New Paper Says Longer-Term, Innovative Approach to Security Analysis Needed to Address Climate Change Threats
›May 1, 2008 // By Rachel WeisshaarClimate change will create hard security problems—including increasingly frequent and severe natural disasters, pandemic disease, desertification, and mass migration—but these challenges will not have hard security solutions, argues Nick Mabey in Delivering Climate Security: International Security Responses to a Climate Changed World (subscription or purchase required), a policy paper published by the Royal United Services Institute for Defence and Security Studies. Instead, policymakers, NGOs, the private sector, and the security community will need to develop nontraditional, innovative policies and programs to mitigate these threats.
Mabey, who served as a senior adviser in the UK Prime Minister’s Strategy Unit before becoming founding director and chief executive of E3G, an NGO working on sustainable development, thoughtfully outlines the security challenges that many previous reports on climate security (including by the CNA Corporation and the Center for Strategic and International Studies and the Center for a New American Security) have discussed. But he also examines several less frequently mentioned risks. For instance, he warns that some countries will try to use the need for renewable energy as a cover for obtaining nuclear technology for military purposes. Mabey argues that the development and dissemination of less risky energy technologies is the best way to prevent the proliferation of nuclear weapons.
In addition, Mabey notes, if the international system fails to address the threat of climate change effectively, its legitimacy will be undermined, and it will find it more difficult to resolve other global threats.
Mabey also calls our attention to the critical role that the environment plays in post-conflict reconstruction and peacebuilding efforts. Strategic planners developing 10-15-year security strategies for Afghanistan based on sustainable livelihoods must take climate change into account. Attempts to use a “hearts and minds” strategy against Islamist extremism may fall short as higher temperatures and lower rainfall dry up some of the main sources of jobs for young men in the Middle East and North Africa. In addition, Mabey notes, terrorists are likely to use climate change to feed existing grievances; Osama bin Laden has already spoken several times on climate change’s unequal impacts on different parts of the globe.
“Information on present and future serious climate security impacts is as good, if not better, than other information routinely used in security planning and assessment,” asserts Mabey. Therefore, he argues, the security community has no excuse for not planning for the worst-case climate change scenarios, just as it plans for the worst-case terrorism and nuclear weapons proliferation scenarios. Yet Mabey believes the international response to climate change so far has been “slow and inadequate.” He urges nations and international institutions to devote far greater resources to addressing the myriad threats it will pose to political stability and human well-being. -
Climate Change and the DoD
›Global climate change is extremely complex, and the potential responses to it are equally complicated, involving efforts to both mitigate and adapt to a changing climate. These efforts will require domestic, regional, and global leadership—and, most certainly, U.S. leadership. The Department of Defense (DoD) is the largest producer of greenhouse gases within the U.S. federal government and will therefore need to be heavily involved in any U.S. response to climate change. Typically, the DoD explores future U.S. national security interests and strategy in congressionally mandated Quadrennial Defense Reviews (QDRs). However, the current QDR (2007) does not address climate change, so I have taken the liberty of crafting an article, “Climate Change, National Security, and the Quadrennial Defense Review: Avoiding the Perfect Storm,” that addresses climate change in a QDR-like manner. If you want the DoD’s attention, you must speak their language.
The 2007 QDR groups potential international security challenges into four broad categories: traditional, irregular, disruptive, and catastrophic. Traditional challenges to U.S. interests require employing military forces in conventional activities to prevent military competition and conflict. Irregular challenges to U.S. national security can come from state and non-state actors employing asymmetric tactics (such as terrorism or insurgency) to counter U.S. strengths. Disruptive challenges include situations where competitors employ revolutionary technologies or methods that might counter or negate current U.S. military advantages. Finally, as defined by the March 2005 National Defense Strategy of the United States of America, catastrophic challenges encompass terrorists or rogue states employing weapons of mass destruction (WMD) or other methods producing WMD-like effects against U.S. interests. In my article, I classify several climate change-driven security threats into the four categories employed by the QDR. If several of these threats happened concurrently, they could create a “perfect storm” with cataclysmic results.
The DoD can help avert this perfect storm, but to do so, it must act quickly, decisively, and comprehensively to achieve what I call “sustainable security.” This involves integrating the democratic peace theory with the core principles of sustainability. Let me briefly explain these two ideas. The democratic peace theory is based on the presumption that democracies do not fight with each other because they share certain pacifying characteristics (e.g., democratic governments, membership in international organizations, economic interdependence) that encourage them to resolve conflicts peacefully. The core principles of sustainability have been described as the 3 Es: equity, economics, and environment. However, I have modified them for my argument; my modified 3 Es are: social/ecological equity, ecological economics, and environmental security. (Additional detail on how the DoD can work toward sustainable security is provided in my article.)
U.S.—including DoD—efforts to achieve sustainable security will enhance “freedom, justice, and human dignity” around the world, “grow the community of democracies,” increase global stability, prosperity, and security, and make it possible for the international community to “avoid the unmanageable and manage the unavoidable” consequences of climate change. Some may consider my proposal a pipe dream. But in solving the biggest security threat of them all, dreaming big is not a luxury—it is a necessity.

