impact on fertility rates.
The growing efficiency – and retirement age – of today’s workers can blunt the effect of older workforces on developed economies, said Sciubba. And the stability, strong institutions, and legal protections for innovation are all advantages that will continue to attract the best and the brightest from developing countries.
The competing phenomena of aging in the developed world and continued growth in the developing – which some have dubbed the “demographic divide” – will likely make immigration a very important, possibly friction-inducing issue in the coming decades. Goldstone pointed to the challenges Europe is having today coping with immigrants from North Africa and the Middle East as a possible harbinger of things to come.
Applying Demographic Theory: The Age Structural Maturity Model
While many regions will continue to experience population growth for the next two decades, including sub-Saharan Africa, the Middle East, and parts of East and South Asia and Latin America, the overall global trend is towards older populations. This is good news for democracy, according to Richard Cincotta.
Cincotta, who consults with the National Intelligence Council on demographic issues, explained his “age structural maturity” model, which finds a historical correlation between the median age of countries and their Freedom House scores (an annual global assessments of political rights and civil liberties). Older populations tend to have more liberal regimes, while the opposite is true in younger populations. Combining this model with demographic projections, one can predict when it will become likely for democracy to emerge as a country ages. Before the Arab Spring – to some disbelief at the time – Cincotta used the model to predict that Tunisia would reach a 50/50 chance of achieving liberal democracy in 2011 (see more on this in his posts about Tunisia and the Arab Spring).
For those youthful countries that do achieve some level of liberal democracy, the model predicts they have a high likelihood of falling back towards authoritarianism (Mali is a tragic recent example).
This model, said Cincotta, can be a useful tool for analysts to challenge and add to their assessments. For example, it paints a bleak picture for democracy in Afghanistan (median age 16.6 years old), Iraq (18.5), or Yemen (17.7) and a comparatively rosier one for Tunisia (29.8), Libya (26.1), and Egypt (25.0). Some other observations may useful as well: no monarch has survived without some limits of power being introduced after countries reach a median age of 35, and military rulers too never pass that mark.
The age structural maturity model is, however, not perfect, Cincotta said. The most common outliers are autocracies (Freedom House score of “not free”) and partial democracies (“partly free”) with one-party regimes (China, North Korea), regimes led by charismatic “founder figures” (Cuba, Singapore), or those that where the regime is either supported or intimidated by a nearby autocratic state (Belarus).
Like all analyses, the model has its limitations, said Cincotta, but if used as a tool to generate “alternative hypotheses,” it can help predict dramatic political changes, like the Arab Spring. The research also suggests that the “third wave” of democratization is not over and will in fact continue to expand as countries with younger populations mature.
In conclusion, the panelists recommended the students find ways to include political demography in their work moving forward. “Consider it an alternative tool that may be useful,” said Geoff Dabelko. Policymakers today are overburdened with information and conventional analyses can sometimes become stuck in familiar lines of thought – demography can supplement these or shake them up by providing alternative narratives.

