The Global Land Rush: Catalyst for Resource-Driven Conflict?

On May 11, the UN approved new international rules to govern how land is acquired abroad. These Voluntary Guidelines (VGs), the outcome of several years of protracted negotiations, are a response to growing global concern that nations and private investors are seizing large swaths of overseas agricultural land owned or used by small farmers and local communities for food, medicinal, or livelihood purposes. FAO head Jose Graziano da Silva describes the VGs as “a starting point that will help improve the often dire situation of the hungry and poor.”
It’s hard to quibble with the intent of the guidelines. They call for, among other things, protecting the land rights of local communities; promoting gender equality in land title acquisition; and offering legal assistance during land disputes.
Unfortunately, however, any utility deriving from the VGs will be strictly normative. As their name states explicitly, they are purely optional. A toothless set of non-obligatory rules will prove no match for a strategy that is striking both for its scale and for the tremendous power of its executioners.
Oxfam estimates that nearly 230 million hectares of land (an area equivalent to the size of Western Europe) have been sold or leased since 2001 (with most of these transactions occurring since 2008). According to GRAIN, a global land rights NGO, more than two million hectares were subjected to transactions during the first four months of 2012 alone. One of the largest proposed deals – an attempt by South Korea’s Daewoo corporation to acquire 1.3 million hectares of farmland in Madagascar – failed back in 2009. Still, even larger investments are being planned today, including a Brazilian effort to acquire a whopping six million hectares of land in Mozambique to produce corn and soy (Mozambique offered a concession last year).

Tobias Feakin on the Debate in Europe About Climate Change and the Military
›“We established [the Climate Change Security Program] as a methodology of exposing the defense community in the U.K. and Europe to some of the more nuanced security debates that are going on around climate change, environmental change, and resource shortages,” said Tobias Feakin, senior research fellow at the Royal United Services Institute for Defense and Security Studies (RUSI) in an interview with ECSP.
What they found when they first approached the U.K. defense establishment in 2006, was surprising. “They opened [that] door wide open and said, ‘actually, you know what, we’ve been looking at this, we’ve been concerned about this for a long time, and we’ve already started including it in our long-term planning and strategic thinking.’”
“One of the reasons that the defense community has been looking at this issue is that they have a longer-term vision, if you like, than other departments,” Feakin said. “They have to think about procurement decisions which are going to be stretching out…up to 30 years into the future, so there are bigger demands on them to be thinking about these kinds of strategic issues.”
Feakin co-authored International Dimensions of Climate Change, a 2011 report for the British government which highlights the security threats and challenges, both internal and external, that the U.K. will face as result of climate change.
While the defense community acknowledged the need to include climate change in their planning processes, members of the policymaking community expressed concern that they did not, “have enough detailed understanding of what this [climate change] is going to mean in a security paradigm,” said Feakin. To meet that need, RUSI has been conducting regional and country-based studies in order to determine how things might play out.
Dialogue on the issue has transcended Great Britain and is now taking place among member states of the European Union, although Feakin notes that, “there’s perhaps more hesitancy in terms of framing the debate in the security paradigm and perhaps a slight perception that it might be leading us down the wrong path when mitigation efforts should be at the top of the order of play.”
Despite these ongoing debates, Feakin believes that the security aspect of climate change helps to “make a comprehensive case that we have a situation that does have to be dealt with and there are going to be multiple players in that.” Efforts to address climate change will be civilian-led, but the defense community will play an important supporting role in the future, he said.
“It’s something we have to plan for and we will be part of the response.” -
Impressions of London’s Global Change Conference
›April 11, 2012 // By Wilson Center StaffThe ECSP delegation to the 2012 Planet Under Pressure conference in London kept a keen eye on discussions of population and demographic dynamics during plenary and breakout sessions. And while the European frame of these topics resembles a much more open discussion of population pressures, presentations repeatedly looked at a broad suite of development challenges, avoiding the urge to elevate one challenge over another.
