Improving Food Security Through Land Rights and Access to Family Planning
›“In a future world affected by climate change, population growth is one lever that can be addressed to ameliorate the impacts of climate change, particularly in the area of food security,” write Scott Moreland and Ellen Smith in “Modeling Climate Change, Food Security, and Population,” a recent study for MEASURE Evaluation and USAID. Moreland and Smith combine demographic changes, food needs, and economic capacity into a single aggregate model to assess how family planning and climate change might affect food security from now until 2050. Using Ethiopia as an example, the model finds that if access to family planning services were increased to meet existing needs, the subsequent decrease in demand for food would reduce child malnutrition and effectively counteract a projected 25 percent shortfall in caloric availability from climate change’s impact on agriculture. Programs designed to increase access to family planning should therefore be incorporated into national adaptation and food security strategies, they conclude. “Family planning, especially in countries with high unmet need, provides a potential solution not only for women’s reproductive health, but also for adapting to the effects of climate change.”
The Food and Agriculture Organization’s Committee on World Food Security recently endorsed a set of voluntary guidelines for land tenure governance in the context of food security that aims to strike a balance between encouraging productive investment and ensuring equitable and sustainable development. Population growth, climate change, and environmental degradation are putting pressure on the legal and cultural systems that govern land rights, resulting in “inadequate and insecure tenure rights” which can “increase vulnerability, hunger and poverty, and can lead to conflict and environmental degradation when competing users fight for control of these resources.” The guidelines, drawn from consultations with hundreds of people from both the private and public spheres and representing more than 130 countries, emphasize the need to safeguard access to land, fisheries, and forests – as well as the resources they provide – in a way that respects customary tenure systems, which are not always reflected in official tenure policies or records. They also emphasize strengthening the ownership rights of women and other traditionally marginalized groups in order to enhance food security and minimize the risk of instability and conflict in the future. -
Avoiding Adding Insult to Injury in Climate Adaptation Efforts
›Climate change is expected to produce winners and losers – for example, melting ice-caps may open up new economic opportunities for Greenland at the same time as sea-level rise threatens Asia’s bourgeoning coastal mega-cities. The same can be said about plans to address climate change, from both the mitigation and adaptation perspectives. A special issue of Global Environmental Change, “Adding Insult to Injury: Climate Change, Social Stratification, and the Inequalities of Intervention,” takes on this topic, with two case studies providing particularly compelling evidence.
Betsy Beymer-Farris and Thomas Bassett argue in their contribution, “The REDD Menace: Resurgent Protectionism in Tanzania’s Mangrove Forests,” that efforts to ensure REDD readiness in Tanzania have placed local communities at risk of forced evictions, shattered livelihoods, and persecution by both the state and conservation community. Contrary to dominant narratives that “portray local resources users, the Warufiji, in negative terms as recent migrants who are destroying the mangrove forests,” the authors say that they in fact depend upon “allow[ing] the mangroves to regenerate naturally while preparing new rice fields.” “To carbon traders, however, an uninhabited forest greatly simplifies the logistical tasks of monitoring and paying for ecosystem services,” assert the authors. This has resulted in declaration of local communities as squatters, illegally invading the forest. Government officials have repeatedly voiced threats of eviction. As well as increasing the potential for social tension, the study concludes that, “it is difficult to reconcile Tanzania REDD’s participatory and benefit sharing goals with the rhetoric, practices, and plans of the Tanzanian state.”
In “Accessing Adaptation: Multiple Stressors on Livelihoods in the Bolivian Highlands Under a Changing Climate,” Julia McDowell and Jeremy Hess present evidence about how specifically-tailored adaptations to climate change risk increasing vulnerability to a complex web of other, less obvious stressors. The study draws evidence from the livelihoods of historically marginalized indigenous farmers in highland Bolivia. The authors, who see “adaptation as part of ongoing livelihoods strategies,” use the case to “explore the tradeoffs that households make when adjustments to one stressor compromise the ability to adjust to another.” For instance, socio-economic stressors have forced many farmers to more closely couple their livelihoods with the market economy by growing more cash crops, intensifying land use, participating in off-farm laboring, and relying on irrigated agriculture. However, the shift to more market-orientated livelihoods has also increased their sensitivity to climatic stress. “As stressors compounded, the ability to mobilize assets became constrained, making adaptation choices highly interdependent, and sometimes contradictory,” the authors write. Avoiding these sorts of lose-lose situations, requires “ensuring sustained access to assets, rather than designing interventions solely to protect against a specific stressor.” -
Loaded Dice and Human Health: Measuring the Impacts of Climate Change
›In a new article in the Proceedings of the National Academy of Sciences (PNAS), “Insights From Past Millennia Into Climatic Impacts on Human Health and Survival,” Anthony McMichael compares scientific literature that reconstructs past climates with epidemiological research and comes away with more than a dozen examples of the influence of climate on human health and survival. “Risks to health [as a result of climatic change] are neither widely nor fully recognized,” McMichael writes, but “weather extremes and climatic impacts on food yields, fresh water, infectious diseases, conflict, and displacement” have led to human suffering across the centuries. Some of the literature reviewed, for instance, links the Younger Dryas (a several centuries long period of cooling) to hunger in the Nile Valley between 11,000 and 12,000 years ago, climatic shifts that expanded the range of disease carrying rats and fleas to the “Black Death” during the mid-1400s, and unusually strong El Niño events to a series of late Victorian-era droughts during the late-1800s.