USAID’s Donald Steinberg on Futures Analysis for International Development
›February 28, 2012 // By Stuart KentJust as the science fiction writer Isaac Asimov explored the idea of predicting the future to influence the world towards a more prosperous, democratic, and peaceful track, so too must USAID try to better understand the challenges of tomorrow, said Donald Steinberg, deputy administrator for the U.S. Agency for International Development, during an address at USAID’s “Future of Development” symposium at the Wilson Center late last year. “Development now is too important to the United States to be left to actions that occur over 1, or 2, or 5, or even 10 years,” he continued. Looking beyond budgetary cycles, Steinberg asserted that “we have to prepare for future development patterns” by analyzing the present.
Why Aid Matters
Drawing on the President’s remarks during the UN’s 2010 Millennium Development Goals Summit in New York, Steinberg outlined three reasons why development aid is central to U.S. foreign policy.
First, we all stand to benefit from living “in a world that’s peaceful, that’s democratic, that’s prosperous, that’s respectful of human rights and respectful of human dignity,” he argued.
Second, “a world that is developing is in our economic interest,” he said. “Developing nations are our fastest growing markets abroad,” providing lucrative outlets for U.S. trade and investment. Eighty-five percent of new U.S. exports over the next two decades will find their way to recipients of U.S. foreign aid, he said.
Third, aid impacts national security. Countries that are developing and prospering “don’t spew out large numbers of refugees across borders or across oceans,” he said, “they don’t transmit pandemic diseases, they don’t harbor terrorists, or now even pirates” – in short, “they don’t require American forces.”
Looking to the Future
According to Steinberg, we can take hold of the future by being prepared to grasp opportunities, even if they come in the midst of challenges.
“We’re seeing demographic shifts that are complicating once steady development patterns,” he said, “and we’re seeing more uneven distribution of wealth within countries and between countries.” But “maternal and infant mortality have plummeted [and] literacy rates are skyrocketing.”
“We still see rampant corruption and we still see crackdowns on civil society all around the world,” however Steinberg pointed out that 17 new democracies have emerged in Africa in the last 15 years alone.
On climate change, he drew from recent events in the Horn of Africa. “A changing rain pattern – from a drought every 10 years to what is now basically a drought every year – has brought together a perfect storm of famine, war, and drought,” he said. Yet across the border from Somalia, the situation is markedly different – in part because “USAID has had the capability to work with eight million Ethiopians over the past decade to strengthen their resiliency.”
Each of these shows the opportunity for positive change amidst difficult challenges, if we are prepared.
“We went through a period where we had eliminated our office of policy and planning,” said Steinberg, but over the last few years the newly established Policy, Planning, and Learning Bureau at USAID has brought back an emphasis on futures analysis. “We are now seeking to become…the thought leader in the development field,” he said.
Overall, the total amount of official government aid is small compared to other sources from the United States, said Steinberg – around $30 billion a year (compared to $36 billion in private giving, $100 billion in remittance flows, and $1 trillion in private capital flows). To make the most of that, USAID should be “a catalyst for development,” he said, working in partnership, encouraging technological innovation, and advancing cross-sectoral understanding.
“We at AID like to think in terms of budget cycles,” said Steinberg. “We’re starting to think about fiscal year [20]14, but I want you to start thinking about fiscal year 25 and fiscal year 30. I won’t challenge you to think 30,000 years ahead like Isaac Asimov did, but I think we do have to consider what the lessons of today are teaching us about the future.”

The Real Population Bomb: Megacities, Global Security, and the Map of the Future (Book Preview)

Centuries and even millennia ago, the most advanced societies in the Mediterranean, the Near East, and South America revolved around cities that were either states in themselves or were the locus of power for larger empires and kingdoms. The time of the city is coming again, though now in a considerably less benign way.

There was a time when the city was the dominant political identity. Centuries and even millennia ago, the most advanced societies in the Mediterranean, the Near East, and South America revolved around cities that were either states in themselves or were the locus of power for larger empires and kingdoms. The time of the city is coming again, though now in a considerably less benign way.
This book is about where and how geopolitics will play out in the twenty-first century. Cumulatively it represents two decades of work from authors with seemingly dissimilar backgrounds: one is a poet, novelist, and translator; the other is a security analyst and expert in disaster response and management who has worked for two presidential administrations. Both were colleagues at the U.S. Naval War College in the early 2000s.
With the rise of massive urban centers in Africa and Asia, cities that will matter most in the twenty-first century are located in less-developed, struggling states. A number of these huge megalopolises – whether Lagos or Karachi, Dhaka or Kinshasa – reside in states often unable or simply unwilling to manage the challenges that their vast and growing urban populations pose. There are no signs that their governments will prove more capable in the future. These swarming, massive urban monsters will only continue to grow and should be of great concern to the rest of the world.
We have traveled widely and conducted fieldwork in places as disparate as the Altiplano of Bolivia; Caracas, Venezuela; Guayaquil, Ecuador; the autonomous Altai Republic in deep Siberia; and the massive slums of Egypt, India, Kenya, South Africa, and Brazil. What we share from this experience is the recognition that the world has changed before our eyes. Terms such as the “developed” and “developing” world – phrases that were always dangerous and loaded with false value – no longer have the relevance they seem to have had once. Concepts such as “first world” and “third world” are stubborn relics of Cold War thinking – just as our “mental maps” are grounded in the often difficult but known past. We must change our ways of seeing the world.
Traditionally there have been two general approaches to understanding societies and states. One is the humanitarian or ecological perspective in which the focus is on society – how people live and are affected by war, pollution, and economic globalization. The other is a realist perspective in which the focus is on the economic, political, and military relations among major powers such as the European Union, the United States, China, and Russia.
What these traditional approaches underemphasize is the overlap and natural alignment between them. To understand the map of the future, we need to critically appreciate how astonishing population growth in cities – particularly fast-growing megalopolises in weak or failing states in Africa, the Middle East, and Asia – is impacting ecology and ecosystems, human security, and the national security of Western states, as well as allies and trading partners.
For both better and worse, globalization and urban population growth have changed political and economic dynamics in ways that previous conceptions of how the world works cannot do justice. In this book we examine how developments below the nation-state level – at the municipal level – affect how we must see the world of the future. While this work is anything but a travelogue, we do visit some of the most alarming locations on the earth. Often these places have been viewed in impressionistic terms, as distant locations where “others” live – with whom “we” have little interaction. But we are far more connected than we think; whether Nigeria or Pakistan, Bangladesh or Egypt, their future is also ours. The odds seem stacked against those who live there. In the dense, overgrown neighborhoods and shantytowns of Lagos, Kinshasa, Cairo, Karachi, Lahore, or Dhaka, government authorities have failed to provide infrastructure and public services. We need urgent, collective, and innovative actions to help critical megacities weather the gathering storm.
But there is hope and strength. Though time is running short, solutions are still possible. In the end, this book is about the power and resilience of the human spirit.