Out of the hundreds of panels during the week, we counted four that explicitly addressed population (one was hidden in the “Climate Compatible Development” program).
We polled a few participants on their take-aways from the conference, including Bishnu Upretti of the Swiss National Centre of Competence in Research (above). Upretti’s focus is on South Asia, where water and food insecurity, poverty, population, and political tensions – all of which fit under the conference’s broad “global change” heading – are major issues. He came away with an overall positive impression, particularly in the conference’s potential as input for the upcoming Rio+20 UN Conference on Sustainable Development.
But some were not so optimistic about the overall global picture. “It’s all been a bit of a failure really,” said Chris Rapley of University College London on environmental change (below). “Humanity has proved itself incapable either of believing it, or even…getting a grip on the impact that it’s having on the planet.”
Though upbeat about progress in the natural sciences, Rapley argued that without better defining and communicating the consequences, threats, and risks at play, other political and economic concerns will continue to trump the climate and environment concerns.
“We can talk…in very general terms, but to both people and politicians and business people – all three parts of society that have to work together…really coherently to solve this problem – that sort of rather vague ‘gosh it looks a bit gloomy down there but we can’t tell you precisely what’s going to happen’ doesn’t cut the ice,” he lamented.
A Bridge Too Far?
At a conference like this, where topics are wildly diverse and overwhelming, distilling an easy narrative is difficult. Planet Under Pressure was a dizzying collection of natural scientists, inventors, students, journalists, professors, social scientists, and more. Collecting a group like this can shed light on dynamic and innovative work, not to mention foster collaboration on a tangible scale. However, finding grand solutions to the sheer number of challenges, or pressures, placed on the planet isn’t easy.
Yes, the planet is under pressure and this means the international community needs to talk about sustainability, climate change, and overall development in order to ensure a healthy planet for future generations, but nuanced discussion of difficult topics like population dynamics and human health are still a periphery part of the conversation.
The Planet Under Pressure Declaration – the collaborative statement intended to reflect the key messages emerging from the conference – leaves a lot to be desired in this regard. Sarah Fisher, a research and communications officer at the Population and Sustainability Network, suggested text for the declaration that included mention of population dynamics, including growth, urbanization, aging, and migration, in its framing of sustainable development, as well as explicit reference to the importance of human health and wellbeing.
But the final draft of the declaration was largely devoid of these issues, instead focusing more narrowly on environmental degradation and straightforward natural resource management.
For those looking to bridge the gap between the social and natural sciences, then, the focus shifts to the upcoming Rio+20 summit. The specter of the Earth Summit was tangible throughout the conference. From panels to informal discussions, the message was clear: there’s a lot more to be done.

Youth, Aging, and Governance: A Political Demography Workshop at the Monterey Institute of International Studies
›April 5, 2012 // By Schuyler Null“Demography is sexy – it’s about nothing but sex and death (and migration),” said Rhodes College Professor Jennifer Sciubba at the Monterey Institute of International Studies during a workshop on March 30.
Jack Goldstone of James Madison University, Richard Cincotta of the Stimson Center, and ECSP’s Geoff Dabelko joined Sciubba in a workshop for students and faculty on key developments in political demography. Sciubba and Cincotta were contributors to Goldstone’s recently released edited volume, Demography: How Population Changes Are Reshaping International Security and National Politics.
“Demography is changing the entire economic and strategic divisions of the world,” Goldstone told the room. “We’ve had a 15 year increase in life expectancy just in the last half century,” and today, “90 percent of children under 10 are growing up in developing countries.”
Many countries, said Goldstone, are caught in a difficult race between growth and governance, with governments struggling to provide services and opportunity to their growing populations. This challenge is especially acute in cities, which for the first time in human history are home to the majority of all people.
At the same time, aging is a phenomenon that will affect many developed countries. In the United Sates, the baby boomers are becoming “the grayest generation,” Goldstone said, and similar imbalances between the number of working age people and their dependent elders will soon affect Western Europe, Japan, Korea, Russia, and others.
