Middle East at Forefront of Environmental Peacebuilding Initiatives
›September 9, 2008 // By Rachel WeisshaarThe Middle East is home to some of the most intractable conflicts in the world. But it is also generating some of today’s most creative approaches to peacebuilding—several of which use the environment to promote harmony and stability.
Time magazine recently highlighted the efforts of Friends of the Earth Middle East (FOEME) to restore the Jordan River to a more healthy, natural state (video). Currently, the Israeli and Jordanian governments both heavily subsidize water for farmers, who grow unsustainable, water-intensive crops. As a result, in many places, the Jordan River has been reduced to a sluggish, polluted trickle. The water level in the Dead Sea, which is fed by the Jordan, sinks approximately one meter each year because it is no longer being replenished. In addition, according to FOEME, because much of the Lower Jordan River “is a closed military zone and off limits to the public, most people simply do not know that the river is drying up.” If less water were diverted from the Jordan, pollution were reduced, and access to the river were increased, FOEME believes that local communities could establish—and thrive on—ecotourism and sustainable agriculture.
FOEME has also proposed the creation of a transboundary peace park on an island in the middle of the Jordan, and has secured the endorsements of the mayors and communities on both sides of the river.
A USAID-supported project on the Israeli-Jordanian border—this one in the Arava desert—brings young people together to study the environment in an attempt to forge personal connections and build peace. The students study the survival mechanisms of desert fauna and flora; learn how to tap solar energy and build structures out of natural materials; and are even carrying out research on the controversial plan to divert water from the Red Sea into the Dead Sea. One-third of each semester’s students are Israeli Jews; one-third are Arabs from Israel, Jordan, the Palestinian territories, or other nations; and one-third are American and European. “The main problem in the Middle East is that people don’t know their neighbors,” says Rabbi Michael Cohen, founding faculty member of the Arava Institute for Environmental Studies, which runs the program.

UN Environment Programme to Conduct Post-Conflict Assessment in Rwanda
›August 27, 2008 // By Sonia SchmanskiAlthough it has been 14 years since violence devastated Rwanda, the UN Environment Programme (UNEP) is now preparing to conduct a Post-Conflict Assessment (PCA) of the country. As Rwanda Project Coordinator Hassan Partow explained, “UNEP does not initiate environmental assessment in any country, it only comes in when invited,” and Rwanda only recently requested that a PCA be conducted (see full list of PCAs here).
In a May 2004 presentation at the Wilson Center, Pekka Haavisto, former chairman of UNEP’s Post-Conflict Assessment Unit (PCAU)—now called the Disasters and Conflicts Programme and headed by David Jensen—remarked that “the post-conflict situation is a unique opportunity to create something new.” Just as environmental issues can lead to conflicts, they can also hamper efforts to create lasting peace following conflict, making PCAs invaluable tools in rebuilding nations following conflict. Common post-conflict environmental challenges include hazardous waste, radioactive materials, deforestation, chemical fires, overcrowded refugee camps, and contaminated water supplies. PCAs assess these challenges and offer recommendations for addressing them.
The environment can also provide a platform for dialogue and cooperation, said Haavisto, citing the case of the Palestinian Territories, where water has long been a nexus of tension and where PCAU has worked since 2001. Israeli and Palestinian officials both support PCAU’s operations in the region, where it brokered an agreement on future environmental cooperation and is working toward reestablishing the Joint Environmental Expert Committee to coordinate sustainable development in the area. Haavisto also noted that UNEP’s PCA work in Iraq following the Gulf War resulted in the first official meeting between Iraq and Iran in nearly 30 years.
The 2007 Sudan PCA cautions that “Sudan is unlikely to see a lasting peace unless widespread and rapidly accelerating environmental degradation is urgently addressed.” The PCA underscored how environmental stresses—including desertification, land degradation, and decreasing rainfall—have contributed to economic desperation, which has been a key instigator of the violence plaguing the region. “It is clear,” said UNEP Executive Director Achim Steiner, that “central to keeping the peace will be the way in which Sudan’s environment is rehabilitated and managed.” Sudan’s tragedy, he said, highlights “how issues such as uncontrolled depletion of natural resources like soils and forests allied to impacts like climate change can destabilize communities, even entire nations.” Yet promisingly, Sudan’s government recently established an environmental ministry, demonstrating how PCAs can spur governments to devote resources to environmental concerns by showing that they are integrally related to economic, health, and security issues.