Climate Diplomacy in Perspective
›December 20, 2011 // By Lukas RüttingerClimate policy on the international level often seems to be largely limited to negotiations within the United Nations Framework Convention on Climate Change (UNFCCC). However, in the shadow of these negotiations, a new approach merging climate and foreign policy is developing. Calling it “climate diplomacy,” proponents of this approach argue that tackling climate change is inherently a political struggle and one in which classic diplomatic instruments should play a role. This is especially true, since the challenges posed by climate change are so huge and the solutions so far reaching that the climate conversation also has to be a diplomatic one. Yet negotiations and treaties are just one instrument of foreign policy and they are only as successful and strong as the political foundation upon which they are built.
The German Federal Foreign Office, supported by adelphi, invited representatives from the European Union, the Organization for Security and Cooperation in Europe, and the United Nations, as well as over 30 countries for a two-day conference in Berlin this October, “Climate Diplomacy in Perspective – From Early Warning to Early Action,” to discuss what climate diplomacy looks like in practice, what its added value is, and what challenges it is best suited to address.
In working groups on water diplomacy, food security, and coastal stability, common themes and questions quickly emerged. In particular, the value and danger of securitizing the climate change discourse was a prominent issue.
On the one hand, the securitization of issues such as transnational water sharing can raise threat perception to a level that makes it very hard to tackle and may even foster conflict. On the other hand, participants noted that framing climate change as a security challenge might help to finally create the political leverage needed for far-reaching action.
Confronting Complexity
Another common theme was the complexity and linked nature of the climate challenges faced. Although covering different aspects, each working group quickly recognized systems with multiple feedback loops, such as the water-food-energy nexus. The same point was underlined in discussions around complex emergencies and crises, such as the 2010 floods in Pakistan.
However, the discussion did not stop at an analysis of challenges, the working groups also developed many suggestions of what climate diplomacy could and should look like.
One shared recommendation was that the complexity of and links between issues require sectoral policies and institutions to reach beyond their traditional, thematic, and even geographic focus. In regards to cross-border water cooperation, for example, this means that regional political institutions are often better suited than water institutions because of their broader mandate and focus. Where classic diplomacy and regional cooperation do not work, for example because national governments are blocking these efforts, participants proposed that informal diplomacy, track two initiatives, and cooperation on lower administrative levels such as municipalities can provide alternatives.
The complexity of the challenges is daunting but when asked to summarize why diplomats should tackle climate change, John Ashton, the special representative for climate change for the British Commonwealth Foreign Office, summed up his understanding in a simple but to-the-point answer: “Because it is our job.”

How Much Did the Climate Talks in Durban Accomplish?

The outcome of the recent Durban climate conference represents a victory, of sorts, for a particular vision of how the community of nations might eventually gain control over greenhouse gases. But that vision is flawed, perpetuating an approach that, after more than 20 years of negotiations, has not reversed warming trends. Of particular concern is the continued insistence on a comprehensive deal negotiated by all nations through a UN process. The degree to which the meme of a “legally-binding” agreement has dominated thinking is likewise troubling.
Our October article, “Beyond the Durban Climate Talks,” examined an alternative negotiating pathway – one based on the effective model of nuclear arms control. There, specific issues were opportunistically segmented for resolution. And, in some cases, negotiators achieved progress by working in alternative fora that were not wedded to the UN ground rules, especially the ones that give every country, no matter how small, a potential veto on the results. Unfortunately, the Durban result continues the well-trod UN pathway.
The meetings saw protracted debate about how precisely to characterize the “legal” and “binding” nature of a future agreement that might emerge in 2015 from yet another “new” round of negotiations. Indeed, the supposed distinction between “political” or “voluntary” and “legally binding” agreements has dominated United Nations Framework Convention on Climate Change negotiations for years. Yet such distinctions break down upon closer examination.