Re-Examining the Aging Narrative
Some have predicted this “graying of the great powers” will have disastrous consequences for many of the G8, as state pension costs blunt economic growth and innovation, military adventurousness, and global influence, but Jennifer Sciubba presented a case for why fears may be overblown.
When discussing the aging phenomenon in developing countries, many analysts focus too closely on the fiscal environment, argued Sciubba. This creates tunnel vision that ignores the potential coping mechanisms that states have at their disposal. Alliances, for example, are under-accounted for, she said, and closer European Union and even NATO integration could help ameliorate the individual issues faced by aging countries like Germany, France, and Italy.
She also pointed to evidence that the developing world’s declining fertility may be have been “artificially depressed” by large proportions of women that delayed pregnancy starting in the 1990s. But now the average age of childbearing has stopped rising. The UN total fertility rate projections for industrialized states for the period 2005 to 2010 was revised upward from 1.35 children per woman in 2006 to 1.64 in 2008 and 1.71 in 2010.
This brings into focus a key leverage point for many developed countries that is not often discussed in traditional conversations about aging: making the workplace friendlier for women. Offering money to couples to have children does not work, said Sciubba – women do not make a simple monetary cost-benefit analysis when they decide to have children. Much more likely is a calculation about the cost to their professional career. Therefore, instituting more liberal leave policies and making it harder for employers to fire both men and women for taking maternity or paternity leave is more likely to have a real impact on fertility rates.
The growing efficiency – and retirement age – of today’s workers can blunt the effect of older workforces on developed economies, said Sciubba. And the stability, strong institutions, and legal protections for innovation are all advantages that will continue to attract the best and the brightest from developing countries.
The competing phenomena of aging in the developed world and continued growth in the developing – which some have dubbed the “demographic divide” – will likely make immigration a very important, possibly friction-inducing issue in the coming decades. Goldstone pointed to the challenges Europe is having today coping with immigrants from North Africa and the Middle East as a possible harbinger of things to come.
Applying Demographic Theory: The Age Structural Maturity Model
While many regions will continue to experience population growth for the next two decades, including sub-Saharan Africa, the Middle East, and parts of East and South Asia and Latin America, the overall global trend is towards older populations. This is good news for democracy, according to Richard Cincotta.
Cincotta, who consults with the National Intelligence Council on demographic issues, explained his “age structural maturity” model, which finds a historical correlation between the median age of countries and their Freedom House scores (an annual global assessments of political rights and civil liberties). Older populations tend to have more liberal regimes, while the opposite is true in younger populations. Combining this model with demographic projections, one can predict when it will become likely for democracy to emerge as a country ages. Before the Arab Spring – to some disbelief at the time – Cincotta used the model to predict that Tunisia would reach a 50/50 chance of achieving liberal democracy in 2011 (see more on this in his posts about Tunisia and the Arab Spring).
For those youthful countries that do achieve some level of liberal democracy, the model predicts they have a high likelihood of falling back towards authoritarianism (Mali is a tragic recent example).
This model, said Cincotta, can be a useful tool for analysts to challenge and add to their assessments. For example, it paints a bleak picture for democracy in Afghanistan (median age 16.6 years old), Iraq (18.5), or Yemen (17.7) and a comparatively rosier one for Tunisia (29.8), Libya (26.1), and Egypt (25.0). Some other observations may useful as well: no monarch has survived without some limits of power being introduced after countries reach a median age of 35, and military rulers too never pass that mark.
The age structural maturity model is, however, not perfect, Cincotta said. The most common outliers are autocracies (Freedom House score of “not free”) and partial democracies (“partly free”) with one-party regimes (China, North Korea), regimes led by charismatic “founder figures” (Cuba, Singapore), or those that where the regime is either supported or intimidated by a nearby autocratic state (Belarus).
Like all analyses, the model has its limitations, said Cincotta, but if used as a tool to generate “alternative hypotheses,” it can help predict dramatic political changes, like the Arab Spring. The research also suggests that the “third wave” of democratization is not over and will in fact continue to expand as countries with younger populations mature.
