An Island of Peace in a Sea of Conflict: The Jordan River Peace Park

Eco-Tourism: Kenya’s Development Engine Under Threat
›Africa’s elephants and black rhinos—already at risk—are increasingly threatened as the price of black market ivory rises, global markets contract, and unemployment rates rise. To fight poaching of these tusked animals, Ian Craig, founder of the Lewa Conservancy in Kenya and the brains behind the Northern Rangelands Trust, takes a unique approach to conservation that involves both local community members and high-level government officials, as well as private and public sector investors.
In the 1970s the black rhino population was at about 20,000. Less than three decades later, it had fallen to 200. Today, the population is about 600, of which 79 live in the Lewa Conservancy. The vast regions of Kenya covered by the Northern Rangelands Trust and the Lewa Conservancy are difficult to govern, so the conservancies partner with local communities to ensure the security necessary to protect the animals from poachers. By investing in community institutions, the conservancies create long-term sustainability and self-sufficiency.
But why should local communities—often beset by poverty, disease, and hunger—care about saving elephants or rhinoceroses rather than killing them for their tusks or meat? Revenue from tourism can total hundreds of thousands of dollars, especially because of the high cost and exclusive nature of tourism facilities in the area. This money is then injected back into community programs to improve adult literacy, school nutrition, health care, micro-credit, water and irrigation systems, community livestock and agriculture, and forestry and aquaculture.
In some politically volatile areas, the conservancy serves not only as a platform for ecological security, but also as a mediator of disputes. Where livestock theft is rampant, multi-ethnic anti-poaching teams have been able to act as intermediaries. Community elders and other traditional leaders serving on the conservancies’ boards have bi-annual meetings to further intra- and inter-regional cooperation. Along with regular managerial and council meetings, the board meetings set standards for good practices, open dialogue for policymaking and cooperation, and act as a unique platform for communication between different ethnic and regional groups.
Community members understand they have a stake in protecting not only the animals, but in ensuring security and building trust within the country. With its unique combination of local-level engagement, the cooperation and support of the Kenyan Wildlife Service and the national government, and with the resources available to the conservancies as a group, the Lewa Wildlife Conservancy hopes to create a model of conservation that can be used across Africa and in other at-risk regions.
The future is shaky: ivory prices continue to rise, the migration of animals has facilitated poaching, and small arms are abundantly available. However, the new community-focused approach has helped to create positive attitudes that aren’t just about saving animals, but about developing the nation.

Hot and Cold Wars: Climate, Conflict, and Cooperation
›November 23, 2009 // By Sajid AnwarAt an American University event on his new book, Climate Change and Armed Conflict: Hot and Cold Wars, the Center for Teaching Excellence’s James Lee identified some plausible scenarios that the international community will have to face to adequately and peacefully address the security impacts of climate change.
With the loss of glaciers and normal river flows, international boundaries that have long been determined by these natural barriers will be called into question, Lee said, raising legitimate issues of sovereignty, migration, and land rights. How will countries separated by large glaciers or rivers deal with their more open and easily accessible borders? Will people who depend on these resources migrate into other countries in search of water? How will these changes impact countries that share these resources?
In his presentation, Lee argued that climate change will lead to violent conflict, using the historical record of climate change and conflict to prove his point. But most of the cases cited occurred before the 20th century, and the changes in climate then were much different than what we are now facing.
Today, we live in a world that is truly global in both governance and accountability. Issues such as severe environmental degradation or scarcity can be a factor in conflict within a country, but the potential for climate change to cause an international conflict is not as high as some warn.
There are multiple variables on the causal chain between climate change and conflict that can be addressed now, through national efforts and international cooperation. Countries can start with strong governance initiatives now to ensure that future problems of transboundary water scarcity, migration trends, and border changes do not lead to conflict.
For example, while climate change may lead to water scarcity, declines in agricultural production, and therefore to food insecurity, countries can avoid this outcome by leasing agricultural land in countries that won’t face high levels of water stress.
In addition, countries could avoid future disagreements over territory by negotiating a shared understanding of borders independent of geographic markers such as rivers or glaciers. These and other variables can be addressed now in order to mitigate the risk of future conflicts.
Renegotiating Water, Avoiding Conflict
Uppsala University Professor Ashok Swain, who spoke via Skype, took a different tack than Lee, stating that the links between climate change and conflict lack proper research. He was concerned by the hard security linkages being made with climate change and called for further exploration.
But Swain identified one potential trouble spot: While interactions over shared river systems have been shown to be overwhelmingly cooperative rather than violent, he voiced concern that the changes brought by climate change are not encompassed in the scope of current water-sharing agreements, which could increase the likelihood of conflict, according to Swain.
In the same way that leasing agricultural abroad or negotiating a shared understanding of borders now could help mitigate conflict in the future, so could renegotiating and strengthening current water-sharing agreements to reflect the future effects of climate change.
Cooperation to ensure sustainable access to shared water sources will still be more likely than conflict, simply because it is more cost-effective. If, as Lee writes in his book, climate change will cause a society’s accumulated wealth to decline, then the cost of mitigating the negative effects of climate change by using force to secure a resource would be too high for any nation to pursue.