Women Leaders Urge Stronger Advocacy on Health and Public Policy

Women have made major strides toward greater equality in Latin America and the Caribbean, but stronger advocacy and leadership are needed to address problems they continue to face in health and other areas, said a group of top women health leaders at an event held at the Woodrow Wilson Center in Washington, D.C. on September 27.
The event was part of a series of activities surrounding the 51st Directing Council meeting of the Pan American Health Organization/World Health Organization (PAHO/WHO), which is being held this week.
Dr. Michelle Bachelet, Executive Director of UN Women, noted that Millennium Development Goal (MDG) five, reduce maternal mortality, “is the one MDG that has advanced the least in our region and around the world.” She said it is now widely accepted that investing in women is not only an issue of human rights, it is also “the intelligent thing to do economically, politically, and socially. So why doesn’t it happen?” She said making it happen is the major leadership challenge facing women in health and public policy today. “We have to empower women to make the strongest case possible that investing in women is the best thing governments can do, and we have to help ministers of health make this same case with their governments.”
WHO Director-General Dr. Margaret Chan said that high levels of maternal mortality reflect “a failure of governments.” “We know how to prevent women from dying while giving birth. It’s a lack of political commitment, policies, and investments in the right areas. We need to get these issues out into the public, and we need to work with men who are enlightened to accomplish this,” she said.
Rocío García Gaytán, President of the Inter-American Commission of Women, said maternal mortality continues to be a major problem in the hemisphere despite the fact that it is almost completely preventable. She said that contrary to common belief, most maternal deaths take place in hospitals and are the result of a lack of proper training of medical personnel. “This problem should not exist in the second decade of this millennium,” she said.
PAHO Director Dr. Mirta Roses urged women to develop a leadership style that will effectively advocate for women’s top concerns, particularly social, economic, and political progress.
“What is different when women lead?” Roses asked. “We need to support each other and identify what we should do that is different from male models. We must all work together – UN Women, the Council of Women World Leaders – to define feminine leadership and promote it.”
Canada’s Minister of International Cooperation, Beverly Oda, said progress on public policies for women “took many years” to develop in Canada. Today, gender reviews of legislation are now mandatory for legislation, and promotion of gender equality is an integral part of Canadian technical cooperation programs.
Vice-Minister of Health Dr. Silva Palma de Ruiz of Guatemala described a number of initiatives in her country that have been successful in improving women’s health and status. They include joint efforts involving the health ministry, the public prosecutor’s office, the national human rights ombudsman, and civil society organizations to reduce sexual violence by empowering women to report violence and by more aggressive prosecution of perpetrators. PAHO/WHO has supported these efforts with technical assistance in developing guides for care of victims of sexual violence. Other efforts include a new family planning law and education of men and women as well as healthcare workers about women’s rights to use contraception.
Minister of Health Ann Peters of Grenada said that women of the Caribbean “are very vocal” and have had considerable success advocating for women’s health. In her own country, this has helped produce a highly effective comprehensive mother-child health program that includes strong community health services with well-trained midwives and good referral systems, breastfeeding-friendly hospitals, and universal voluntary testing of pregnant women for HIV. Thanks to these programs, Grenada has “no mother-to-child transmission of HIV and virtually no maternal mortality.”
Minister of Health Marcella Liburd of Saint Kitts and Nevis noted the importance of addressing the social determinants of women’s health. For example, in her country as elsewhere, the majority of people living in poverty are women. “We need to consider other aspects of women’s well-being,” she said, “including financial, social, and mental health.”
Paraguay’s Minister of Health, Dr. Esperanza Martinez, said it was important to address women’s concerns in an integral way. She described a new platform for discussing policies that affect women involving different government ministries, not just health. “Women need to participate as policymakers and also to influence policies from the outside,” she said.
Dr. Carmen Barroso, Western Hemisphere Director for the International Planned Parenthood Federation, said, “Civil society is ready to partner with ministries of health to advocate for more resources, legislation, and promotion of women’s sexual and reproductive rights.”
The event was organized by the Council on Women World Leaders, PAHO/WHO, the Wilson Center’s Environmental Change and Security Program, Global Health Initiative, and Latin America Program.