Though PCAU has completed 18 PCAs since 1995 and has aided in the reconstruction of many countries, Haavisto acknowledged continuing difficulties in persuading governments to prioritize the environment. It has been an ongoing challenge, he said, to “convince different stakeholders that the environment is an important issue that needs to be dealt with immediately.” Yet as the above examples demonstrate, UNEP has achieved considerable accomplishments despite these difficulties. -
Not Enough Water? Not Enough Governance, Says Report
›July 22, 2008 // By Sonia Schmanski“Corruption in the water sector puts the lives and livelihoods of billions of people at risk,” says the Global Corruption Report 2008, a new report from the Institute for Security Studies and Transparency International, warning that pervasive corruption in the water sector could have devastating consequences for economic and social development, as well as the health of ecosystems worldwide. The report urges policymakers and scholars to address the issue of corruption in the water sector in the context of broader climate change and development discussions.
News coverage of the global water crisis focuses on the familiar circumstance of too many people and not enough water. This report takes a slightly different stance, suggesting that the water crisis is actually a water governance crisis, of which corruption is a major component.
According to the report, 80 percent of health problems in the developing world can be attributed to inadequate access to clean water and sanitation. The report cites China as a particularly egregious example, noting that 90 percent of Chinese cities pull from polluted aquifers and that 75 percent of river water in urban areas is too contaminated for drinking or fishing. This situation violates Chinese environmental standards, but corruption allows polluters to circumvent legal enforcement.
International water governance is increasingly critical. Forty percent of the world’s population draws on water from international water basins. Numerous countries depend on the Nile River, from its origin in the Rift Valley to its mouth on the Mediterranean. The report finds, “where corruption disrupts the equitable sharing of water between countries and communities, it also threatens political stability and regional security.” Ken Conca’s Governing Waterdelves more deeply into the links between poor water governance and new forms of social conflict, which are summarized in a Navigating Peace research brief.
But sharing water resources can also build confidence and increase dialogue. For example, Israel and Palestine discuss the Dead Sea and the Jordan River more frequently, and more productively, than they do political rapprochement.
Water’s global nature demands a comprehensive response involving governments, inter- and nongovernmental organizations, and local institutions. The report puts forth four recommendations:ECSP has long been involved in the discussion of water’s place in the international political dialogue. In “Water Wars: Obscuring Opportunities,” published in the Spring/Summer 2008 issue of Columbia University’s Journal of International Affairs, Geoff Dabelko and Karin Bencala explain how transboundary water use can facilitate cooperation as readily as conflict. It would be a boon to the global community if that cooperation could be harnessed to promote stronger, more transparent water governance.- Improve measurements of existing corruption;
- Strengthen regulatory oversight;
- Develop a more transparent public procurement process; and
- Implement transparency and participation as guiding principles for all water governance.

›“Recent studies – including several by the Chinese Academy of Sciences – have documented a host of serious environmental challenges to the quantity and quality of Tibet’s freshwater reserves, most of them caused by industrial activities. Deforestation has led to large-scale erosion and siltation. Mining, manufacturing, and other human activities are producing record levels of air and water pollution in Tibet. Together, these factors portend future water scarcity that could add to the region’s volatility,” says “China, Tibet, and the strategic power of water,” a new multimedia report by Circle of Blue that includes an interview with ECSP Director Geoff Dabelko on water and environmental peacemaking.
Twenty years after the release of the seminal Brundtland report Our Common Future, ECSP Director Geoff Dabelko says that global security still depends on the health of our environment. In “An Uncommon Peace: Environment, Development, and the Global Security Agenda,” an article in the May/June 2008 issue of Environment, he reviews the successes and failures of efforts over the last two decades to integrate environmental concerns into national and international security agendas. “We must draw lessons from environmental security’s history if we are to address the multiple threats—and opportunities—posed by environment-security links today,” says Dabelko.