U.S. Military Must Respond to Climate Change’s Security Threats, Argues Air University Professor
›April 1, 2008 // By Wilson Center Staff“Africa is especially vulnerable to climate change, with many African states already suffering varying degrees of famine and food scarcity. Climatic changes could push these states toward failure and collapse,” writes John T. Ackerman in “Climate Change, National Security, and the Quadrennial Defense Review: Avoiding the Perfect Storm,” published in the Spring 2008 Strategic Studies Quarterly. Ackerman argues that climate change could cause a large-scale breakdown of natural ecosystems, which could destabilize or collapse weak, impoverished states. Terrorist organizations operate most effectively in weak or failed states, so it is clear that climate change poses serious traditional security threats, in addition to nontraditional ones.
Ackerman asserts that climate change could cause four varieties of security challenges: traditional, irregular, disruptive, and catastrophic.- Traditional challenges—which the U.S. military is currently best-equipped to address—include droughts, floods, and heat waves, which are set to increase in frequency and severity.
- Irregular challenges are nonlinear, and their timing or severity is therefore often unexpected. Examples include ocean acidification; mass migration due to environmental causes; and the unintended negative side-effects of geo-engineering schemes to mitigate climate change (such as installing 50,000 reflective mirrors above the atmosphere to deflect incoming sunlight).
- Disruptive challenges threaten or eliminate the United States’ and other developed countries’ advantages. Examples include famine, changes in water quality or quantity, and pandemic disease.
- Catastrophic challenges include melting ice caps, mass extinctions, and state failure. The archetypal catastrophic challenge among the U.S. traditional security community is terrorists’ use of weapons of mass destruction (WMD) against the United States. Ackerman believes a one-to-eight meter rise in sea level (resulting from the partial or complete melting of the polar ice caps) or a temperature rise exceeding 1.5 – 2.5 degrees Celsius (which could cause widespread plant and animal extinctions) could produce comparable harm to the United States as a WMD attack.
Taking a reasoned and critical eye to current U.S. military thinking, Ackerman urges the Department of Defense (DoD) to “embrace a broader conception of security that incorporates environmental and climate concerns, focuses on the long-term, and emphasizes sustainability.” He calls this broader conception “sustainable security.” More generally, he argues that “all activities using US instruments of power [must] be unified to create sustainable security by peacefully spreading democracy, encouraging economic cooperation, and leveraging the cooperative functions of international organizations.”
The DoD receives the largest share of the U.S. government’s budget and is the single largest U.S. consumer of energy—although less than 10 percent of the energy it uses is derived from renewable sources. With these realities in mind, Ackerman calls for the DoD to aggressively embrace environmentally sustainable technologies and practices. The DoD possesses enough purchasing power that its new commitment to long-term sustainability could jumpstart the production of environmentally responsible products in both global and domestic markets. “The DoD’s existing approach to the natural environment is shallow and unremarkable,” says Ackerman, mincing no words.
Ackerman also calls on the DoD to be attentive to issues of political and social equity. Many countries that could desperately use U.S. military assistance with infrastructure and basic services projects distrust the U.S. military’s motives. “In sum,” he concludes, “democracy, prosperity, and security cannot counter the long-term threat of climate change without environmental sustainability and social justice.” -

Such an op-ed provides a prime example of how military leaders can play a productive role in advocating for non-military tools that will advance a broader human security agenda. “We understand that the U.S. cannot rely on military power alone to keep us safe from terrorism, infectious disease and other global threats that recognize no borders,” write Zinni and Smith. “We [the United States] must match our military might with a new commitment to investing in improving people’s lives overseas.” -
Kenyan Army Cracks Down on Mount Elgon Militia
›March 11, 2008 // By Rachel WeisshaarThe Kenyan army launched a major assault on the Sabaot Land Defence Force (SLDF) yesterday, said officials. More than 500 people have been killed in land clashes involving the SLDF over the past year and a half, including 13 last week.
According to the International Crisis Group, the SLDF, which is based in the Mount Elgon region of western Kenya, is one of the strongest and best-armed non-state groups in Kenya. It comprises members of a Kalenjin sub-clan who believe the government’s Chebyuk Settlement Scheme, which redistributed land in the area, was unjust and should be nullified.
The crackdown—involving hundreds of soldiers and five helicopters—is unusual because Kenyan governments have largely avoided addressing the incendiary issue of land reform. -

›February 22, 2008 // By Wilson Center StaffIn Dead Water, a report released today by the UN Environment Programme, warns that pollution, overharvesting, invasive species, and climate change pose grave threats to the world’s fisheries and coral reefs. “Fishing for a Secure Future,” a recent meeting series hosted by the Wilson Center’s Environmental Change and Security Program (ECSP), examined the many challenges facing fisheries—as well as potential solutions.