“Climate Variability and Climate Change: The New Climate Dice,” a working paper from James Hansen, Makiko Sato, and Reto Ruedy recently submitted to PNAS, uses surface air temperature analysis from the Goddard Institute for Space Studies to examine the impact of global warming on the frequency of extreme weather events. Using measurements from 1951 to 1980 as a baseline, the study finds, first, that the planet has warmed by around half of a degree Celsius since the reference period, and second, that the global area affected by “extreme anomalies” (exceeding three standard deviations from the mean climate) has increased by a factor greater than 10. Affecting approximately 10 percent of global land surface in the last several years, these anomalies, such as the droughts and heat waves observed in Texas in 2011, Moscow in 2010, and France in 2003, “almost certainly would not have occurred in the absence of the global warming,” according to the authors.
The study uses this new evidence about the impact of climate change to update the concept of climate change as a “loading of the climate dice.” Where, the “climate of 1951-1980 [is represented] by colored dice with two sides red for ‘hot,’ two side blue for ‘cold,’ and two sides white for near average temperature,” and the dice themselves represent the chance of observing variations on mean temperature. Under this metaphor, today’s climate is best approximated by a dice with four sides red, one blue, and one white, according to the study.
As for the future, the data suggest that with just one full degree of warming, anomalies three deviations beyond the mean will be the norm, and five deviations beyond the mean will become more likely (the latest IPCC projections suggest between 1.8 and 4.0 degrees Celsius are likely). In essence, the red side of the die are not only multiplying, but becoming much more extreme. To put this into scale, the Moscow 2010 heat wave, an event that exceeded the three deviations mark, coincided with a doubling of the death rate in the Russian capital. -
Natural Resource Management, Climate Change, and Conflict
›In Climate Change and Conflict: Lessons From Natural Resource Management, a new report from the Danish Institute for International Studies, authors Mikke Funder, Signe Marie Cold-Ravnkilde, Ida Peters Ginsborg, and Nanna Callisen Bang, review literature on how natural resource management, climate change, and conflict interact on the local, national, and transboundary levels, from which they offer lessons for development policymakers and programmers. Since natural resource management is “strongly related” to how climate change and conflict interact, they write, a better understanding of how natural resource management has taken conflict prevention and resolution into account would benefit development work aimed at mitigating climate change’s “multiplier effect” on conflict. Recommendations include working on as local a level as possible; working with and strengthening existing customary and legal conflict resolution frameworks; and coordinating development efforts across sectors so that policymakers and programmers can minimize the risk of unintentionally causing or aggravating conflict.
In his March 2012 Transatlantic Academy paper, “The Geostrategic Implications of the Competition for Natural Resources: The Transatlantic Dimension,” François Heisbourg analyzes the strategic implications of emerging trends affecting the global energy marketplace, including climate change and scarcity. Whereas Europe and the United States shaped energy markets in the 19th and 20th centuries, respectively, there is no comparable leader in the 21st century marketplace, writes Heisbourg, nor is it clear that one will emerge. Instead, there will be a growing number of influential countries, like Brazil, India, and China, that will have an impact as both consumers and producers. That said, the Persian Gulf will remain geopolitically important given its dominance of the oil market, giving reason for the United States, Europe, India, and China to actively pursue cooperation in the Gulf in order to minimize the risk of future energy crises, Heisbourg concludes. -
Fourth World Water Development Report Released by UN
›The beginning of last week’s World Water Forum in Marseille also marked the release of UNESCO’s fourth edition of the World Water Development Report. Chief amongst the challenges outlined in the new report are meeting demand from growing population and consumption. Agriculture accounts for 70 percent of water usage, according to the report, and globally we will require 70 percent more food over the next 40 years, introducing the possibility of overtaxing already-stressed water resources – all while adapting to climate change. There are substantial gains to be had in increasing farm-to-table efficiency, especially in developing countries, the authors sagely point out, but the supply challenge remains a huge one.
This year’s edition also adds several new sections, including on women and water. “The crisis of scarcity, deteriorating water quality, the linkages between water and food security, and the need for improved governance are the most significant in the context of gender differences in access to and control over water resources,” write the authors. “These challenges are expected to become more intense in the future.”
The integrated nature of today’s water issues is a highlight throughout the report. “Accelerated change” will create new threats and “interconnected forces” create uncertainty and risk, but UNESCO emphasizes that if policymakers are made aware of these issues, ultimately “these forces can be managed effectively and can even generate vital opportunities and benefits through innovative approaches to allocation, use, and management of water.”