The Population Reference Bureau’s new series of regional profiles of population, health, and environment issues in the Philippines aims to provide more detailed information on these important aspects of well-being, which vary widely among the country’s 7,100 islands.
The Financial Times reports that the Chinese government is likely to approve a Ministry of Agriculture proposal to encourage Chinese companies to acquire farmland abroad—particularly in Africa and South America—to improve food security. Other countries, including Libya and Saudi Arabia, are exploring similar arrangements. -
Environmental Security Heats Up ISA 2008
›May 9, 2008 // By Meaghan ParkerAfter a few years left out in the cold, environmental security came home to a warm welcome at this year’s International Studies Association conference in San Francisco, drawing large crowds to many star-studded panels. Water, climate, energy, and AFRICOM were hot topics, and the military/intelligence communities were out in force. Many of the publishers indicated they were seeking to acquire titles or journals on environmental security, given the scarcity of books on the topic currently in the works. Demographic security even got a few shout-outs from well-placed supporters.
Climate change and energy security panels dominated the program. Chaired by the National Intelligence Council’s Mathew Burrows, “Militarization of Energy Security” featured contributors to the edited volume forthcoming from Daniel Moran and James Russell of the Naval Postgraduate School—including original resource conflict gadfly Michael Klare, who claimed that lack of oil itself isn’t the problem, but that efforts to extract less accessible supplies would provoke violence in places like Nigeria, Venezuela, and Siberia. The intense discussion contrasted the approaches of China and the United States to ensuring energy security; Moran pointed out that China sent “bankers and oilmen” into Africa, whereas the United States created AFRICOM. “If the Chinese had created a military command in Africa, there wouldn’t be a dry seat in the Pentagon,” he added. David Hamon of the Defense Threat Reduction Agency observed that BP has a “security regime to protect their interests that would make a military blush.”
At “Climate Change, Natural Disasters, and Armed Conflict,” Clionadh Radleigh put the kibosh on the fearmongering predictions of waves of transnational “environmental refugees.” Similarly, Halvard Buhaug explored weaknesses in the reported links between climate change and conflict, calling for more rigorous research on this currently trendy topic. Christian Webersik’s research found links between negative rainfall and higher incidences of conflict in Somalia and Sudan, but he cautioned against using this relationship to predict climate-induced conflict.
A flood of panels on water, conflict, and cooperation took advantage of the conference’s West Coast location to call on water world heavies Aaron Wolf and Peter Gleick, who participated in a lively standing room-only roundtable chaired by ECSP’s Geoff Dabelko. Despite the obvious interest in the topic, publishers in the exhibit hall didn’t have much to offer on water and security.
AFRICOM drew some heat, especially from a panel of educators from military academies who explored peace parks and other “small-ball” approaches to conflict prevention. All the panelists were generally supportive of AFRICOM’s efforts to integrate nontraditional development work into the military’s portfolio—which, as discussant and retired U.S. Army Col. Maxie McFarland pointed out, it is already doing “by default” in Iraq and Afghanistan. McFarland cautioned, however, that “just because the Army can do it, doesn’t mean you want them to do it.” Air War College Professor Stephen Burgess predicted that the groundswell of climate change awareness would push the next president to include it in his or her National Security Strategy.
Rich Cincotta’s demographic security panel attracted significant interest—no small feat on the last day. The Department of Defense’s (DoD) Thomas Mahnken said that demographic trends and shocks are of “great interest to us in the government”—particularly forecasting that could identify what countries or regions the DoD should be worried about—particularly China and India (good thing demographer Jennifer Sciubba is on the case in his office).
The emphasis on prediction and forecasting stood out from the general trend of ISA panels, which mostly focus on analysis of current or past events. Mathew Burrows called for government and academia to “push the frontiers” on forecasting even further—particularly on the impacts of food security, water shortages, and environmentally induced migration.
Despite the warm, fuzzy feelings for environmental security, there were few panels devoted to general natural resource conflict, and none to post-conflict environmental peacebuilding (Michael Beevers contributed one of the few papers to explicitly address the topic).

