Where Does It Hurt? Climate Vulnerability Index

The punch climate change packs varies from one country, region, or continent to another. DARA, a Madrid-based humanitarian advocacy organization, recently partnered with the Climate Vulnerable Forum, comprising countries particularly vulnerable to climate change, to create Climate Vulnerability Monitor 2010, an atlas of vulnerability. This infographic presents a small portion of the picture the Climate Vulnerability Monitor paints.
Vulnerability is grouped into four categories: health impacts, weather disasters, habitat loss and economic stress. Circles on the left side of each set indicate relative magnitude of vulnerability in 2010. Circles on the right indicate the same for 2030.

Coping with Change: Climate Adaptation Today

The view from space offers a clarity about our changing planet less visible from the ground: spring thaw coming sooner year after year, the iconic snows of Kilimanjaro and glaciers across the globe dwindling – and a great green wall of vegetation spreading across the region just south of Africa’s Sahara Desert.
This arid expanse, known as the Sahel, stretches from the Atlantic Ocean to the Red Sea. It has undergone a remarkable transformation since farmers in nations across the region began to allow trees to grow amidst their crops.
In some places it was by accident, as seeds sprouted from manure spread as fertilizer in Niger. In others it was by design, such as the “green dam” against the desert started in Algeria in 1971. But the result has been the same: improved harvests of millet, sorghum, and other staple crops in a region gripped by perennial drought.
Such “agroforestry” boosts yields by returning vital nutrients to the soil in the form of decaying leaves, shading crops from the harshest sun, and recharging underground water reserves. The trees also provide an additional source of income: wood for fires and construction. And they have another even more important benefit: They may help some of the poorest farmers in the world adapt to climate change – while potentially removing as much as 50 billion metric tons of carbon dioxide from the atmosphere, according to agronomist Dennis Garrity, head of the Nairobi-based World Agroforestry Centre.
“The transformation of agriculture into agroforestry is well underway,” Garrity says. “Agricultural systems incorporating trees increase overall productivity and incomes in the face of more frequent droughts, and agroforestry systems provide much greater carbon offset opportunities than any other climate mitigation practice in agriculture.”
Climate change is already worse than anticipated by the UN Intergovernmental Panel on Climate Change. Extreme precipitation events, such as last spring’s flooding in Nashville, Tenn., or last winter’s drought in China, have become more frequent. Sea ice extents have reached record lows in the Arctic. And 2010 marked the end of the hottest decade in recorded history.
Not only that, but the 0.7-degree-Celsius uptick in global average temperatures we’ve seen so far is only half the warming that can be expected from the concentrations of greenhouse gases already in the atmosphere, according to a 2010 report from the U.S. National Research Council. And as warming continues, according to the NRC report, the world can expect (among other things) a drop in the yield of cereal crops due to higher temperatures, an increase in heavy rainfall, and a rise in ocean levels.
In other words, whatever measures might be adopted to reduce emissions of greenhouse gases, the world will still need to adapt to a changing climate. Indeed, that process has already begun.

Overcoming Pakistan’s Demographic Challenges

On July 11, 2010, Pakistani Prime Minister Yousaf Raza Gilani delivered a speech in Islamabad to commemorate World Population Day. He announced that in order to highlight the crucial connection between demographics and economic growth, 2011 would be designated “Population Year” in Pakistan. “All hopes of development and economic prosperity would flounder if we as a nation lose the focus and do not keep [the] population issue in the spotlight,” he declared.
Hopefully that spotlight comes with a long shelf life. Pakistan faces acute population challenges. If they are to be overcome, they will need to be illuminated for far more than a year.
Yet, there are exciting opportunities here as well. A long-term approach to managing the challenges presented by Pakistan’s burgeoning population, if accompanied by effective policies and sustained implementation, could spark a monumental transformation: one that enables the country to harness the great promise of a large population that has usually been viewed as a hindrance to prosperity. Indeed, demographers contend that Pakistan’s young, growing, and rapidly urbanizing population can potentially bring great benefits to the country. If birth rates fall substantially, and if young Pakistanis are properly educated and successfully absorbed into the labor force, then the nation could reap a “demographic dividend” that sparks economic growth, boosts social well-being, and promotes the rejuvenation of Pakistan.
The Young and the Rising
Because Pakistan has not conducted a census since 1998, estimating the country’s total population size is a highly inexact science. The Pakistani government lists the current figure at about 175 million people, while the United Nations believes the number is closer to 185 million. However, while the precise figure may be in doubt, the population’s rapid rise is not. Though no longer increasing at the 3 percent-plus rate seen in the 1980s, Pakistan’s population is still growing at a 2 percent pace. According to the UN Population Division’s latest mid-range demographic projections, released in 2009, the population will rise to 335 million by 2050. More than 60 million people are expected to be added in just the next 15 years.
This explosive increase, however, merely represents the best-case scenario, and will prevail only if the country’s fertility rates drop from the current average of about four children per woman to two. Should fertility rates remain constant, the UN estimates the population could exceed 450 million by 2050, with a total population of nearly 300 million as early as 2030.
Pakistan’s population is not only large and growing, but also very young, with a median age of 21. Currently, two-thirds of Pakistanis are less than 30 years old. As a percentage of total population, only Yemen has more people under the age of 24. Additionally, given that more than a third of Pakistanis are now 14 years old or younger, the country’s population promises to remain youthful over the next few decades. In the 2020s, the 15-to-24 age bracket is expected to swell by 20 percent. Pakistan’s under-24 population will still be in the majority come 2030. And as late as 2050, the median age is expected to be only 33.
Pakistan’s demographic profile contrasts with what is happening in much of the rest of the world. Sub-replacement level fertility rates (about two births per woman) prevail not only throughout the developed world, but also across much of Southeast Asia, the Middle East, and Latin America. As one commentator has noted, “the twenty-first century’s hallmark [demographic] trend appears to be a fertility implosion.” South Asia, along with sub-Saharan Africa, is one of the last regional bastions of youthful, rapidly proliferating populations. Yet even within South Asia, Pakistan stands out. Excluding Afghanistan, of all the member states of the South Asian Association for Regional Cooperation – Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka – Pakistan has the highest population growth, birth, and fertility rates; the youngest median age (tied with Nepal); and the largest percentage of people 14 years old or younger.

