Karen Newman: Population and Sustainable Development Links Are Complex, Controversial, and Critical
›April 23, 2012 // By Kate Diamond“The one child family norm in China has fixed the global imagination around population to be around doing something which constricts people’s and women’s choices, rather than expands women’s possibilities to take control of their lives,” said Karen Newman, the coordinator for the UK-based Population and Sustainability Network. But contemporary population programs are about educating people on and providing access to voluntary reproductive, sexual, and maternal health services.
Newman spoke to ECSP, during the Planet Under Pressure conference this year, about family planning efforts and the connection between population dynamics and the environment.
“You have what I would describe as a sort of kaleidoscope of complexity” between climate change and population dynamics – not just growth, said Newman, but urbanization and migration.
For example, China recently overtook the United States as the world’s largest emitter of carbon, and although China has 1.3 billion people compared to the United States’ 310 million, population can hardly be credited as the most important driver for the country’s emissions. “How fair is it [to credit population growth] without in the same nanosecond saying, ‘but most of the carbon that was emitted in China was to manufacture the goods that will of course be consumed in the West?” said Newman.
“It makes it more difficult to say in a sound bite that ‘OK, population and sustainable development, it’s the same conversation,’ which I believe it to be.”
The Population and Sustainability Network, working through the Population and Climate Change Alliance, collaborates with international organizations from North America, Europe, Ethiopia, and Madagascar to support on-the-ground groups working on integrated population, health, and environment programming. These programs address environmental issues, like marine conservation and deforestation, while also providing reproductive health services, including different methods of contraception, diagnosis and treatment of sexually-transmitted diseases, antenatal and postnatal care, and emergency obstetric care.
“As a result of people wanting to place a distance between those coercive family planning programs in the ‘60s and the way that we do reproductive health now…because it’s such a large package, there is a sense that…this reproductive health thing is too much, we can’t really get ahold of this,” said Newman.
“What I think we need to do is keep people focused on the fact that these are women’s rights,” she said. “But we at the same time have to say ‘this is relevant if you care about sustainable development and the world’s non-renewable resources.’”

Invest in Women’s Health to Improve Sub-Saharan African Food Security, Says PRB
›“Future food needs depend on our investments in women and girls, and particularly their reproductive health,” says the Population Reference Bureau’s Jason Bremner in a short video on population growth and food security (above). Understanding why, where, and how quickly populations are growing, and responding to that growth with integrated programming that addresses needs across development sectors, are crucial steps towards a food secure future, he says.
Reducing Food Insecurity by Meeting Unmet Needs
In sub-Saharan Africa, where nearly one-fourth of the population lives with some degree of food insecurity, persistently high fertility rates help drive population growth, according to the policy brief that accompanies Bremner’s video.
On average, women in the region have 5.1 children, more than twice the global average total fertility rate (TFR) of 2.5. The United Nation’s medium-variant projections (which Bremner notes are often used to predict future food need) show the region more than doubling in size by 2050, but that projection rests on the assumption that the average TFR will drop to three by mid-century.
As many as two-thirds of sub-Saharan African women want to space or limit their births, but do not use modern contraception. While the reasons for not using modern contraception are many, ranging from cultural to logistical, the lack of funding for family planning and reproductive health services remains a serious impediment to improving contraceptive prevalence and, in turn, lowering fertility rates.
“Current levels of funding for family planning and reproductive health from donors and African governments fail to meet current needs, much less the future needs,” writes Bremner.
Almost 40 percent of the region’s population is younger than 15 years old and has “yet to enter their reproductive years,” writes Bremner. “Consequently, the reproductive choices of today’s young people will greatly influence future population size and food needs in the region.”Fertility Assumptions and Population Projections in the Democratic Republic of Congo
Family Planning Is One Piece of an Integrated Puzzle
Increasing funding for family planning services would be a boon to the region, but Bremner cautions that viewing sub-Saharan Africa’s rapid population growth solely from a health perspective and in isolation from other development needs would be inherently limiting.