In conclusion, the panelists recommended the students find ways to include political demography in their work moving forward. “Consider it an alternative tool that may be useful,” said Geoff Dabelko. Policymakers today are overburdened with information and conventional analyses can sometimes become stuck in familiar lines of thought – demography can supplement these or shake them up by providing alternative narratives.

Natural Resource Management, Climate Change, and Conflict
›In Climate Change and Conflict: Lessons From Natural Resource Management, a new report from the Danish Institute for International Studies, authors Mikke Funder, Signe Marie Cold-Ravnkilde, Ida Peters Ginsborg, and Nanna Callisen Bang, review literature on how natural resource management, climate change, and conflict interact on the local, national, and transboundary levels, from which they offer lessons for development policymakers and programmers. Since natural resource management is “strongly related” to how climate change and conflict interact, they write, a better understanding of how natural resource management has taken conflict prevention and resolution into account would benefit development work aimed at mitigating climate change’s “multiplier effect” on conflict. Recommendations include working on as local a level as possible; working with and strengthening existing customary and legal conflict resolution frameworks; and coordinating development efforts across sectors so that policymakers and programmers can minimize the risk of unintentionally causing or aggravating conflict.
In his March 2012 Transatlantic Academy paper, “The Geostrategic Implications of the Competition for Natural Resources: The Transatlantic Dimension,” François Heisbourg analyzes the strategic implications of emerging trends affecting the global energy marketplace, including climate change and scarcity. Whereas Europe and the United States shaped energy markets in the 19th and 20th centuries, respectively, there is no comparable leader in the 21st century marketplace, writes Heisbourg, nor is it clear that one will emerge. Instead, there will be a growing number of influential countries, like Brazil, India, and China, that will have an impact as both consumers and producers. That said, the Persian Gulf will remain geopolitically important given its dominance of the oil market, giving reason for the United States, Europe, India, and China to actively pursue cooperation in the Gulf in order to minimize the risk of future energy crises, Heisbourg concludes. -
New UNEP Climate Report Says Women Face “Disproportionately High Risks”
›December 8, 2011 // By Brenda ZuluA new United Nations Environment Programme (UNEP) report, Women at the Frontline of Climate Change: Gender Risks and Hopes, released at COP-17, says that women, particularly those living in mountainous regions in developing countries, “face disproportionately high risks to their livelihoods and health from climate change, as well as associated risks such as human trafficking.”
Droughts, floods, and mudslides are affecting a growing number of people worldwide, in part because of climate change, but also because population growth is highest in some of the most vulnerable areas of the world. For example, in the 10 years from 1998-2008, floods affected one billion people in Asia, but only four million people in Europe.
According to UNEP, women often bear the brunt of such disasters: “In parts of Asia and Africa, where the majority of the agricultural workforce are female, the impacts of such disasters have a major impact on women’s income, food security, and health,” as they are responsible for about 65 percent of household food production in Asia and 75 percent in Africa. In addition, they are often more likely than men to lose their lives during natural disasters.
UNEP Executive Director Achim Steiner said in a press release that “women often play a stronger role than men in the management of ecosystem services and food security. Hence, sustainable adaptation must focus on gender and the role of women if it is to become successful.”
“Women’s voices, responsibilities, and knowledge on the environment and the challenges they face will need to be made a central part of governments’ adaptive responses to a rapidly changing climate,” he added.
Investing in low-carbon, resource-efficient green technologies, water harvesting, and alternatives to firewood could strengthen climate change adaptation and improve women’s livelihoods, says UNEP.
“If Insufficient, Family Planning Funds Should Be Scaled Up”
UNEP spokesperson Nick Nuttall said in an interview that there are wide differences between how people consume natural resources, with North Americans and Europeans consuming far more than someone in a developing country. We should move toward more efficient use of natural resources, make the transition to a low-carbon economy, and scale up renewable energies, which can reduce demand for fossil fuels to meet economic growth and population increases, he said.