Today: International Day for Preventing the Exploitation of the Environment in War and Armed Conflict
›November 6, 2009 // By Sajid Anwar“There can be no durable peace if the natural resources that sustain livelihoods are damaged or destroyed,” said UN Secretary-General Ban Ki-moon, in his message today, the 9th annual International Day for Preventing the Exploitation of the Environment in War and Armed Conflict. He called for “Member States to clarify and expand international law on environmental protection in times of war.”
Coinciding with this year’s observance, the United Nations Environment Programme, along with the Environmental Law Institute, released “Protecting the Environment During Armed Conflict: An Inventory and Analysis of International Law,” which finds serious gaps and weaknesses in international law and offers 12 recommendations for the UN and policymakers.
“Destroying and damaging the natural assets and ecological infrastructure of a country or community should be an issue of highest humanitarian concern,” said UNEP Executive Director Achim Steiner in a UNEP press release.
Earlier this year, Steiner spoke at the Wilson Center to launch From Conflict to Peacebuilding: The Role of Natural Resources and the Environment. In a recent ECSP video interview, UNEP’s David Jensen spoke about how post-conflict resource management can be a platform for economic recovery and cooperation. -

We focus much more on how they can support economic recovery, how they support livelihoods, how environment can be a platform for cooperation.”
When conducting its post-conflict environmental assessments, UNEP looks for “entry points using specific hotspots or specific sites that people can really understand and see the linkage between environment and conflict, or between their livelihoods and natural resources,” says Jensen. “We always try to be in the field and demonstrate the value of better resource management” for post-conflict recovery. -
VIDEO: Carol Dumaine on Energy and Environmental Security in the 21st Century
›November 2, 2009 // By Wilson Center Staff“[W]e’re facing unprecedented challenges, literally things that have never happened in the history of human kind, and that should give us some pause… Not only rising temperatures but dramatic changes in precipitation, possibility of millions of people having to be relocated, and challenges to governance on scales that we perhaps haven’t seen before,” says Carol Dumaine, deputy directory of energy and environmental security at the U.S. Department of Energy, in a conversation with ECSP Director Geoff Dabelko.
Dumaine emphasizes that tackling the 21st century’s broad energy and environmental security challenges requires study by experts from a range of fields, including zoology, virology, and information science. To this end, the Department of Energy hopes to leverage its years of investment and research with “the expertise that exists in the private sector and academia and think tanks.”
Looking toward the future, Dumaine identifies global cooperation as key. “The paradigm is a very diffuse, globally distributed risk, and the response must be very diffuse, globally distributed intelligence.” -
Conflict, Cooperation, and Kabbalah: Lessons for Environmental Negotiations

Often during tough negotiations, an “ah-ha” moment transforms the parties’ thinking and enables them to move forward. Recognizing that such moments are also common to many spiritual traditions, Oregon State University Geography Professor Aaron Wolf decided to study several world religions for insights that could be applied to disputes over water resources, and to negotiation processes in general. Although Western cultures tend to view spirituality as a purely private matter—a legacy of the Enlightenment—in a June 3 invitation-only meeting at the Wilson Center, Wolf argued that much of the rest of the world understands spirituality as integrated with all parts of life.
According to Wolf, spiritual traditions can illuminate two aspects of water negotiations:
1. Understanding Conflict- Could addressing the ethical aspect of negotiations supplement the more common focuses on economic development, ecosystem protection, or environmental security, which have shown only partial success?
- How does personal faith impact decision-making; can universal values be more explicitly invoked to facilitate negotiations?
- How does global water management address the spiritual needs of stakeholders?
2. Process Techniques
- Might spiritual transformation have tools or approaches that could improve the difficult dynamics of international environmental negotiations?
- How could the tools of personal transformation—such as guided imagery, prayer, ceremony, silence, and transformative listening—aid the mediation process and/or group dynamics?
Wolf drew parallels between Maslow’s hierarchy of needs (physical, emotional, intellectual, and spiritual), the criteria for water allocations (based on rights, needs, interests, and equity), and the four stages of negotiations (adversarial, reflexive, integrative, and action).