“Slowing population growth through voluntary family planning programs demands stronger support from a variety of development sectors, including finance, agriculture, water, and the environment,” Bremner writes. A multi-sector approach that addresses population, health, livelihood, and environment challenges could mitigate future food insecurity more effectively than single-track programming that addresses sub-Saharan Africa’s various development needs in isolation from one another.
Improving women’s role in agriculture, for example, could help minimize food insecurity on a regional scale, Bremner writes. Women make up, on average, half the agricultural labor force in sub-Saharan Africa, and yet it is more difficult for them to own arable land, obtain loans, and afford basic essentials like fertilizer that can help boost agricultural productivity. Furthermore, women’s traditional household responsibilities, like fetching water, often cut into the amount of time they are able to give to farming. With those limitations lifted, women could offer enormous capacity for meeting future food needs.
Given the complex and interconnected nature of the development challenges facing sub-Saharan Africa, integrated cross-sector programming, with an emphasis on meeting family planning needs, is essential to reducing total fertility rates while improving food security over the long-term, according to Bremner.
“Investments in women’s agriculture, education, and health are critical to improving food security in sub-Saharan Africa,” he writes.
“Improving access to family planning is a critical piece of fulfilling future food needs,” he adds, “and food security and nutrition advocates must add their voices to support investments in women and girls and voluntary family planning as essential complements to agriculture and food policy solutions.”

Natural Resource Management, Climate Change, and Conflict
›In Climate Change and Conflict: Lessons From Natural Resource Management, a new report from the Danish Institute for International Studies, authors Mikke Funder, Signe Marie Cold-Ravnkilde, Ida Peters Ginsborg, and Nanna Callisen Bang, review literature on how natural resource management, climate change, and conflict interact on the local, national, and transboundary levels, from which they offer lessons for development policymakers and programmers. Since natural resource management is “strongly related” to how climate change and conflict interact, they write, a better understanding of how natural resource management has taken conflict prevention and resolution into account would benefit development work aimed at mitigating climate change’s “multiplier effect” on conflict. Recommendations include working on as local a level as possible; working with and strengthening existing customary and legal conflict resolution frameworks; and coordinating development efforts across sectors so that policymakers and programmers can minimize the risk of unintentionally causing or aggravating conflict.
In his March 2012 Transatlantic Academy paper, “The Geostrategic Implications of the Competition for Natural Resources: The Transatlantic Dimension,” François Heisbourg analyzes the strategic implications of emerging trends affecting the global energy marketplace, including climate change and scarcity. Whereas Europe and the United States shaped energy markets in the 19th and 20th centuries, respectively, there is no comparable leader in the 21st century marketplace, writes Heisbourg, nor is it clear that one will emerge. Instead, there will be a growing number of influential countries, like Brazil, India, and China, that will have an impact as both consumers and producers. That said, the Persian Gulf will remain geopolitically important given its dominance of the oil market, giving reason for the United States, Europe, India, and China to actively pursue cooperation in the Gulf in order to minimize the risk of future energy crises, Heisbourg concludes. -
Hotspots: Population Growth in Areas of High Biodiversity
›More than one-fifth of the world’s population lives in biodiversity hotspots – “areas that are particularly rich in biodiversity and endemic species,” said John Williams of the University of California, Davis, at the Wilson Center on February 29. And those populations are growing faster than the global average. Add to that the fact that “biodiversity continues to decline globally, despite increasing investments in conservation,” said David Lopez-Carr of the University of California, Santa Barbara, and the need for new approaches to conservation becomes evident. Williams and Lopez-Carr were joined by Dr. Vik Mohan, director of the sexual and reproductive health program for Blue Ventures, a London-based conservation nongovernment organization that works with communities on the remote western coast of Madagascar.
To respond to the demands of the communities and to better protect biodiversity hotspots, the speakers argued that conservation efforts need to incorporate health and livelihood services directed at the growing populations living nearby.
A Complex Relationship
“The relationship between population and biodiversity loss or conservation is a pretty complex relationship,” said Williams.
He offered Latin America and the Caribbean as an example of the multiple factors that can affect how population and biodiversity interact. Population growth in the region has slowed, and agricultural expansion is driving habitat loss as the population ages and urbanizes and as increasing per capita GDP contributes to higher levels of consumption.