Asked whether climate change funds should therefore support family planning, Nuttall said the UN supports the right of couples and women to choose the size of their families and that many UN agencies and NGOs provide that support already.
But, he said, “there are funds available for family planning and, if insufficient, they should be scaled up to meet the demands and requests of developing countries. Given that this is an issue far wider than climate change, these existing funding streams should be where the financial support comes, rather than from a climate fund.”

Food Security, the Climate-Security Link, and Community-Based Adaptation
›In “The Causality Analysis of Climate Change and Large-Scale Human Crisis,” published in last month’s Proceedings of the National Academy of Sciences, authors David Zhang et al. write that changes in food supply are key indicators for the likelihood of climate change-induced conflict. Adding to the debate on the links between climate and conflict, the authors write that their purpose was to discover the specific causal mechanisms behind the relationship by analyzing various climate- and crisis-related variables across several periods of peace and conflict in pre-industrial Europe. They found that “climate-induced agricultural decline,” as opposed to resource scarcity caused by rapid population growth, was the clearest indicator of impending crises. “Malthusian theory emphasizes increasing demand for food as the cause,” write the authors, “whereas we found the cause to be shrinking food supply” – a distinction with “important implications for industrial and postindustrial societies.”
In “Using Small-Scale Adaptation Actions to Address the Food Crisis in the Horn of Africa: Going beyond Food Aid and Cash Transfers,” published in Sustainability, authors Richard Munang and Johnson Nkem advocate for community-based adaptation programs to increase resilience to food crises in the Horn of Africa. “Given that hunger and poverty are concentrated in rural areas,” the authors write, “targeting local food systems represents the single biggest opportunity to increase food production, boost food security, and reduce vulnerability.” The authors present a joint UNEP-UNDP adaptation initiative undertaken in Uganda as a framework for potential adaptation interventions in the Horn. They conclude that the initiative’s approach – pairing locally-focused sustainable farming techniques with a national-level emphasis on adaptation programs, and upscaling lessons learned from one level to the other – “will increase local buffering capacity against droughts, make communities more independent from direct aid, etc., build resilience and improve livelihoods overall.” -
Twin Challenges: Population and Climate Change in 2050
›With global population reaching 7 billion, a lot of attention has been paid to the question of how to sustainably support so many people, much less the 9 billion expected by 2050, or the 10 billion possible by 2100. Add in the environmental variability projected from climate change and the outlook for supporting bigger and bigger populations gets even more problematic. Two new maps – one by the Population Reference Bureau (PRB), the other by McGill University PhD candidate Jason Samson – show how the world might change over the next 40 years in the face of these twin challenges.
Nine Billion in 2050
PRB’s map, built using their DataFinder tool, shows the world in 2050 in terms individual country growth rates between now and then. Japan, Russia, and countries in Eastern Europe are set to grow more slowly than anywhere else, and some of that group will actually shrink by 10 to 20 percent of their current size. Western, Central, and Eastern Africa will be home to the highest increases. Niger’s 2050 population is expected to be 340 percent its 2011 size – the largest growth of any country.
The map is based on country-level data pulled from a number of sources: the UN Population Division’s latest “World Population Prospects,” the UN Statistics Division’s “Demographic Yearbook 2008,” the U.S. Census Bureau’s International Database, and PRB’s own estimates. It’s unclear what numbers come from which sources, though it is clear that PRB’s 2050 estimates span the UN’s range of medium, high, and constant-fertility variants. In spite of these variations, none of PRB’s estimates come anywhere near the UN Population Division’s low variant estimates.
PRB’s map, echoing its 2011 World Population Data Sheet, shows a world where sub-Saharan Africa will bear the brunt of population growth. The average country in Africa in 2050 is projected to be slightly more than twice its 2011 size; the average European country is expected to barely break even. Africa is home to more countries whose populations are estimated to least double (34) or triple (4) than any other continent. Europe, meanwhile, is home to more countries whose populations will stagnate (8), or even shrink (19), than anywhere else. Interestingly, the Caribbean is a close second in terms of countries whose populations are projected to stay the same (seven to Europe’s eight), and Asia is second to Europe in terms of countries whose populations are projected to shrink (Georgia, Japan, Armenia, South Korea, and Taiwan).