What “Lost” Cultures Can Contribute to Management of Our Planet
›“Climate change is not a technical problem for indigenous people – it’s a psychological and spiritual problem,” said Wade Davis, explorer-in-residence at National Geographic, at a recent Wilson Center event, the third in a series co-sponsored by George Mason University and the Environmental Change and Security Program. Indigenous people are “being driven out of existence,” as climate change alters landscapes and weather patterns that they have carefully adapted to over centuries, he said. These people are not “failed attempts at being modern…they are unique answers to the fundamental question, ‘what does it mean to be human and alive?’” he said. “It behooves us to pay attention to how they choose to live upon the earth.” [Video Below]

Congressional Report on Avoiding “Water Wars” in Afghanistan and Pakistan
›March 15, 2011 // By Schuyler Null“Water plays an increasingly important role in our diplomatic and national security interests in [Central and South Asia], and we must ensure that our approach is carefully considered and coordinated across the interagency,” begins a new staff briefing, Avoiding Waters Wars: Water Scarcity and Central Asia’s Growing Importance for Stability in Afghanistan and Pakistan, prepared for the Senate Foreign Relations Committee. “As water demand for food production and electricity generation increases, in part as a result of the quickening pace of climate change, so too must our efforts to provide water security,” write the authors.
The report focuses mainly on Afghanistan and Pakistan but also considers “the interests in the shared waters by India and the neighboring five Central Asian countries – Uzbekistan, Tajikistan, Kazakhstan, Kyrgyzstan, and Turkmenistan.”
ECSP is cited twice in the report, both from “Water Can Be a Pathway to Peace, Not War,” in ECSP Report 13:The Navigating Peace Initiative’s Water Conflict and Cooperation Working Group correctly summarized the current state of water use by saying, “water use is shifting to less-traditional sources such as deep fossil aquifers and wastewater reclamation. Conflict, too, is becoming less traditional, driven increasingly by internal or local pressures or, more subtly, by poverty and instability. These changes suggest that tomorrow’s water disputes may look very different from today’s.”
And again in breaking down the notion of impending water wars:Given the important role water plays in Central and South Asia as a primary driver of human insecurity, it is important to recognize that for the most part, the looming threat of so-called “water wars” has not yet come to fruition. Instead, many regions threatened by water scarcity have avoided violent clashes through discussion, compromise, and agreements. This is because “[w]ater – being international, indispensable, and emotional – can serve as a cornerstone for confidence building and a potential entry point for peace.”
USAID’s “Changing Glaciers and Hydrology in Asia: Addressing Vulnerabilities to Glacier Melt Impacts,” which was launched here at the Wilson Center last fall, also made an appearance:Central Asia and India face critical challenges in monitoring glaciers and tracking changes, particularly differences from year to year. As USAID’s report “Changing Glaciers and Hydrology in Asia: Addressing Vulnerabilities to Glacier Melt Impacts” noted, “[t]he review of scientific information about glacier melt in High Asia revealed, first and foremost, a lack of data and information, a lack that hampers attempts to project likely impacts and take action to adapt to changed conditions.” The United States should engage in collaborative glacier monitoring programs and those that develop local or sub-national water monitoring capacity.
The report concludes that “water scarcity, coupled with how governments address these challenges,” can either exacerbate conflict or promote cooperation in the region. It’s also worth noting that the authors specifically mention the links between increased water use and growing populations in the region, specifically with regard to India and Pakistan:With a population already exceeding 1.1 billion people and forecasts indicating continued growth to over 1.5 billion by 2035, India’s demand for water is rising at unprecedented rates.
The drive to meet energy and development demands from both countries has led to plans for extensive hydrological projects that could spark tensions between the two over the Indus Waters Treaty (which has withstood four Indo-Pakistani wars).
The authors praise the attention given to the matter thus far by the Obama administration, but they also write that “although it is still too early to determine the impacts of our efforts in the broader region, now is the time to begin evaluating water-related trends” at a more systematic level.