In the Indo-Pacific region, stretching from East Asia to Australia, high population growth coupled with economic growth has coincided with an increase in the exploitation of rare species for illegal trade, according to Williams. And in Africa, where the population is growing quickly but without comparable economic growth and amid high levels of instability, subsistence drives ecological exploitation.
Biodiversity and Family Planning in Madagascar
“People who live in the biodiversity hotspots are typically poorer, typically have poorer access to healthcare than their counterparts in the cities or in the world at large, and typically have poorer health than those counterparts,” said Mohan.
Blue Ventures has been working in Madagascar since 2003. The island is one of the most biodiverse areas in the world; 80 percent of its plant and animal life is endemic, meaning it exists there and nowhere else, said Mohan. At the same time, Madagascar is one of sub-Saharan Africa’s fastest growing countries, with a population growth rate of 2.9 percent and an average total fertility rate of 4.6 children per woman.
Blue Ventures initially came to the country to improve conservation in the island’s coastal villages, where residents survive largely on subsistence fishing. But once there, the group quickly found that the population was “growing so rapidly that in spite of our best conservation efforts, the demand for those finite coastal resources [was] outstripping supply,” said Mohan.
“The number of people who are going out to catch fish to feed their to feed their families is going up exponentially, and those fisherman are having to work harder and harder to catch smaller fish that are farther and farther down the food web.”
Realizing that trend, Mohan said that “just by asking a few very basic questions, we unearthed a huge unmet need for healthcare and a huge unmet need for family planning in particular.”
In response, Mohan and his colleagues opened up a family planning clinic in Andavadoaka, one of the villages Blue Ventures serves. On the clinic’s first day, Mohan said, “20 percent of all women of reproductive age came asking for contraception.” Following that opening, they “rapidly found [that] this unmet need was mirrored in every single village along the coast that we worked in,” he said. Since then, modern contraceptive prevalence, initially about seven percent, has increased four-fold, while birth rates have fallen by about one-third. All in all, Mohan said, the population of the Velondriake region, where Blue Ventures operates, is five percent smaller now than it would have been without the group’s family planning services.
Rural Areas Driving Population Growth
Across the developing world, Lopez-Carr said that unmet need for family planning “remains significantly higher” in biodiversity hotspots. Given that high unmet need, especially in Africa, it is easy to infer that “conservation may be less sustainable…if it does not consider health,” he said.
In his ongoing research on population and biodiversity, Lopez-Carr looks at how fertility rates compare in and out of hotspot areas and between regional and local levels. At the country and province level, “high-value conservation areas do not have unusually high total fertility rates (TFRs),” he said. But at more localized levels, “in the most remote rural areas, TFRs remain high, and in many cases, in the most remote rural areas, the demand for family planning is still very low,” indicating that these areas are still in the early stages of their demographic transitions.
The fact that the sub-state picture can look so different from the state-level picture means that there is more work for researchers to do, said Lopez-Carr. “Where the fertility rates are highest is where we have the least data,” he said, and that has significant implications for understanding future population growth.
Looking at UN population projections, the world’s net population gains will be in its poorest cities, he said, but “virtually all this growth is going to be from migration, fueled by remaining high fertility in rural areas.” And “virtually all of that growth will be predicated upon the timing, magnitude, [and] pace of the fertility transition in rural areas.”
Better understanding the demographic picture in rural areas is therefore critical – not just to improving health and preserving biodiversity in the world’s hotspots, but to honing down more accurate global population projections as well.

Programming to Address the Health and Livelihood Needs of Adolescent Girls
›“There are 750 million adolescent girls in the world today, and this is by far one of the world’s most marginalized and vulnerable demographics,” said Denise Dunning, the Public Health Institute’s program director for emergency contraception in Latin America during a February 2 panel at the Wilson Center. Dunning, who also leads the Adolescent Girls’ Advocacy and Leadership Initiative (AGALI), was joined by Margaret Greene, director of Greeneworks, and Jennifer Pope, the deputy director of sexual and reproductive health at Population Services International, to discuss how to better reach underserved adolescent girls in developing countries with health and livelihood programs.