More People, More Climate Change, More Vulnerability
Samson’s map takes on the same time period but projects where people will be most vulnerable to the effects of climate change. Since his map takes into account population growth (measuring where people are most vulnerable, remember), unsurprisingly, Africa, the Middle East, Southeast Asia, and central South America are covered in bright red dots, indicating high vulnerability. Conversely, North America, Europe, and much of Central Asia are in shades of blue.
Samson built his index using four environmental predictors – annual mean temperature, mean temperature diurnal range, total annual precipitation, and precipitation seasonality – taken from WorldClim’s 2050 forecasts, and 2005 sub-national population data from Columbia’s Center for International Earth Science Information Network. In spite of the sub-national population data, Samson makes a point to justify his use of supranational climate data in order to best reflect “the scale at which climate conditions vary.” He writes that localized issues like urbanization and coastal flooding “are probably best investigated with targeted regional models rather than by attempting to modify global models to include all factors of potential regional importance.”
Samson’s research shows that, generally, people living in places that are already hot will be more vulnerable to climate change over time, while people in more temperate climates will feel a negligible impact. Though he projects the largest real temperature changes will happen in temperate climates like North America and Europe, the comparatively smaller changes in Africa, the Middle East, Southeast Asia, and central South America are expected to have a greater impact because those regions are already very hot, their natural resources are stressed, and they are expected to bear the brunt of population growth over the next few decades.
These findings reflect a disparity between those responsible for climate change and those bearing the brunt of it, which, although not surprising, “has important implications for climate adaptation and mitigation policies,” said Sampson, discussing the map in a McGill press release.
Sub-National Data “Present a Very Different Picture”
Though they offer a useful approximate glimpse at what the world might look at in 2050, both of these maps fall prey to over-aggregation. By looking at national rather than sub-national data, we miss how nuanced population growth rates can be within a country. Stimson Center Demographer-in-Residence Richard Cincotta wrote in a recent New Security Beat post that “national level comparisons of total fertility rates tend to communicate the false impression of a world with demographically homogeneous states.” Sub-national data, including differences between urban and rural areas and minority-majority fertility rates, “present a very different picture.”
And that difference matters. When it comes to looking at how population interacts with other issues, like the environment, poverty, and conflict, the importance of a sub-national approach becomes evident. In its 2011 data sheet, PRB writes that “poverty has emerged as a serious global issue, particularly because the most rapid population growth is occurring in the world’s poorest countries and, within many countries, in the poorest states and provinces.”
Edward Carr, an assistant geography professor at the University of South Carolina currently serving as a AAAS science fellow with USAID, argues that national-level data obscures our ability to understand food insecurity as well. The factors that drive insecurity “tend to be determined locally,” writes Carr in a post on his blog, and “you cannot aggregate [those factors] at the national level and get a meaningful understanding of food insecurity – and certainly not actionable information.”
The same is true when it comes to climate vulnerability. In a report from The Robert S. Strauss Center’s Climate Change and African Political Stability Program, authors Joshua Busby, Todd Smith, and Kaiba White write that “research announcing that ‘Africa is vulnerable to climate change,’ or even ‘Ethiopia is vulnerable,’ without explaining which parts of Ethiopia are particularly vulnerable and why, is of limited value to the international policy community.”
“It is of even less use to Africans themselves, in helping them prioritize scarce resources,” add Busby et al.
Understanding the joint problems of climate change and population growth on a global level helps frame the challenges facing the world as it moves toward 8, 9, and possibly 10 billion. But knowing the ins and outs of how these issues interact on a local level will be a necessary step before policymakers and others can hope to craft meaningful responses that minimize our vulnerability to these challenges over the coming decades.