Rural Poverty: The Bottom One Billion
›March 10, 2011 // By Hannah MarquseeThere are currently 1.4 billion people in the world living in extreme poverty, and 70 percent of them – about one billion people – live in rural areas, according to the Rural Poverty Report 2011, published recently by the International Fund for Agricultural Development (IFAD). The two regions most affected by rural poverty are South Asia, home to half of the world’s rural poor, and sub-Saharan Africa, where, team leader Ted Heinemann points in the accompanying trailer, “the number of rural people living in extreme poverty is actually increasing and the proportion is a very high 62 percent.”
The State of Rural Poverty
While the number of rural poor in the world has actually declined sharply since the late 1980s, the decline is due almost entirely to gains made in East and Southeast Asia, particularly China. Despite these gains, rural poverty remains a stubborn challenge in South Asia, Southeast Asia, and sub-Saharan Africa: three-quarters of the poor in these areas are rural, and “the proportion is barely declining, despite urbanization,” says the report. In the Middle East, North Africa, Latin America, and the Caribbean, the majority of the extremely poor live in urban areas.
The number of undernourished people in the world has also declined slightly from its historic high of 2009, after a doubling of international food prices between 2006 and 2008 left a staggering one billion hungry. (However, food prices recently passed 2008’s historic high point, and some have argued they may have been a factor in the recent uprisings in the Middle East and North Africa.) From a high of one billion, the world’s hungry have since decreased to 925 million, a figure that the UN Food and Agriculture Organization nonetheless calls “unacceptably high.” The current rate of decline is far from meeting the MDG target of halving the number of people who suffer from hunger by 2015, says the IFAD report, and with continuing population growth and resource and energy scarcities, they predict little change in the number of hungry worldwide.
Meeting Rising Demand, Sustainably
“Feeding a global population of just over 9 billion in 2050 will require a 70 percent increase in global food production,” says the report. To do this, the report calls for more sustainable agricultural intensification driven by small-holder farmers. “Small-holder agriculture…can offer rural people a route out of poverty just as they can offer the world a solution to meeting its future food needs,” says IFAD President Kanayo Nwanze, in the trailer.
Increasing global agricultural production must be done “in the context of a weakened natural resource base, energy scarcities, and climate change,” says the report. This will require more efficient use of water, less waste, and a shift towards more resilient crops. It will also require linking scientific knowledge with local farmer knowledge in order to create a sustainable, context-specific approach. The report recommends a sustainable small-holder agriculture system that gives rural people incentives to protect their environment, while helping them adapt to climate change.
Providing Economic Opportunities
Since 80 percent of rural households “farm to some extent,” agricultural intensification will be “a primary engine of rural growth and poverty reduction,” says IFAD, especially in the poorest countries. In a statement to announce the launch of the report, Nwanze said, “rather than romanticizing the concept of lifting poor rural women, men, and children above the poverty line, like a plague that can be eradicated by charity and humanitarian gestures, we are advocating the proactive creation of vibrant rural economies.”
But lifting the one billion rural people out of poverty is not just about stimulating rural farm economies, says the report; it also means creating opportunities in the rural non-farm economy to minimize the risk of economic shocks that drive people into poverty in the first place. While agriculture remains central to rural economies, urbanization, globalization, improved information systems, and growing investments in renewable energy all offer opportunities for growth in rural, non-farm economies. Helping rural people take advantage of these opportunities will require multiple investments, says the report: in education to improve the capabilities of rural youth; in infrastructure and social services to make rural areas better places to live; and in governance mechanisms and collective organizing so that rural people can better represent their own interests.
“Robust action is required now to address the many factors that perpetuate the marginalization of rural economies,” says IFAD. “Above all, this action needs to turn rural areas from backwaters into places where the youth of today will want to live and will be able to fulfill their aspirations.”