The U.S. Military, Climate Change, and Maritime Boundaries
›The Defense Science Board, which advices the U.S. military on scientific and technical matters, writes in a recent task force report that the most immediate and destabilizing effects of climate change will impact U.S. security indirectly, through American reliance on already-vulnerable states that are “vital” sources of fuel and minerals or key partners in combatting terrorism. The report singles out three specific themes as particularly important to responding to near-term climate-driven threats and adapting to climate change’s long-term impacts: providing “better and more credible information [about climate change] to decision makers,” improving water management, and building better local adaptation capacity, particularly in African nations. Ultimately, the report concludes that the most effective, most efficient way the United States can respond to climate change is not militarily but “through anticipatory and preventative actions using primarily indigenous resources.”
In “Maritime Boundary Disputes in East Asia: Lessons for the Arctic,” published in International Studies Perspectives, James Manicom writes that as climate change makes access and exploration easier, there are lessons to be learned from East Asian states’ handling of maritime disputes for Arctic nations. Manicom finds that simply because a state may be party to the UN Convention on the Law of the Sea (UNCLOS), disputes over boundaries and “over the methods used to settle disputes” persist. Domestic identity politics also can and do affect the extent to which a state attempts to exert influence over disputed areas – a noteworthy conclusion given growing rhetoric in Arctic states over the national importance of disputed territories. Finally, Manicom points out that, while “high expectations of resource wealth” may fuel disputes and “political tension,” those expectations do not inevitably doom competing states to conflict over resources. -
Kaitlin Shilling: Climate Conflict and Export Crops in Sub-Saharan Africa
›“There’s been a tremendous amount of work done on looking for a climate signal for civil conflict, particularly in sub-Saharan Africa, and a lot of this work draws a very clear and simple path – if it rains more, or if it rains less, there will be more or less conflict,” says Stanford University’s Kaitlin Shilling in this short video interview. Unfortunately, that straightforward research does little in the way of helping policymakers: “the only way to change the agricultural outputs due to climate change is to change climate change, reduce climate change, or stop it,” she says, “and we’re not really good at that part.”
Shilling moderated a panel at last month’s National Conference on Science, Policy, and the Environment on climate-conflict research. Agricultural export crops – cotton, coffee, cocoa, tea, vanilla – represent one area where policymakers might be able to intervene to prevent climate-driven conflict, says Shilling. Though not as important from a food security perspective, “these crops are really important” for sub-Saharan economies, as well as for “government revenues, which [are] closely related to government capacity.”
But “the effects of climate change on those crops are less well understood,” Shilling says. How they relate to “government revenues and how those relate to civil conflict is an area that I spend a lot of time doing research on.”
By “understand[ing] the mechanisms that underlie the potential relationship between climate and conflict, we can start identifying interventions that make sense to reduce the vulnerability of people to conflict and help them to adapt to the coming climate change.” -
Championing Women’s Rights and Population Issues in Kenya With the ‘Reject’
›“We find that politicians play around with [population] numbers when it comes to the common man and the common woman,” says Jane Godia in this short video interview. Godia writes for Reject, an African Woman and Child Feature Service biweekly news publication that won a Global Media Award from the Population Institute for its issue on family planning and politics in Kenya.
Godia says that politicians “use these numbers for their gain, they tell women not to use family planning because they want more children so that…they can have more voters, but nobody thinks about if this woman will be able to feed these children, if this family will be able to have their next meal, or even accommodation, or even land to till.”
The Reject’s name comes from the paper’s early practice of running stories – often about underserved groups, like women, children, and the poor – that had been rejected from mainstream publications. Population and environment issues have been highlighted since the first issue came out in September 2009, when “we were talking about families moving on to Mount Kenya…to look for pasture and water for their animals,” says Godia.
“When there’s no water and when there’s no food, people migrate,” she says. “And when people are migrating they’re moving with their animals, they’re moving with their families, and they end up going to places” that eventually become overcrowded and resource-stressed, sometimes introducing the same problems that led people to migrate in the first place.