Wolf argued that, while semantics may vary, certain concepts’ universality makes them an effective means of communicating across cultures. For instance, the Jewish mystical tradition of Kabbalah highlights the importance of bringing justice (din) and mercy (chesed) together in a partnership that promotes compassion (rachamim): that is, being partly rooted in one’s own needs while having the ability to recognize and care for the needs of others.
This concept of compassion has an important role in Islam, as well. The Arabic word for reconciliation, musalaha, means that hostilities are ended, honor is re-established, and peace (sulha) is restored in the community. Wolf also stressed the concept of tarrahdin—resolving a conflict without humiliating either party—as key to a sustainable negotiation and peace.
But how to apply these spiritual concepts to real-life negotiations? Wolf suggests that mediators employ transformative listening skills and help parties move from a stance based on rights or needs to one based on interests or equity. Wolf also suggests that instead of being seated across from one another, which is the most adversarial arrangement, parties should be seated side by side, in a manner more reflective of prayer than argument. Another effective technique is structuring introductions so that personal narratives are shared, helping create connections between individuals.
Although the union of spiritual and rational processes is a somewhat foreign concept in the West, Wolf hopes that reaching across cultural divides will lead to the more effective resolution of environmental and other disputes. - Could addressing the ethical aspect of negotiations supplement the more common focuses on economic development, ecosystem protection, or environmental security, which have shown only partial success?

The Indian Ocean: Nexus of Environment, Energy, Trade, and Security
›June 5, 2009 // By Brian Klein“[F]or global trade, global food security, and global energy security, the Indian Ocean is critical,” says Amit Pandya in The Indian Ocean: Resource and Governance Challenges, the most recent addition to the Stimson Center’s Regional Voices: Transnational Challenges report series. “And it remains a stage for the pursuit of the global strategic and regional military interests of all world and regional powers.”
During a launch event on May 21, Pandya—the project director behind the series—sat with Stimson Director Ellen Laipson, Vice Admiral Kevin Cosgriff, USN (Ret.), and East-West Center in Washington Director Satu Limaye to reflect on the report and discuss the myriad challenges facing Indian Ocean states in the maritime resources and governance sectors.
The 21st Century’s “Center Stage”
The Indian Ocean’s international profile has been bolstered by the region’s rising economic prowess and political clout, significant resource wealth, and critical shipping routes—which transport the vast majority of oil leaving the Persian Gulf. Journalist Robert Kaplan recently labeled the region “center stage for the 21st century” because of its importance to global trade and energy, as well as the fact that it hosts the “dynamic great-power rivalry” between India and China.
The Stimson report is divided into two sections: the first comprises several articles written by authors from Indian Ocean littoral states, while the second includes pieces from Pandya and Laipson that analyze and interpret general trends in regional ocean governance.
Ocean Resources, Maritime Security
“In the last half-century, the production of fish and fish products in the Indian Ocean (IO) region has increased tremendously as a result of improvements in fish capture technology and rising demand caused by a growing global population,” write Edward N. Kimani et al. in their article in the report, which examines southwest Indian Ocean fisheries. These trends have precipitated conflict between small-scale artisanal fishers and industrial fishers, in addition to placing enormous pressure on ocean ecosystems. Effective management mechanisms must be implemented in order to address overfishing and its consequences for global food security and ecosystems. (A forthcoming documentary, The End of the Line, takes an in-depth look at overfishing.)
In a similar vein, Mak Joon Num’s contribution, “Pirates, Barter Traders, and Fishers: Whose Rights, Whose Security?”—roundly praised by speakers at the report launch—considers the diverse range of stakeholders operating in the Straits of Malacca and the Sulu Sea. Malaysian trawler fishers, Acehnese pirates, and Filipino barter traders compete to glean their livelihoods from the ocean. All are victims and predators in their own right, Mak Joon Num argues, and climate change, poverty, and a lack of coordinated ocean governance policies exacerbate the present problems of resource scarcity, disputed sovereignty, and unsustainability.
Shifting to the northwestern littoral states of the Indian Ocean, Mustafa Alani presses the case for a comprehensive maritime security compact in the Persian Gulf, which holds more than 30 percent of the world’s known oil deposits. The Gulf Cooperation Council provides the foundational structure for such an agreement, which would likely comprise several levels of cooperation, ranging from “soft security”—managing fishing and environmental degradation, search-and-rescue coordination, and marine transport—to “strategic security”—coordinating naval exercises and anti-terrorism operations.
Questions of Governance
In order to address these challenges, concerned states must put forth “more effort at the national level to integrate civilian and military aspects of maritime policy,” Laipson concludes in the report’s final lines. “We also need a fresh look at the regional and international levels to ensure that governance of the maritime realm strives to manage the complex interplay of human and natural activity and to maintain the Indian Ocean as a sustainable zone for commerce, energy, security, and peace.”
Population: A Missing Factor?
While the report does an excellent job of illuminating the resource and governance challenges in the Indian Ocean, it fails to substantively consider one factor that will have a profound influence on all others: population growth. Burgeoning populations in Indian Ocean states will have considerable consequences for resource management, governance, poverty, and security in the region, particularly in relation to migration, human trafficking, overfishing, and ecosystem health.