U.S. officials might have taken more aggressive steps to combat climate change at the recent UN climate change conference in Bali had the Pentagon pressured them more forcefully, argue John Podesta and Peter Ogden in a Financial Times op-ed. According to Podesta and Ogden, climate change will threaten the U.S. military’s ability to effectively perform many of its duties, including responding to natural disasters and stabilizing fragile states.
“While governments continue to rely on the military as a preferred tool of security policy, the nature of many of the world’s intractable conflicts suggests severely misplaced priorities. Research suggests that among the underlying reasons for many tensions today are competition over lucrative resources and the repercussions from environmental degradation,” writes the Worldwatch Institute’s Michael Renner, who argues that UN peacekeeping forces, if given sufficient funds, could do a better job calming unstable regions than militaries. Renner also discussed environment-conflict links at the Wilson Center in June 2007.
Mongolians are moving from the steppes to cities in record numbers, and climate change is one of the drivers of this migration, reports National Geographic. “Reign of Sand,” a multimedia report by the Wilson Center’s China Environment Forum and water NGO Circle of Blue, explores how desertification is threatening Inner Mongolians’ traditional livelihoods.
A report by the Population Council examines the impact of the Partners for Food Security project, which aimed to reduce the food insecurity of HIV-infected households in Tororo, Uganda, by fostering collaboration among agricultural, health, and economic development organizations. According to the report, “the coordination of agricultural extension and HIV/AIDS education and awareness can enhance the outcomes of both sets of activities.” -
Niger Delta Violence Requires Comprehensive Solution, Says Nigerian Senator
›February 21, 2008 // By Rachel WeisshaarNigerian Senator David Dafinone argued yesterday that the Nigerian government should abandon plans to allocate 444.6 billion Nigerian nairas in the 2008 budget to security in the conflict-ravaged Niger Delta. “Dedicating such huge amount to policing the Niger Delta will be counter productive because resentment of the state and the oil companies by the people will continue to deepen,” said Dafinone, who hails from the Delta. “There is urgent need to reorder the political, social and economic development of the Niger Delta,” he continued. “The root cause of the crisis in the region remains the denial of the peoples’ right to land and its content.”
The University of Bradford’s Kenneth Omeje calls for international efforts to hold the oil industry to standards of social and environmental responsibility and disarm and demobilize all Niger Delta militias and anti-oil combatants. But he emphasizes that “it will require a great deal of international pressure not only to compel the state to participate in a consequential roundtable with oil-bearing communities, but also to secure its commitment to far-reaching, proactive concessions that help meet the aspirations of the Niger Delta’s people.” -
Brazilian Security Forces to Help Curb Amazon Deforestation
›February 20, 2008 // By Sonia SchmanskiLast month, the Brazilian government announced it would step up measures to combat illegal logging in the Amazon rainforest, including deploying Brazilian soldiers and police officers to regions that have recently suffered heavy deforestation. Last week, it made good on that promise, as Brazilian police confiscated 353,000 cubic feet of lumber from eight illegal sawmills in the state of Para—one of the biggest loads ever seized.
The heightened enforcement follows a recent surge in illegal logging in the Amazon. Despite assurances from President Luiz Inacio Lula da Silva that his administration had implemented successful policies to curb deforestation, 1,250 square miles of rainforest were cleared during the last five months of 2007. (It’s worth noting that this figure, provided by the government, is disputed, and as higher-resolution images become available, some expect it will as much as double.)
This isn’t the first time the Brazilian government has tried to utilize security forces to protect the Amazon. The System for Vigilance of the Amazon (SIVAM) was created more than a decade ago “(a) to monitor human movements and activities and their impact on the Amazon; (b) to increase knowledge about the region’s environment, biodiversity, climate, and geophysicalfeatures; and (c) to protect the Amazon’s environment while promoting local economic development there,” according to Thomaz Guedes da Costa. Several years into the program, he observed that SIVAM’s lack of transparency and failure to involve non-official organizations were seriously hampering its ability to achieve its objectives.
Some environmental experts doubt the new measures will do much to slow the pace of illegal logging in the Amazon. Roberto Smeraldi, head of Friends of the Earth Brazil, told Reuters, “The government raises a red flag with the left hand and chops trees with the right,” referring to the negative impacts of government infrastructure, mining, and landless peasant resettlement projects on the Amazon.
Rainforest destruction has been at the forefront of global discussion lately, with high-profile figures leading the way. In a speech to the European Parliament last week, Prince Charles argued for the creation of a global fund to preserve tropical rainforests, explaining that “in the simplest of terms, we have to find a way to make the forests worth more alive than dead.” International attention has likely put pressure on the da Silva government to undertake heightened measures against illegal forest clearing.
Roberto Mangabeira Unger, a Harvard law professor and Brazil’s new minister for strategic affairs, hopes to use his office to create a plan for Amazonian development that addresses both ecological and economic issues. “The Amazon is not just a set of trees,” he told The New York Times. “It is a set of 25 million people. If we don’t create real economic opportunities for them, the practical result is to encourage disorganized economic activities that results in the further destruction of the rain forest.” A recent Wilson Center event explored the challenges associated with balancing infrastructure development and environmental conservation in the Amazon.