Mapping Demographics in WWF Priority Conservation Areas
›February 25, 2011 // By Hannah Marqusee“The developing world is urbanizing at a dizzying pace,” yet rural populations living in developing countries are also rapidly increasing, threatening many of the planet’s most biodiverse regions, says a new study, Mapping Population onto Priority Conservation Areas, by David López-Carr, Matthew Erdman, and Alex Zvoleff.
Using comprehensive data from the USAID-sponsored Demographic Health Surveys (DHS), the researchers analyzed population, mortality, and fertility indicators for 10 of the 19 priority places for conservation identified by the World Wildlife Foundation (WWF). These biological hotspots represent parts of 25 countries throughout South Asia, sub-Saharan Africa, and South America, including the Democratic Republic of the Congo, Colombia, Guatemala, Indonesia, Kenya, Nepal, Madagascar, and Thailand.
Urban vs. Rural
The findings confirmed the researchers’ hypothesis that rural areas within WWF priority regions are at a lower state of demographic transition than their urban counterparts, meaning they have higher fertility and infant mortality rates and a younger age structure due to poor access to primary health care, including family planning. Furthermore, women in these regions desire more children than those in urban, non-priority areas, but experience a greater difference between ideal and actual number of children.
For many of the indicators, the differences between urban and rural, and priority and non-priority, regions of the developing world are striking. In urban Asia, the mean predicted population doubling time is 86.1 years; in rural Africa it is only 24.6 years. Urban Asia and South America also have total fertility rates of 1.8 children per woman, while rural Africa’s is 5.2. Infant mortality also ranged from a low of 20 deaths per every 1,000 births in some developing urban areas, to over 100 in rural parts of Coastal East Africa. In the developed world it is less than 10.
There is also consistently less desire among women in priority areas to limit their childbearing. Worldwide, 49.4 percent of women living within priority areas want to limit childbearing, compared to 56.2 percent outside priority areas.
Rural areas in all regions had the highest unmet need for family planning, with the exception of the Congo Basin, where high infant mortality has persisted and dampened women’s desire to limit childbearing. “If much needed health services were provided in the Congo Basin, along with family planning services, child survival rates would increase, and couples would be more inclined to limit overall births,” the study says.
Lower demand for family planning in priority areas is consistent with Caldwell’s theory of intergenerational wealth flows, the paper noted, which explains how in rural agricultural societies, children are economic assets who move wealth to their parents. As countries develop and people gain access to education, healthcare and female empowerment, wealth flows reverse and children become financial burdens. This transition decreases fertility and increases demand for family planning.
Setting Priorities
As WWF plans to scale up its population, health and environment (PHE) programs, this study will help to prioritize places within priority areas that are most in need of PHE intervention and “are most likely to help alleviate negative environmental and social impacts of rapid population growth.” The results of this study show that many areas are ripe for such intervention:Nearly a quarter of households in Coastal East Africa and the Mesoamerican Reef wish to have access to contraception yet their desire remains unfulfilled. Similarly, households within priority places in Coastal East Africa, the Mesoamerican Reef, Amazon and the Guianas, and the Eastern Himalayas wish to have nearly one child fewer than they currently have.
The findings of this study have already informed the planning of several of WWF’s projects in Madagascar and Namibia.
The limited availability and detail of the DHS data was the primary limitation of the study, the researchers noted. The 25 countries examined did not fully cover all WWF’s priority areas – 17 other countries within the priority areas lacked sufficiently comprehensive data for the study. Furthermore, the district or municipality was the smallest unit of analysis possible with DHS data, making it difficult to exactly pinpoint priority communities.
“Geography matters,” write the authors. “Only with further refined data accompanied by qualitative on-the-ground field research can we credibly answer remaining questions.”

Health, Demographics, and the Environment in Southeast Asia
›“Health and Health-Care Systems in Southeast Asia: Diversity and Transitions,” launches a series in The Lancet on health in Southeast Asia. While social, political, and economic development have paved the way for substantial health improvements in some countries, demographic transitions are taking place at among the fastest rates in the world, including reductions in fertility, population aging, and rural-to-urban migration. An epidemiological shift is occurring as well, from infectious to chronic diseases. Rapid urbanization and population movement can not only affect the emergence and spread of new infectious diseases directly, but can also exacerbate environmental changes that indirectly contribute to the burden of waterborne and vector-borne diseases. The series, available early online, addresses these concerns in more detail. Moving forward, the authors advocate for “enhanced regional cooperation in the health sector to share knowledge and rationalize health systems operations, leading to further public health gains for the region’s diverse populations.”
In “A Stormy Future for Population Health in Southeast Asia,” author Colin D. Butler responds to the series, stressing that the health of the future generation is dependent on actions today. Environmental change will likely bring sea-level rise that threatens urban centers and food bowls, causing regional food scarcity, exacerbating diseases like dengue fever, increasing the number of extreme weather events, and contributing to resource scarcity throughout the region. With increasing need for sustainable development in the region, Butler concludes that “stronger human factors will be essential to counter the increased physical stresses that seem to be the inevitable destiny of Southeast Asia, largely as a result of the actions of people who have never seen its shores.”