›CIA Director General Michael Hayden identified demographic change as one of three trends that will shape the 21st century earlier this week, noting the “importance of underlying population trends and the factors that influence them…things like fertility rates, life expectancy, the prevalence of HIV, and ease of migration. Clearly,” he said, “there will be many implications for our national security to come out of this, and these trends will contribute to the complexity of the security threats facing America over the next several decades.” Population growth will hit African countries the hardest, he said, and may threaten stability on the continent.

The U.S. Army War College’s Strategic Studies Institute has released a collection of the proceedings of a colloquium on “Global Climate Change: National Security Implications,” held in Chapel Hill, North Carolina, earlier this year. Contributors agree that climate change is a security issue that merits serious attention and discuss the proper role for the U.S. Armed Forces in addressing it on a global scale.
“Intensifying environmental catastrophes and downturns in living standards caused by interlocking crises of energy, water, food and violent conflict” are likely to characterize the coming century, warns Jeffrey Sachs in Time magazine’s web-exclusive feature, “What’s Next 2008.” But all is not lost; Sachs encourages us to recognize that by “seeking global solutions, we actually have the power to save the world for all, today and in the future.”
As population pressures increasingly strain ecological resources in Madagascar’s biodiversity hotspots, CARE’s Extra Mile Initiative is working in partnership with Madagascar’s government to provide family planning and reproductive health services to six remote communities on the “eighth continent.” A new report discusses the program’s challenges and successes. -
PODCAST: Natural Resources and Conflict: Advice for Funders
›May 2, 2008 // By Geoffrey D. DabelkoNatural resources, conflict, and human security were front and center at a premier forum for philanthropists focused on global issues last month. Five hundred experts and funders gathered in Redwood City, CA, at the annual Global Philanthropy Forum (GPF) to tackle a range of connected challenges under the rubric of “Human Security, Conflict, and the Responsibility to Protect.” I caught up with an old friend and social entrepreneur, Juan Dumas, executive director of Fundación Futuro Latinoamericano (FFLA), an NGO based in Ecuador. Juan and his colleagues work closely with a broad range of stakeholders in facilitating peaceful resolutions to natural resource conflicts. Resting on the premise that natural resource management is conflict management, their work prioritizes resolving these disputes in a peaceful manner. In this podcast interview, Juan highlights FFLA’s activities and lists some specific actions funders must take if they wish to make a real difference in supporting efforts to break the links between natural resources and conflict.
Juan was just one of the voices on natural resources, conflict, and human security at the GPF conference. Patrick Alley of Global Witness weighed in on the “resource curse,” Maria Theresa Vargas of Fundación NATURA Bolivia outlined her group’s innovative use of payment for ecosystem services to solve upstream-downstream resource use conflicts, and I commented on the need for donors to fund cross-sectoral efforts to capture the peacebuilding benefits of environmental management.
While they didn’t address natural resource management issues, you can watch plenary session stars Archbishop Desmond Tutu on forgiveness as a reconciliation strategy, Annie Lennox on HIV/AIDS, and Peter Gabriel on the power of the cell phone for social progress.

Peacebuilding Through Joint Water Management
›April 28, 2008 // By Liat RacinThe news is filled with stories of how natural resources—including water—can lead to resentment, unrest, and even violent conflict. But the Good Water Neighbors project, launched by Friends of the Earth Middle East (FOEME) in 2001, seeks to use transboundary water resources as a means to build peace. According to a recently published analysis, the ongoing project, which brings Israeli, Jordanian, and Palestinian communities together to protect their shared water resources, has significantly improved the local water sector and helped build peace at the local level. For instance, two communities, Tulkarem in the West Bank and Emek Hefer in Israel, are now cooperating over olive mill waste issues. Until recently, waste from the Tulkarem olive mills was dumped into the Alexander River, which flows through Emek Hefer to the Mediterranean Sea. Today, thanks to cooperative transboundary management, “the waste from the mills is placed in a truck and taken to Israel for treatment, reducing to a big extent the pollution of the shared water resource.”