Africa’s Demographic Challenges, Genderizing Food Security and Climate Responses
›Gender and Climate Change Research in Agriculture and Food Security for Rural Development is a detailed training guide produced by the CGIAR Research Program on Climate Change, Agriculture and Food Security and the Food and Agricultural Organization of the United Nations (FAO). The guide’s purpose is to support “work to investigate the gender dimensions of responding to climate change in the agriculture and food sectors…to improve food production, livelihood security and gender equality.” The authors write that “the number of hungry people in the world could be reduced by more than 100 million if women in rural areas were given equal access to the same resources as men.” The guide focuses on sensitizing researchers and practitioners “to the links between socio-economic and gender issues” and provides a suite of tools for gathering data about the gender and climate change aspects of agricultural development. Along with concrete tools to understand and address gender inequities in agricultural development, the report adopts a nuanced social definition of gender in which “people are born female or male, but learn to be women and men,” keeping the focus squarely on the socio-economic and political barriers to full equality.
A report from the Berlin Institute for Population and Development, Africa’s Demographic Challenges: How A Young Population Can Make Development Possible, argues that “if mortality and fertility decrease” across the African continent, there will be a “demographic bonus.” If nurtured through ample investment in human capital, this bonus may become a “demographic dividend,” as growing numbers of working-age people participate in the economy. The report argues that taking advantage of this demographic window, however, requires policy actions that both encourage fertility reductions and foster economic development throughout the continent, declaring boldly that “high birth rates and development are mutually exclusive.” Thus, according to the authors, the pathway to development is supporting the empowerment and education of women and girls, strengthening reproductive health services, and ensuring that both young women and young men are able to engage socio-economically within their societies. Though the report’s argument that demographic change can be critical for development is convincing, the form, strength, and causal direction of these linkages at times becomes confused. -
The U.S. Military, Climate Change, and Maritime Boundaries
›The Defense Science Board, which advices the U.S. military on scientific and technical matters, writes in a recent task force report that the most immediate and destabilizing effects of climate change will impact U.S. security indirectly, through American reliance on already-vulnerable states that are “vital” sources of fuel and minerals or key partners in combatting terrorism. The report singles out three specific themes as particularly important to responding to near-term climate-driven threats and adapting to climate change’s long-term impacts: providing “better and more credible information [about climate change] to decision makers,” improving water management, and building better local adaptation capacity, particularly in African nations. Ultimately, the report concludes that the most effective, most efficient way the United States can respond to climate change is not militarily but “through anticipatory and preventative actions using primarily indigenous resources.”
In “Maritime Boundary Disputes in East Asia: Lessons for the Arctic,” published in International Studies Perspectives, James Manicom writes that as climate change makes access and exploration easier, there are lessons to be learned from East Asian states’ handling of maritime disputes for Arctic nations. Manicom finds that simply because a state may be party to the UN Convention on the Law of the Sea (UNCLOS), disputes over boundaries and “over the methods used to settle disputes” persist. Domestic identity politics also can and do affect the extent to which a state attempts to exert influence over disputed areas – a noteworthy conclusion given growing rhetoric in Arctic states over the national importance of disputed territories. Finally, Manicom points out that, while “high expectations of resource wealth” may fuel disputes and “political tension,” those expectations do not inevitably doom competing states to conflict over resources. -
Assigning Value to Biodiversity, and the 2011 Human Development Report
›New research in the journal BioScience reports the aggregate economic benefits of conserving high priority biodiversity areas outweigh the opportunity costs of alternative land uses by a multiple of three (where priority is assigned according to a global index of the mapped distributions of 4,388 threatened terrestrial species). The authors of “Global Biodiversity Conservation and the Alleviation of Poverty,” led by Will Turner, estimate the value of highly diverse habitats to the global poor in terms of direct benefits and potential external payments for ecosystem services. They find these environmental flows in excess of $1 per person, per day, for 331 million of the world’s poorest individuals and conclude by arguing that, “although trade-offs remain…results show win-win synergies…and suggest biodiversity conservation as a fundamental component of sustainable economic development.” (For further discussion of development around biodiversity hotspots, see Population Action International’s work on population growth.)
The 2011 UNDP Human Development Report, Sustainability and Equity: A Better Future for All, builds from the understanding that a “failure to reduce…grave environmental risks and deepening social inequalities threatens to slow decades of sustained progress by the world’s poor majority.” A resilient thread in the report highlights the importance of working to ensure women’s equality and reproductive rights for sustainability, claiming that “meeting unmet need for family planning by 2050 would lower the world’s carbon emissions an estimated 17 percent below what they are today.” The report closes with a wide range of policy suggestions that work towards the goal of equating sustainability and equity, including a supportive discussion of a currency transaction tax as a novel and feasible method of providing climate financing.
These pieces address contradictions between environmentally sustainable behavior and the development imperative. Though both acknowledge that the traditional development model of high intensity economic growth has imperiled the environment upon which the livelihoods of many hundreds of millions depend, they suggest practical ways forward. The Human Development Report in particular adopts some of the strongest language yet, claiming that, “the message is clear: our development model is bumping up against concrete limits.” This honest attempt to work through, rather than around, the tension between development and sustainability is perhaps an indication that we are at last beginning to take seriously the concept of sustainable development.
